The sector assessment included strategic analysis of institutional capabilities in light of the needs of the Iraqi population, as
well as the policy and legal framework which currently constrains or empowers Iraqi institutions of governance. In addition to
the main national players in a sector, the contractor shall review and assess programs by bilateral and multilateral development
partners and make recommendations to USAID on areas in which it can have the most significant impact while leveraging its
financial and human resources with existing programs.
The study contained of two primary areas of research concern: 1.) an assessment of the institutional capacity building (ICB)
project landscape, including i.) A comprehensive map of all past, current, and planned donors and projects and ii.) a summary
of evidence-based lessons learned, best practices, and current needs rooted in a documentation review to include all existing
research assessments, needs assessments, project impact reports, etc.; and, 2.) An institutional needs assessment based upon
direct data gathering through interviews with key staff in targeted ministries and donor organizations working in the ICB arena,
and, if possible, information gathered from outside constituencies, such as professional associations or civil society groups who

• Project architect designed and built the Enterprise Human Resource Integration (EHRI) data
