Accomplishments:
Performed an assessment that identified opportunities as well as needs unmet by other donors to ensure high value added for
Mission interventions that will be designed to enhance the performance of public sector institutions, specifically ministries and
the Executive Offices
The sector assessment included strategic analysis of institutional capabilities in light of the needs of the Iraqi population, as
well as the policy and legal framework which currently constrains or empowers Iraqi institutions of governance. In addition to
the main national players in a sector, the contractor shall review and assess programs by bilateral and multilateral development
partners and make recommendations to USAID on areas in which it can have the most significant impact while leveraging its
financial and human resources with existing programs.
The study contained of two primary areas of research concern: 1.) an assessment of the institutional capacity building (ICB)
project landscape, including i.) A comprehensive map of all past, current, and planned donors and projects and ii.) a summary
of evidence-based lessons learned, best practices, and current needs rooted in a documentation review to include all existing
research assessments, needs assessments, project impact reports, etc.; and, 2.) An institutional needs assessment based upon
direct data gathering through interviews with key staff in targeted ministries and donor organizations working in the ICB arena,
and, if possible, information gathered from outside constituencies, such as professional associations or civil society groups who
have an interest in government capacity and service delivery. Development of a BI/DW reporting system and dashboard using
Hyperion and OBIEE financial management systems
1. Reviewed all relevant reports of current USAID programs supporting government capacity building; review reports from
other donors focused on similar projects completed inside Iraq, with specific emphasis on assessment documents and
project completion or impact reports that have been generated by all actors operating within the ICB sector in Iraq;
2. Interviewed senior persons representing a variety of ministries, including specifically the Ministry of Planning, the
Council of Ministers Secretariat, the Ministry of Agriculture, Water, Municipalities, the Central Organization for
Statistics and Information Technology (COSIT), the Central Organization for Standardization and Quality Control
(COSQC), National Investment Commission, other USG actors active in ICB; and senior representatives from other bi-
lateral or multi-lateral agencies, coalition agencies, and donors, including the British, Australian and German Embassies,
UNDP, World Bank. etc., to discuss previous projects completed ongoing activities, assessed assistance needs, and plans
for future programs or projects.
The following research areas were included: Reviewed the state of the GoI training capability and the status of civil
service reform in targeted Ministries; assess manpower planning and human resource management needs. Conducted
an ICB sector assessment that identified opportunities for USAID/IRAQ Mission interventions to enhance sector
performance. This sector assessment shall include analysis of ICB policy and legal frameworks, as applicable and
institutional capabilities in light of the needs of the Iraqi population. In addition to the main national players, the
Contractor shall review and assess programs by bilateral and multilateral development partners and make
recommendations for the Mission on areas in which it can have the most significant impact while leveraging its
financial and human resources with existing programs. This assessment shall therefore entail a “status update” on ICB
in the context of Iraqi governing institutions, and identify weaknesses, strengths, gaps and opportunities for value-
added intervention by USAID/Iraq. The Contractor shall review Iraq’s public sector ICB in order to inform Mission
strategic planning, decision-making, and project implementation. G

Technology tools used consist of business objects, oracle, ESRI, SAP, MS SharePoint.
• Developed and implemented data governance strategy (DGS) for the Iraqi ministries within (DGS)
data management policies was built as the core organizational requirement across the enterprise.
Ensuring data that is consistent, accurate and reliable across the enterprise,
• Under the DGS data management focus was placed on developing a framework thereby establishing a
successful data management process. The logical first stage of this framework is data governance.
• Established a partnership between all 25 of the Iraqi ministries for data sharing, overall management

developed the business process and mission strategy for the (MEPP II/MRS). System was built on a
SharePoint portal platform using and SQL Server database and COGNOS Business Intelligence (BI)
reporting engine. Provided architectural design and systems integration for the project. BI tool suite
being used was Report Net, Metric-Manager, Notice Cast, Visualize, and Power Play. SAP R/3 with
Net Weaver BI toolsets were used to provide for planning, master data management (MDM), SAP
exchange.
• Managed a team for the development, strategy, blueprint and future-state for USAID. Including the
design and development of the data architectural design, data management maturity assessment,

• Responsible for the strategic and technical design, development and implementation of the MSC Fleet
Readiness Enterprise Data Warehouse (MSC/FREDW).
• Developed an MSC enterprise-wide portal using COGNOS business intelligence (BI) tools which

• Designed and developed a SharePoint portal using and n-tier architecture. The data interfaces are fed
from Sybase ASE, ESSbase, Oracle and DW applets in sorted Hyperion and legacy systems and
passed on to an operational data store (ODS)/staging-area via and ETL process (DataStage) into
Sybase IQ intelligence BI database. BI reporting, dashboard, and balanced scorecard is derived using
COGNOS BI tools suite to include (Report Net, Metric-Manager, Notice Cast, Visualization and
Power Play).
• Migrated from COGNOS 7 to COGNOS 8 using Framework Manager to establish the Fleet Readiness
Infrastructure, Report Studio was used to develop to and disseminate regular reports in addition to on
demand reporting and used Query Studio created queries for use in day to day activities.

Accomplishments:
• OPM e-Government Initiative (Enterprise Human Resources Integration) Project under the Office of
Personnel Management (OPM) five e-Gov initiatives to interlock enterprise systems based on the
employee life cycle, beginning with recruitment, continuing through all aspects of employment, and
culminating with retirement:
• Project architect designed and built the Enterprise Human Resource Integration (EHRI) data
warehouse. The EHRI/DW is the key element of OPM’s e-Gov effort and a component of the Federal
Enterprise Architecture (FEA).
• Utilized a three-release strategy, designed an EHRI Portal, which acts as a gateway for users to access
a verity of Human Resource systems including EOER (Electronic Official Employee Records),
WASS/CIVFORS (Work Force Analysis Support System/Civilian Forecasting System), and Business
Objects, (ad-hoc reporting). MicroStrategy 7 was used to allow agencies user across the e-Gov
Enterprise to stateless web sessions peer-to-peer clustering, user defined personalized data views of
HR/Payroll ad hoc, analytics and reporting.
• Informatica PowerCenter Data Quality Data Explorer Master Data Management (MDM) and SOA
• Developed interfaces for data management strategy for existing HR applications. Primavera software
and OPM’s GOTS applications were deployed. Primary focus was on the development, management
and goals for Human Capital were training-the-trainer was used in an eLearning environment and
published at the desktop. Developed a common data repository for personnel data previously stored in
non-integrated legacy systems.
• Using Oracle 9iAS and 9i Application Server Enterprise Edition built EHRI’s portal which now
connects OPM’s EHRI systems providing Federal agencies and its 1.8 million Executive Branch
employees electronic access to Official Personnel Folders (OPF) and data from agencies Human
Resource Information Systems (HRIS). Using Informatica and PL/SQL designed, built and mapped
the Core 98 plus data elements to the TDSA (staging-area) via an Operational Data Store (ODS).
• Developed a corporate strategy for using data-centric, quality and metadata common exchange
protocols Using the Federal Enterprise Architecture (FEA), specified XML as the standardized
language for the project.
• Specified systems security, audits and protocols in keeping with the FEA framework and strategy.
• Designed and built Oracle, SAP, PeopleSoft and flat-file interfaces and feeds to and from the TDSA
and Data Warehouse.

• Conducted a business and information technology needs assessment of the Bureau of Public Enterprise
(BPE).
• Developed an organizational and resource allocation plan for IT/MIS division and defined the
technical requirements for the BPE virtual enterprise reporting system.
• Acted as Deputy Director of BPE IT department. Set the priorities, project strategy for BPE’s e-teams
and data sharing policy across the enterprise. Put in place a protocol which placed emphasis on data
collaboration and exchange, rapid development and deployment, reuse of code. Designed, developed

• Developed an enterprise data and database strategy data interface (web-based portal) interface and
reporting capabilities via centralized and de-centralized departmental database. SAP with Net Weaver
version SAP/R3 planning for privatization, debt and asset management, and divestitures as part of the
baseline strategy.
• Defined SAP SID’s, communications channels to and from XI system IDX Systems were used by
BPE’ (Managing Director), senior management and other stakeholders to report on pre and post
privatization activities.
• Designed a web base interface for the BPE.
• Provided technical oversight and advice on the website development, applications and database
development, systems administration and helpdesk operations.
• Redesigned BPE’s MS-SQL server database system and built interfaces between Electronic

• Worked with a team of IBM consultants in the planning, development and implementation of the
National Medicare Utilization Data Warehouse and a Decision Support System of the U.S. Federal
Health Care Financing Administration (HCFA):
• Served in a technical role for the Medicare Data Mart project responsible for data discovery with client
interface, analysis of data verifying business requirements and sources of data, logical and physical
data modeling and executing data extracts and loads into DB2 tables utilizing the BMC and IBM
Unload and Load Utilities.
• Designed and developed a decision support system front end demo to demonstrate some of the
required OLAP reports that were requested and implemented the data mart upon approval of the
system architecture.
• Conducted extensive data analysis of the requirements for projects and designed a solution that was
approved by the clients. Created a Metadata repository of all elements in the data warehouse and
undertook the data sizing of the multi-terabyte data requirements.
• Designed and developed the database partitioning strategy to distribute multi-terabytes of data into a
single table. Participated in the indexing strategy of all tables in the Data Mart and created and
administered the Data Mart tables. Set up data extract scripts using SQL and COBOL and executed
data extracts and loads into DB2 tables utilizing the BMC and IBM Unload and Load Utilities.
Created the aggregation tables to facilitate OLAP analysis and developed update procedures to
maintain the Data Mart on regular update cycles.
• Defined the program specifications for the update maintenance cycles of the Data Mart including the
summary tables and created and administered a ‘Demo’ database utilizing IBM’s UDB for the PC and
SERVER on a Windows NT platform. Implemented Micro Strategy’s DSS suite of software products
and setup OLAP projects utilizing Micro Strategy’s DSS/EIS tools for version 6 and 7.
• Demonstrated the OLAP projects to the client and provided the technical documentation for all the
deliverables.

QED/BIS USAID/IRAQ PERFORMS Project (C449-011) IT Specialist/Functional Analyst Accomplishments: Performed an assessment that identified opportunities as well as needs unmet by other donors to ensure high value added for Mission interventions that will be designed to enhance the performance of public sector institutions, specifically ministries and the Executive Offices The sector assessment included strategic analysis of institutional capabilities in light of the needs of the Iraqi population, as well as the policy and legal framework which currently constrains or empowers Iraqi institutions of governance. In addition to the main national players in a sector, the contractor shall review and assess programs by bilateral and multilateral development partners and make recommendations to USAID on areas in which it can have the most significant impact while leveraging its financial and human resources with existing programs. The study contained of two primary areas of research concern: 1.) an assessment of the institutional capacity building (ICB) project landscape, including i.) A comprehensive map of all past, current, and planned donors and projects and ii.) a summary of evidence-based lessons learned, best practices, and current needs rooted in a documentation review to include all existing research assessments, needs assessments, project impact reports, etc.; and, 2.) An institutional needs assessment based upon direct data gathering through interviews with key staff in targeted ministries and donor organizations working in the ICB arena, and, if possible, information gathered from outside constituencies, such as professional associations or civil society groups who have an interest in government capacity and service delivery. Development of a BI/DW reporting system and dashboard using Hyperion and OBIEE financial management systems 1. Reviewed all relevant reports of current USAID programs supporting government capacity building; review reports from other donors focused on similar projects completed inside Iraq, with specific emphasis on assessment documents and project completion or impact reports that have been generated by all actors operating within the ICB sector in Iraq; 2. Interviewed senior persons representing a variety of ministries, including specifically the Ministry of Planning, the Council of Ministers Secretariat, the Ministry of Agriculture, Water, Municipalities, the Central Organization for Statistics and Information Technology (COSIT), the Central Organization for Standardization and Quality Control (COSQC), National Investment Commission, other USG actors active in ICB; and senior representatives from other bi- lateral or multi-lateral agencies, coalition agencies, and donors, including the British, Australian and German Embassies, UNDP, World Bank. etc., to discuss previous projects completed ongoing activities, assessed assistance needs, and plans for future programs or projects. The following research areas were included: Reviewed the state of the GoI training capability and the status of civil service reform in targeted Ministries; assess manpower planning and human resource management needs. Conducted an ICB sector assessment that identified opportunities for USAID/IRAQ Mission interventions to enhance sector performance. This sector assessment shall include analysis of ICB policy and legal frameworks, as applicable and institutional capabilities in light of the needs of the Iraqi population. In addition to the main national players, the Contractor shall review and assess programs by bilateral and multilateral development partners and make recommendations for the Mission on areas in which it can have the most significant impact while leveraging its financial and human resources with existing programs. This assessment shall therefore entail a “status update” on ICB
  • 6. in the context of Iraqi governing institutions, and identify weaknesses, strengths, gaps and opportunities for value- added intervention by USAID/Iraq. The Contractor shall review Iraq’s public sector ICB in order to inform Mission strategic planning, decision-making, and project implementation. G Accomplishments: Assess the progress made in IT in the target ministries and executive offices, including an assessment of data bases and IT training capacity evaluation and requirements for the future. Assess what other donors have and will provide in IT. Determining how the GOI can use the employee data base created by USAID funding.
