The paper starts out by examining the civil society strategy of the Danish Ministry of Foreign Affairs which forms the basis for public NGO financing in Denmark. The assessment of the Danish policy environment includes extensive reference to a paper on the role of civil society in pro-poor growth initiatives prepared by CISU, an umbrella and fund for smaller Danish NGOs. Secondly, a couple of studies on the experiences of Danish NGOs working with the private sector are presented. Starting from a short reference to the role of NGOs and private sector in the area of microfinance, the paper then presents the role of the NGO in the development of pro-poor value chains including the planning and analysis process. Interventions are further specified in terms of a number of areas in which NGOs can support lead firms and small producers followed by a presentation of a number of ways that NGOs can ensure that working with the private sector indeed benefits the very poor. The élection of the Constituent Assembly in Tunisia is a milestone on the path towards a stable, peaceful and democratic future. Now one of the most important challenges is to ensure that the people of Tunisia can adequately participate in the constitution-making process. The democratic revolution that unified Tunisians should not be translated into a technocratic process with little public involvement and understanding. Although there are various approaches to participatory constitution-making, past decades have seen a clear trend towards broad public participation in constitutional reform all over the world. Such public participation entails the direct involvement of citizens in constitution-making, giving them a chance to influence decision-makers and the outcome of the process. This trend is supported by international law, notably the International Covenant on Civil and Political Rights (ICCPR). The ICCPR establishes minimum obligations for participation in public affairs that are also applicable to constitution making processes and give citizens an individual right to participate in constitution-making. While this right may be subject to conditions, namely whether citizens participate directly or through representatives, it must not be restricted in unreasonable or discriminatory ways.

The purpose of this parliamentary document is to review the state of implementation of the African Peer Review Mechanism (APRM), in particular the National Programme of Action (NPoA), and the role that civil society can play in ensuring that the NPoA is comprehensively implemented. The document assesses this important concepts and processes in the context of the Developmental State, illustrating the potential of APRM to foster and propel States towards achieving this status through building and gainfully utilizing important partnerships with civil society. The paper examines the World Bank and IMG-sponsored Poverty Reduction Strategy Papers (PRSPs) as a comparable approach to governance mechanisms, from which lessons can be drawn. It also underscores the unique architecture, concepts and principles in the APRM process that avoid some of the potential pitfalls that beset PRSP and other existing governance mechanisms in Africa. The paper further looks at some of the strategies that civil society has employed in various APRM country processes and which strategies have worked well and can be improved. It then addresses challenges that civil society organizations (CSOs) have faced in the pursuit of good governance through the APRM process. The prospects for future CSO participation and use of the NPoA as a tool for constructing as a Developmental State are also propounded in the paper, with a view of informing policymakers on areas that may need strengthening and re-orientation.

Kepa, a Finnish NGO Platform for development CSOs, and the Embassy of Finland in Tanzania organized a joint seminar on the 23rd of March called ”Joint action for creating enabling environment for civil society in Tanzania”. The aim of the seminar was to bring together different actors, civil society organizations, donor partners and representatives of governmental institutions in Tanzania to discuss on how together take action for enabling environment for civil society in Tanzania. This presentation summarizes the main points of the seminar discussion as well as the proposed solutions for shrinking civic space we collected from participants during the day. Also some additional information and links are added after the actual seminar. The content is divided into four parts 1) what is civil society space and current trends, 2) how the space is shrinking i.e. current challenges and hindering factors, 3) solutions for tackling the challenges and ways forward.

Studies of Danish NGOs promoting income generation and pro-poor growth highlight that there is a widespread uncertainty about the role of NGOs in private sector development and to which extent the civil society strategy can allow NGOs to engage with market actors in their efforts to alleviate poverty (CISU 2012; NGO Forum 2012). Also there is a sense that the private sector is the opponent to development rather than a necessary source of income to the poor themselves. This paper seeks to clarify the role of the Danish civil society in the area of income generation and pro-poor growth based on existing policies and studies and particularly on the overall approach of value chain development (VCD) and making Markets work for the Poor (M4P). Secondly, a couple of studies on the experiences of Danish NGOs working with the private sector are presented. Starting from a short reference to the role of NGOs in the area of microfinance, the paper then presents the role of the NGO in the development of pro-poor value chains including the planning and analysis process. Interventions are further specified in terms of a number of areas in which NGOs can work with lead firms and small producers and how to organize farmers in value chains. The paper also touches a number of ways that NGOs can ensure that working with the private sector indeed benefits the very poor. Finally, I would like to stress that this short paper is only a presentation of relevant policies and practices in the area of value chain development as seen from the perspective of the civil society in Denmark. It hopes to provide an overview but is not an analysis or a review as such.

This is a presentation, introduced by Lorenzo Cotula, team leader of the Legal Tools team at the International Institute for Environment and Development, in a IIED webinar on civil society advocacy on investment treaties in February 2015 This presentation introduces investment treaties – what they are and why they matter. The webinar focused on how CSOs can scrutinise and advocate on investment treaties, learning from lessons in the Philippines and Malaysia. The lessons from Malaysia on 'Engaging the Trans-Pacific Partnership agreement' are from Fauwz Abdul Aziz, of the Idris institute for Research (Malay Economic Action Council).
