3. Battling Data Overload and Inefficient Systems
• Warfighters and decision-makers need information superiority to best
achieve their missions. To enable that goal, the DoD CIO requires all
DoD programs to create Information Support Plans (ISPs). ISPs
identify and help manage IT support issues throughout the acquisition
lifecycle that could impact operational mission performance.
• Initially, all DoD programs had to manually create these documents .
This compartmentalized approach created a great deal of redundant
data and effort, as well as limited crucial real-time data sharing and
analysis. Seeking a more effective and holistic solution, the DoD CIO
wanted a “TurboTax®-like” web interface that ensured the efficient and
rapid collection of policy-mandated data and extensive reuse of
collected data. This automated, scalable and cost-effective system in
turn would feed more sophisticated, effective and timely analysis and
reports for multiple DoD stakeholders, improving mission success.

5. Tri-Analytics Improves Data Collection, Reuse, and Analysis
• The DoD CIO called on Booz Allen to help develop an Enhanced ISP
(EISP) process. The EISP automates and standardizes the collection
of acquisition program information across the DoD while structuring the
data within a database for ease of reuse and better access to the data
for analysis to ensure acquisition programs under development will be
interoperable once operational.
• The DoD CIO originally wanted to utilize a Commercial Off-the-Shelf
(COTS) freeware solution, but scalability issues arose and Booz Allen
helped the client realize a non-proprietary customized system would
better accommodate larger sets of data and more simultaneous users.
• It also became apparent that valuable legacy information not entered in
the EISP templates would be lost from future analytic efforts unless
other advanced capabilities were developed. Two additional processes
were leveraged to capture both structured and unstructured information
to ensure all program data would be accessible to the analyst. Another
Booz Allen Advanced Analytics capability, Tri-Analytics, was born.

12. The DoD CIO Has Successfully Implemented the EISP as Part
of their Standard Process
• The DoD-Booz Allen collaboration has already shown positive results.
By January 2011, more than 125 DoD programs used EISP. The U.S.
Army mandated its use for all of its ISP programs; in one case, the
EISP program manager for the U.S. Army Stryker Brigade Combat
Team estimated that switching to EISP saved 30 percent to 40 percent
in labor costs. The U.S. Air Force and U.S. Marine Corps were close
behind in mandating EISP for their respective branches.
• In January 2011, the CIO completed the web-based EISP Enterprise
Service Version (ESV), which provided additional
improvements, including automatic architecture data import, improved
query and access to other ISP data, and integrated report generation.
The DoD CIO will use the data collected and standardized in EISP
ESV to populate program health dashboards in order to increase
decision speed across the department.

14. Helping the DoD CIO Be Ready for What’s Next
• Through EISP, the DoD CIO is serving as the example for
standardizing and integrating all acquisition document data across the
entire DoD community. By leveraging this repeatable and scalable
methodology for all acquisition documents, DoD would increase
efficiency, effectiveness and data quality while saving time and money.
• Additionally, the DoD CIO’s success with EISP and Tri-Analytics has
positioned it as a thought leader for other federal agencies that have
adapted Tri-Analytics for their needs. The Centers for Disease Control
(CDC) uses Tri-Analytics to standardize, retrieve and analyze data to
support decision making for emergency preparedness and response.
The CDC has stated that the template has cut employees’ time to input
data by one-third. The Internal Revenue Service (IRS) uses automated
text analytics to identify previously unknown patterns, such as fraud
schemes and their promoters.
