  2. 2. •October 2012 – initiation of Hiiu and Pärnu MSP pilot projects in Estonia. •Methodology for MSP based on Hiiu and Pärnu MSP pilot projects. •New Planning Act on 1 July 2015 – MSP as a national level plan Methodology is based on county plans, but the results are universal and can be used for maritime spatial planning on national level.

Findings of the methodology: •Lead role of the central government – MSP as a national level plan. •MSP as a supporting tool for blue growth. •Taking the special conditions of marine areas (dynamics, cross-border effects and international interests, no private property and wide public interests) into account in the planning process. •Place-based approach. •Bringing different sectors (possibly conflicting) around the same table. •Finding synergies, not solving conflicts. •Emphasis on implementation – MSP as a bases for decision making.
