GOVERNANCE
THEPROJECT Agronet is a project financed by the IPA Adriatic Cross-border Cooperation Programme.
The project aims at accomplishing a permanent network of logistic distribution and service
infrastructures in food production lines in the Adriatic area (Friuli Venezia Giulia, Veneto,
Emilia Romagna, Molise, Puglia, Albania, Bosnia, Croatia, Slovenia).
Value of the project: 2.503.804,66 EUR
Duration of the project: 34 months
The project aims at developing logistic and integrated services for the agricultural and food
sector and intends to create a commercial network involving Agro-industry operators
(Farms, Cooperatives, Industries food processing, Commodity Exchange, Agricultural Markets),
Logistic operators (Wholesale, Packaging companies, Transportation companies, Logistic
companies, Storage platform, Retail), and policy makers (Ministries, Municipalities, Chambers
of commerce, Universities).
WP1 - Crossborder Project Management and Coordination
The strategic operating team (Steering Committee and Working group)
has been established for the Management and Coordination of the Project.
WP2 - Communication and dissemination
Communication Plan for the project results dissemination has been
defined so as to promote the cooperation among the target area countries
and to sensitize and inform regional policy makers about the opportunities
present in transnational agricultural and food districts, as well as to
assure the long lasting effects of the project.
WP3 - Establishment of a permanent observatory of the
functioning of distributive infrastructures
The observatory will provide information/support for implementing
entrepreneurial ideas locally, with the aim of regulating agricultural and
food markets, in order to ensure a fair distribution of value chains and to
increase the presence of transnational products in local, national and
international markets, while fully safeguarding consumers’ rights.
WP4 - Network development and agricultural and food
production line logistic system development
A high assistance and investment consultancy level in the target areas is of
outmost importance for the logistic companies so as to establish synergies
in designing – planning – launching of new entrepreneurial ideas in
agricultural and food production lines. The development of a network and a
system dedicated to the development of logistic platforms aims to design
marketing support services for local companies in their internationalization
programmes and in their integration and penetration into various markets.
WP5 - Operating tools aiming to activate a short production line,
certification and implementation financials
The aim is to create conditions to foster the use of implementation
systems such as certified process quality and to identify supporting
financial instruments and guarantees for enterprises operating within the
agricultural and food sector in the Adriatic area.
Within all five countries in which the project is being
implemented, the companies in the food processing
industry are facing similar issues. In the field of the
processing sector, processors and the food industry,
logistics and distribution are insufficiently developed
and concerted to enable the establishment of a
system of cross-border cooperation in the field,
transfer of good practice and company internationali-
zation. In addition, small growers/producers are
facing difficulties with placing their products on the
market and supplying to larger providers. The main
goal of the project is to establish a network of compa-
nies and growers/producers from the left and right
sides of the Adriatic coast, from where project
partners originate, with the purpose of establishing
better networking and conditions for cross-border
cooperation of companies.
WP6 - Technological development for Logistic system distribu-
tion platforms. Portal Web.
The need to develop a logistic platform and a system regarding the
platform within the territory is tightly connected with the implementation
of advanced technological systems, such as to make it possible to acquire
the proper information in real time. In this way the opportunities of
agricultural and food production lines are enhanced. The instruments
used will make it possible to implement a mutual cooperation degree. The
system will provide various applications in order to support the network.
WP7 - Protocol of intention for the establishment of a GECT
The partnership aims to support logistic platforms and agricultural and
food production lines, by defining a protocol of intentions to establish a
European Territorial Cooperation Group (GECT) in order to develop
transnational, international and/or interregional cooperation. The new
subject will have a chance to operate in the local area and to implement
measures managed directly through the cooperation of local institutions,
implementing a wide range of activities, in line with the project Agronet.
WP8 - Benchmarking and training
Training and benchmarking tools are planned in order to: 1) strengthen
and increase entrepreneurship in food production lines, with particular
reference to logistics and distribution; 2) develop innovation; 3) promote
new forms of productive, marketing and financial cooperation among
enterprises. In-depth analyses of information by means of planned
technical meetings in the various agricultural and food districts identified
among local managers and technicians and executives of institutions
participating to the network, make it possible to reach the project goals.

will be possible to balance and harmonize the technical,
managerial, financial services between the two areas of the Adriatic
sea, enabling the exchange of good manufacturing practices and
fostering the internationalization of businesses.
