Innovation policy
⢠Innovation = breaking existing rules & taking risks
KICKSTARTER = (US collected 100 mio $ for 25.000 products)
⢠Public policies = making rules & minimizing risks
⢠Lack of innovation = result of prudent and sound
policy functioning
⢠Innovation cannot be done only by individuals =
require imagination, creativity, problem solving,
collective thinking, non-self centrizem
⢠Policy can do: be open, forget about traditions.

Living Lab Approach
⢠User-driven open innovation ecosystems based on
business â citizens â government partnerships
which enable users to take part an active part in:
â Bringing users early into the co-creation process
â Bridging the innovation gap between technology
development and the uptake of new products and
services
â Allowing for early assessment of the socio-economic
implications of new technological solutions
⢠User-driven methodological framework for R&D,
used for specifying, prototyping, validating and
refining complex solutions in real-life environments
⢠Promotes co-creative innovation by bringing
together the different stakeholders involved in the
innovation process such as companies, research
centers, public institutions and citizens
⢠End-users are the core of the creation process!

âTRANSNATIONAL LIVING LABâ
1. Localise and identify your stakeholders
2. Establish a Living Lab PPP (Public Private Partnership)
3. Assess the relevance of ÂŤ transnational Âť issues
4. Deploy an ICT infrastructure
5. Establish a local and/or ÂŤ transnational Âť PPPP community
(PPP+People)
6. Run one or more User Driven, Open Innovation pilots
7. Summarize and evaluate the results

The motivation is to bring together various actors in the field of
tourism services development in the Gorenjska region,
to create innovative solutions for supporting, promoting and
encouraging development of sustainable tourism in the region and
development of the region itself.
Development of a web-based prototype solution that include geo
location information and social networks in the Living Lab approach.
The result of LL pilot research is a design of a prototype and a critical
analysis of the co-creation process.

Parking Card for Disabled People
⢠Unified and simple system of management and control
⢠Simply release
⢠Itâs needed to upgrade the format of the mark so that
it is not that easy to fake and it is in line with a
standardized European one
Objectives
⢠The creation of a regional central repository for the
state of disability of people
⢠Administrative simplification: reduction of documents
to be submitted to the P.A.
⢠Administrative simplification: possibility of release of a
document directly via on-line procedures
⢠Possibilities for P.A. to have a unified system of control
of parking cards for disabled people checking doctorsâ

Pilot
Pilot is focused on providing educational material to the environmental sector. The main target of the pilot is developing the
catalogue of existing education products oriented to environment and its protection. The catalogue will be based on current
metadata standards and geoinformation technologies (e.g. geoportals). The catalogue will integrate the existing solutions as well
as the materials developed in the CentraLab project (the secondary target of pilot). Pilot is intended to represent the clear and
intelligible framework to the environmental information (including maps and spatial data).

Development of an information system supporting knowledge
management processes and resources of Kielce Technology Park
and the relationship with the incubated companies in the creative
industry.
The participating entrepreneurs â defined as end-users, as well as
citizens, designers, students etc. according to the LL approach
will:
⢠take active part in the co-design and development process,
⢠give regularly feedback on usage aspects,
⢠participate in testing e-platform its usability and
functionalities.
A detailed description of usability of e-platform (based on
existing LabDesign.pl web site) to be included by the CentraLab
pilot project is not finally defined and will be a result of the
cooperation, needs research of the end-users during the Pilot
project (in accordance with the Living Lab approach). The e-
platform will contain tools providing complex support
programme for industry and usability design.

Conducting a pilot in the e-mobility sector in cooperation
with the electric car trial VLOTTE in Vorarlberg, Austria. The
main goal of VLOTTE is to provide aids for electricity
powered cars.
E-mobility living lab pilot objectives:
⢠Examine and validate user involvement and
requirements.
⢠Examine how public aids and funds for e-mobility can
help to innovate and change the people transport
sector.
⢠Examine how existing electric cars can be used more
efficiently and according to end-user needs and
therefore examine possibilities for new products.
⢠Bring together public and private interests for
leasing, buying and renting electric cars.
⢠Create a sustainable ecosystem for innovation in the e-
mobility sector in the Vorarlberg region.

Why ?
⢠Shared strategies are required:
â Innovation as the guiding policy, but improving democratic
governance must also be priority
â Capturing the potential of increasing civic participation
together with Future Internet
â Re-framing the role of the public sector in a demand-
driven perspective
⢠Too little have been done so far:
â Europe is still in crisis
â Change of the world is not taken seriously in Europe

What has to be changed?
⢠definition of innovation is the key for success.
Currently Europe understands innovation as conducting
the cutting-edge technology research in the laboratories.
Consequently FP7 supported mainly basic technological
research with no real impact on the market.
⢠What should be new definition of innovation? Helga
Novotny defines innovation as finding new ways of
meeting consumer needs.
⢠success lies in deploying existing technology in the new
ways that meet consumers needs
29. This project is imolementedthrough the CENTRAL
EUROPE Programme co-financed by the ERDF
www.centralivinglab.eu
Europe can develop only if it will forget
traditions and accept open innovation
⢠Living Labs can not only help to define priorities, but should
be part of implementation process of smart specialization
strategies
⢠Open innovation should be horizontal priority of smart
specialization priorities... and if achieving this living labs
could play crucial role in the success of Europeâs innovation
and competitiveness.
⢠Connect and not only protect ideas
⢠We cannot compete in mass production or lowering prices
⢠Take advantage of open society in western democracies
30. This project is imolementedthrough the CENTRAL
EUROPE Programme co-financed by the ERDF
www.centralivinglab.eu
Smart territories - policies
⢠Government â what we do
togather because we can not do
it alone
⢠Buerocracy â something that we
pay, but it is working against us
⢠HOW TO MAKE CHANGE ?
Building better world is not about technology but is
about ideas (make change & break rules)
