the EDA on economic development projects throughout the
region and as a way to offer suggestions on compliance.

• Many of the projects required different types of data to
complete them.
• Census 1990, 2000, 2010
• American Community Survey (ACS)
• Wisconsin Workforce Development (employment data, many
variables).
• Many more links, databases, etc.

7. Comprehensive Economic
Development Strategy (CEDS)
• The CEDS document is a report that provides baseline
data, strategies, and lists economic development projects
within the region. It is one of many tools in the economic
development toolkit
• An update is completed every five years and a supplemental
annual report is submitted for all other years.
• This year’s version is supplemental annual report 3 of 4 before
we do the full update in 2013.
8. Comprehensive Economic
Development Strategy (CEDS)
2009 NAICS 31 – Food, Beverage and Textile Cluster 2010 NAICS 31 – Food, Beverage and Textile Cluster,
Using Business Analyst as base data source.
9. Northeast Wisconsin Global
Trade Strategy
• EDA grant in collaboration with Bay Lake RPC and a consultant
(Newmark Knight Frank) to understand the strengths of
businesses in Northeast Wisconsin and finding a way to get
their goods into the global market.
• 18 County study area – ECWRPC and Bay Lake RPC regions
combined.
• Members of private and public sector entities sit at the table
to discuss and game plan.
• Industry clusters, international demand of goods and fair trade
agreements have been taken into consideration.
• GIS plays a role by performing the asset mapping and
inventorying of clusters by using NAICS codes within the
Business Analyst business data.
10. Northeast Wisconsin Global
Trade Strategy
• Where are we in the planning process?
• Three stakeholder meetings have taken place.
• NAICS codes have been chosen and interviews with businesses
within those industry clusters have taken place.

foods
• 325 – Chemical Components

• Newmark Knight Frank has a global network and research has
been done to see global trends and how Wisconsin compares to
it.
• Surveys have been sent out to businesses within the clusters to
ask questions about participating in global trade.
11. Northeast Wisconsin Global
Trade Strategy
• What is left to do?
• Summarize survey results
• Finalize asset mapping, and report materials
• Distribute and implement the plan and get products from NE
Wisconsin out to the world!
12. Technical Assistance
• City of Brillion – Economic and Demographic profile sheets
• Update population, housing, employment numbers using Census
2010 data and other workforce development data sources.
• Used Business Analyst to perform a 45 minute drive time analysis
to show population and potential workforce to existing and
potential new businesses.
• Hot spot map – not included in the profile sheets – to compare
drive time population findings to get a better idea of where the
population really is.
16. What’s next?
• Northeast Wisconsin Travel Demand Model
• Use business employment data and determine if the
transportation network is how it should be.
• Use City of Brillion (or similar community) as a pilot project to
get an economic development product created and show it off
around the region.
• Continue to be economic development data support for
communities in the region.
• Keep updated with the many, many data sources out there.
