- CWA (CEN Workshop agreement) 16390 aims define specifications for the interface between GPS/EGNOS receivers in OBU and EGNOS/EDAS Among the others this CWA is applicable to dangerous goods transport applications SCUTUM study is an informative example managed by GSA and focused on the tracking and tracing of DG EGNOS CS is used The content of the CWA focused on three aspects/annexes providing three application examples of this concept: A. Dangerous goods tracing and tracking (T&T) from SCUTUM B. Mapping EDAS into 3GPP architecture for location-based services C. Use of EDAS within DATEX II standard
- The figure describes the example of dangerous goods T&T developed in SCUTUM The CWA part related to EGNOS CS is detailed in the interface between the service platform and the EGNOS receiver
- “Smart CM” workshop agreement addresses the main components of the Supply chain for Container Management stakeholders, the infrastructures involved, the main required functionalities, the subsystems and communications link between components. Among components specifications (formats, physical characteristics, protocols, architectures...) are outlined Stress on Location reliability ! In this context there is room for EGNOS
- Summarizing EGNOS CS is finding standardization in CWA 16390, another standardization process is in the container management of SMART CM in which there is requirements that can be addressed by ENGOS CS EGNOS is a pillar for enhancing security of transportation and helps the definition of liability schemes among stakeholders The results is the possible fusion of the two CWA in a new CWA in which the reliable position is based on EGNOS.
- What might be regulatory drivers to be overcome? Support the definition/set-up of a EU working group with national institutions (i.e. ministries of transport, port authorities, customs) The objective is to share/harmonize national strategies in national implementations of the ITS Directive in each country to ensure they properly take into account the use of EGNOS, as recommended). Key players are involeved capable to decide and to influence the entire domain Finally the objective is to stress the concept of ENGOS as free to use
- legal/regulatory framework and pre-conditions for the use of EGNOS. First of all regulation is needed Standardization process must be defined But is certification always needed? What are the requirements for EGNOS to be legally used? Is there a licensing/certification/authorization process? On what level and who decides?
- The need for certification depends on the nature of the application In some cases the example of automobile insurance can be followed where there is no need for certification but working groups among stakeholders is defined.
