is pleased to announce the launch of the EU Fellowship Programme
The Programme foresees Fellows to strengthen
the human resources capacity of Ukrainian Governmental Institutions
to meet the commitments taken by the country in the framework of the
Association Agreement between Ukraine and the European Union
YOUR participation in the Fellowship Programme is YOUR opportunity to:
• personally contribute to the implementation of reforms in the framework of the Association Agreement
(AA) between Ukraine and the European Union;
• become a part of the professional network of change-makers;
• acquire rewarding public service experience;
• receive effective training and coaching on a number of European Union Integration related issues from
EU Experts, Government Officials & practitioners;
• gain recognition and recommendation from the A4U Project, the Ukrainian Government Office for
European Integration and Line Ministries;
• speak at public events organised by the A4U project, Government institutions and line ministries and
make others aware of your personal success story in the Fellowship Programme.
To submit your application for the Fellowship Programme, please follow the procedure below:
1. Please read carefully Eligibility Criteria:
• The applicant must be a Ukrainian citizen, and should not have worked in the Ukrainian public
administration during the period that has passed since 04 July 2015.
• The applicant must be independent and free from conflict of interest in the responsibilities
he/she takes on.
• The applicant should have at least Bachelor’s degree, preferably Master’s degree, in a relevant
field.
• The applicant should have advanced level of English language (at least B2 in the Common
European Framework)
2. Fill in the application form on our website http://association4u.com.ua The closing date will be
extended. The site has a special section of Frequently Asked Questions (FAQs), where you can find
answers to most of your questions. If your question is not listed, feel free to e-mail it to:
office@association4u.com.ua with the subject «Fellowship Programme» and answers will be
published in the Q&A section every 5 (five) days. No phone calls accepted.
3. In the case of applications for work in translation and legal approximation activities, if your
application meets the general eligibility criteria above, you will receive an e-mail inviting you to
undergo a Selection Test. The date of the Selection test will be announced later on our web-
site http://association4u.com.ua
4. For all applicants, if you satisfy the eligibility criteria and your results of the Selection Test (if relevant)
are satisfactory, we will invite you for an Interview by e-mail.
5. We will announce finalists for each Job Offer as soon as we have finished the respective selection
process.

2. SENIOR FELLOW
ü General professional experience: at least 10 years of general professional experience
ü Specific professional experience: at least 7, preferably 10 years, of specific experience in
different sectors in one of the following technical areas:
o translation especially related to legal texts
o legal approximation
o policy making, including strategic planning
o sectoral policy development
o training delivery and development of training curricula
o experienced PR management with knowledge of social media
ASSOCIATE FELLOW
ü General professional experience: at least 7 years of general professional experience
ü Specific professional experience: at least 5, preferably 7 years, of specific experience in the
different sectors in one of the following technical areas:
o translation/legal approximation
o policy making, including strategic planning
o sectoral policy development
o public communications
JUNIOR FELLOW
ü General professional experience: not necessary
ü Specific professional experience: not necessary, BUT: with high motivation to complement
theory with practice in the following technical areas:
o translation/legal approximation
o policy making, including strategic planning
o sectoral policy development
o public communications
Background Information:
We are the EU Project "Support to the implementation of the EU-Ukraine Association Agreement", with the
short name 'Association4U'. The Project is funded by the EU and implemented together with its key
beneficiary, the Government Office for European Integration (GOEI) and the Line Ministries, involved in the
AA Implementation. The main objective of the Project is to enhance the capacities and performance of
Ukraine’s governmental institutions to effectively implement their commitments within the Association
Agreement.
The purpose of the ‘Fellowship Programme’ is to mobilise expertise and reinforce the national capacity for
the implementation of the AA/DCFTA’ by creating a new generation of experts and technical support in policy
making processes, legal approximation, sectoral policies and translation of important documents related to
the implementation of the AA/DCFTA. The Fellowship Programme is expected to expand and complement
existing capacities in line Ministries and executive institutions, to build the level of support outside
government. The Fellows will contribute to the sustained and effective implementation of the AA/DCFTA
through training, coaching and technical expertise.
Our Fellowship Programme is a good opportunity for Senior and Associate level Fellows to work in close
cooperation with the GOEI and line ministries, to assist them in their tasks related to the
implementation of the AA/DCFTA. For Junior Fellows, this programme will provide the opportunity
for developing an in-depth understanding of the processes and expertise related to the AA/DCFTA.
For the GOEI and line ministries, this programme will generate additional human resources for the
implementation of their tasks related to the AA/DCFTA.
