            Initiating Change – Global
             Construct for Delivering
              International Education

                                    Roderick D Fraser
                                            Principal

Why?
Why is international
education important?

As members of the world community, educators have a
responsibility to ensure that education contributes to a
promotion of equity, peace, social justice and the
universal realisation of human rights ... Curricular and
instructional programs ... Should aim to develop in
every person self-respect, social awareness and the
capacity to participate at all levels of world society, from
 local to global.

(World Council for Curriculum and Instruction, 2003)
Why?

+ ‟ve
 • „a truly international education is the way to work towards a better
     world‟ (Dr Carols Alberto Torres)

 • Genuine internationalism is a habit of the mind and of the heart.
It is a movement of ideas and feelings across and within national
boundaries. It is predicated upon a sense that we are all
     interdependent

 • International-mindedness is a call to dialogue – a call for new
relationships between cultures to experience the exciting
exchange for our hopes, fears and optimism for the future. It is
important to build these relationships because variety in ethnic
identity is critical to shaping human relationships
Why?

- ‟ve
• The consequence for individuals and societies, if their
education system does not have a strong international
dimension, is a narrow educational experience which
can be prone to developing narrow, culturally
    insensitive viewpoints.
Defining internationalisation

“...the process of integrating an international,
intercultural or global dimension into the
purpose, functions or delivery of education.
Internationalisation is a process rather than
a fixed quality”.
Developing Global Competency

• Help Students establish their identity (at local,
    national and global level)
• Be more outward looking
• Build cultural understanding and global competency
    amongst Students and Staff
Developing Global Competency

• Build public confidence in the School including from
    amongst immediate stakeholders (Parents and
    Alumni)

• Global competency is individual, not institutional or
    national
Global Competences
                • Knowledge about others
                • Perspectives on others
                • Attitudes towards others
                     who are different from us
                • Ability to interact with
                     others who are different
                     from us

                          Prof Yong Zhao, July, 2010
                Yong Zhao, 7 July 2010
Global Competency

• CQ – cultural intelligence (v IQ, EQ)
• Knowledge about others/perspectives on
  others
• Teach students that „we can be
  foreigners/foreigners can be us‟ –
  hybrid/multiple identity
• A healthy attitude is an informed attitude
Schools as Global Enterprises

• Students are global commodities
• What can you give your students that
  others don‟t have?
• Being different is better than being the
  same
• Need to measure „global competency‟ (to
  compare TIMS, PISA)

2011] Initiating Change - Global Construct for Delivering International Education

Initiating Change – Global Construct for Delivering International Education Roderick D Fraser Principal Korea, August 2011
  • 3. Why is international education important? As members of the world community, educators have a responsibility to ensure that education contributes to a promotion of equity, peace, social justice and the universal realisation of human rights ... Curricular and instructional programs ... Should aim to develop in every person self-respect, social awareness and the capacity to participate at all levels of world society, from local to global. (World Council for Curriculum and Instruction, 2003)
  • 4. Why? + ‟ve • „a truly international education is the way to work towards a better world‟ (Dr Carols Alberto Torres) • Genuine internationalism is a habit of the mind and of the heart. It is a movement of ideas and feelings across and within national boundaries. It is predicated upon a sense that we are all interdependent • International-mindedness is a call to dialogue – a call for new relationships between cultures to experience the exciting exchange for our hopes, fears and optimism for the future. It is important to build these relationships because variety in ethnic identity is critical to shaping human relationships
  • 5. Why? - ‟ve • The consequence for individuals and societies, if their education system does not have a strong international dimension, is a narrow educational experience which can be prone to developing narrow, culturally insensitive viewpoints.
  • 6. Defining internationalisation “...the process of integrating an international, intercultural or global dimension into the purpose, functions or delivery of education. Internationalisation is a process rather than a fixed quality”.
  • 7. Developing Global Competency • Help Students establish their identity (at local, national and global level) • 학생들의 정체성 구축을 돕는다 (지역, 국가 그리고 세계적 차원에서) • Be more outward looking • 좀 더 넓은 시야를 갖게 된다 • Build cultural understanding and global competency amongst Students and Staff • 학생과 직원들간에 문화적 이해를 도모하며 글로벌 역량을 구축하게 한다.
  • 8. Developing Global Competency • Build public confidence in the School including from amongst immediate stakeholders (Parents and Alumni) • 가까운 이해관계자들(학부모 및 졸업생)을 포함한 대중의 신뢰를 얻는다. • Global competency is individual, not institutional or national • 글로벌 역량은 개인적인 것이며, 기관 혹은 국가적 차원이 아니다.
  • 9. Global Competences • Knowledge about others • 타인에 대한 지식 • Perspectives on others • 타인에 대한 사고방식 • Attitudes towards others who are different from us • 자신과 다른 사람들에 대한 태도 • Ability to interact with others who are different from us • 자신과 다른 사람들과 어울리고 소통할 수 있는 능력 Prof Yong Zhao, July, 2010 Yong Zhao, 7 July 2010
  • 10. Global Competency • CQ – cultural intelligence (v IQ, EQ) • Knowledge about others/perspectives on others • Teach students that „we can be foreigners/foreigners can be us‟ – hybrid/multiple identity • A healthy attitude is an informed attitude
  • 11.
  • 12.
  • 13. Schools as Global Enterprises • Students are global commodities • What can you give your students that others don‟t have? • Being different is better than being the same • Need to measure „global competency‟ (to compare TIMS, PISA)
  • 14. How?
  • 15. How? International Education – a delivery Framework

Types of schools involved in delivery of international education A International schools in international setting B National schools in international setting C National schools with an international focus in national setting D International schools aligned to national schools in national setting
