This document summarizes the ACCORD project which aims to provide a mechanism for communicating the efficacy of current space debris mitigation practices and identifying opportunities for strengthening European capability. It describes the development of an Environmental Impact Rating System that will combine capability and capacity indicators to assign a single score to evaluate how the design and operation of a prospective spacecraft may impact the space debris environment. The rating system is being developed as an interactive web tool to help spacecraft designers comply with debris mitigation guidelines and will generate a certificate to demonstrate a design's expected environmental impact. Feedback on a prototype of the tool is being sought from attendees of the UK Space Conference.
