4. Sindh Reading Program
Expected Results of Sindh Reading Program 2014-2019
Demonstrated literacy and numeracy skills and learning outcomes at a functional
level in over 750,000 students in Grades K-5 in selected government schools of the
Sindh province’s targeted 7 districts (all Talukas) and 5 selected towns of Karachi.
More than 100,000 out of school children (ages 3 to 16 years) will be enrolled in non-
formal and literacy programs in all Talukas of the target 7 districts and selected 5
towns of Karachi. This intervention will lead to the transitioning of at least 50,000
school-aged children to government schools.

Expected Results of Sindh Reading Program 2014-2019 (Continued)
Parents or caregivers of these 100,000 out of school children engaged in literacy programs in
the target areas.
Up to 25,000 government teachers demonstrating improved competencies in effective reading
and mathematics instructions in all Talukas of the 7 districts of Sindh and 5 towns of Karachi.
500 government district officers/supervisors, teachers, principals/head teachers, Sindh
Teacher Education Development Authority staff, faculty of PITE and BOC trained in developing,
implementing, and monitoring on an annual basis the EGRA/EGMA and continuous professional
development teacher and administrator manuals and guides.

To develop common understanding of Sindh Reading Program
To assess and audit the existing supplementary teaching and
learning material for early grade reading and mathematics
To develop understanding of toolkit for identifying, evaluating
and selecting supplementary teaching and learning materials.
To develop rapport with publishing houses and other
publishing non-government organization.
To identify, evaluate and select STLM by mapping material in
developed format.
To develop data on available STLM
To evaluate and select the material that promotes the
improvement of primary students’ learning

13. Limitation of the study
During the study only publishers form/in Karachi and Hyderabad were
visited.
The teaching and learning material was evaluated as provided by
publishers.
Time for the field work was short.
14. Findings
1843 Titles were identified to evaluate from publisher
a)62% material were appropriate for children age
9 to 12 years of Grades 4 to 6.
b) 28 % material were available relevant for pre-
school, kindergartner and Grades 1 to 3
children.
c)4% material were suitable for the early learners
at pre-school and kindergartner grades.

There are a large numbers (526) of STLM falls for
children of grade of 4 to 6.
There are large number of books in Urdu (73) and
Sindhi (75) languages have only text. There is no
picture or illustration in these books to facilitate
children to comprehend the text.
A few pictures + many sentences is the main
and targeted category for 4 to 6 grade group
children, but the chart shows the absence of
children literature in Sindh and Urdu
languages.
Note: At the point of data collection, we did not focus on English language material for grade 4 to 6,
because most of SRP project school are Sindhi or Urdu medium and English is taught as foreign language.
That is why the team ignore most of the foreign printed English books.
22. Lack of Genre based approach material in the existing
material
In Urdu, Material ranges from adventure, biography,
classic, fables, fairy tales, poetry and fantasy are available
for children aged 1 to 3. In Sindhi language only
informative text and poetry books are published for early
readers.

material classified under biography, classic, fairy tales, adventure, folk
tales, myths, legends, poetry, science fiction and historical text in which
34% of the Sindhi language material and 27% of the Urdu language
material contains informative text . In progression with Grades 7 to 9
informative texts was published more than any other genre.
23. Summary of Findings
Lack of availability of supplementary reading and mathematics material for
Pre-School, Kindergarten and Grade 1to 3.
Lack of supplementary reading and mathematics material in Sindhi language
for children age 3 to 12 years.
Absences of text –picture ratio for progressive reading text material
Lack of Genre based approach material in the existing material.
Lack of continuity in stages of reading at early grade reading material.
Reading material has shown gender sensitivity in text language and
illustrations.
24. Recommendation
1. Grouping of language based supplementary learning material
according to the school grade level. Like leveled reading and
decodable text.
2. Language of Sindhi and Urdu be used for best understanding of
children's reading comprehension ability.
3. Depending on the readers’ ability level, font sizes should be a
minimum of 24 – 26 points (English/Latin Script) or 32 points
(Thai/Arabic/Sindhi/Urdu Script).
