障害者福祉関係 中間まとめ 2007.10
障害者団体から、
① 視覚障害者のために、録音図書の作成を公共図書館も著作権者の許諾無く
実施できるようにすること、
② 聴覚障害者のために、著作権者の許諾無く映像に字幕や手話を付けることが
できるようにすること、
③ 知的障害者や発達障害者等にも著作権者の許諾無く映像に要約した字幕を
付けることや、デジタル録音図書の作成ができるようにすること
等の要望。
・ 障害者のいわゆる情報アクセスの観点から、障害者が著作物を利用できる可
能性をできる限り確保する方向で検討すべき。
・ ただし、健常者への流出防止策などについて考慮すべき。

Accessibility Standard ( NIMAS )
• The NIMAS guides the production and
electronic distribution of digital versions of
textbooks and other instructional materials
so they can be more easily converted to
accessible formats, including braille and
text-to-speech.
• Version 1.0 of the NIMAS is based on the
DAISY/NISO Z39.86 (DAISY 3) .

Who can benefit from
Bookshare.org ?
• People who are blind or have severe visual
impairments that prevent them from reading
ordinary newspaper print, even when
wearing glasses or contact lenses.
• People with learning disabilities such as
dyslexia which interfere with the ability to
read print material.
• People with mobility limitations that interfere
with holding or turning the pages of a book.
