A series of presentations from Session 39, co-hosted by SIP-LMI, PACT, USAID SERVIR Mekong, MRC, and SEI, aimed to explore the idea of developing an inclusive platform upon which to share water and flow data from three of the Greater Mekong's major rivers.

• Much aid and support to the official and
unofficial initiative.

o Critical WATER questions still remain.
o Data is not been shared freely by nationals.
o Trapped by strict rules and interest conflicts.
o Competing between official and unofficial
institutions and initiatives.
o Acceptance among each others and ever share
data fruitfully?
o Are they useful when it come to key decisions?

12. National Capacity
• Some countries still demand for much
further capacity support.
o Despite concerted support from international
and regional aid.
o What are key capacity issues?
o Competition between agencies themselves.
o Has capacity from private sector ever been
taken into account?
o Connection to local level?

13. Local Capacity
• The ONES who Get direct hits!
o Excellent case studies here and there.
o Still find themselves hard to connect their
dots to the national and regional.
o Becoming more independent but still along
way to go.

14. Time to give it a try on a new idea?
• Helps and shares each other freely regardless of
boundaries, interests and politics.
• Advance technologies beyond natioanl boundaries.
• Connect people from all different groups and countries.
• Build long term capacities of existing initiatives, agencies
and local groups.
