5. THE SYSTEM OF EDUCATION IN POLAND Polish education system includes pre-school institutions, primary schools, gymnasia andpost-gymnasium schools. Distribution of responsibilities The Ministry of National Education is responsible for nearly the whole system ofeducation, with the exception of higher education which is under the supervision ofthe Minister of Science and Higher Education. Only the national educational policy will be developed and carried out centrally, whilethe administration of pre-schools and other educational establishments are decentralised. The responsibility forthe administration of public kindergartenshas beendelegated to local authorities.
8. Financing schools As from 1999all educational tasks are financed from the State Budget. The territorial self-government unitis responsible for the design of the budget (i.e. a plan of expenditure) for allschools and educational institutions in its area.
