Hello and welcome to GE. My name is Lesley Exum-Goudeaux and I am the project manager for the Alliance City of Riverside project. We are here today to conduct the design review meeting.
The design review manual table of contents is in the front section of the book. Behind tab four is the document submittal list. In the manual, you will find the following specifications – Paint and protective coating, gas fuel, gas turbine compressor wash, lube oil, weld procedure and weld inspection. There is also a punch list procedure behind tab 11.
We started this morning with our factory tour. Now lets review today’s agenda. Next we’ll proceed with the introduction of companies and personnel. Then we’ll have Bruce Pohlman give the customer’s project overview. Followed by an explanation of the GEAEP org chart and we'll discuss the lines of communication between Alliance and GEAEP. Then we’ll review the scope of supply. We’ll break for lunch. Then we will continue with a review of documentation and drawing deliverables, we’ll cover the design review manual table of contents.
Continuing with the discipline breakouts. Bill Ferguson will cover the electrical and control systems. Followed by Valentin Vasquez who will lead the Mechanical technical discussion. We will then discuss any open commercial items. We will have a review of Project Net and close the day by reviewing the action items generated from today’s discussions.
I will serve as the single point of contact for all commercial and technical issues for this project.
This is the milestone schedule for Clatskanie. The DRM marks the beginning of the project’s life cycle. Project net training can be scheduled. Then we’ll have an interface meeting to update progress. Transportation requirements will be finalized. Followed by an Installation/Start-up meeting used to decide shipping dates, etc. Then we’ll have a first fire meeting and verify that punch list items have been closed out. The performance test is next followed by the customer commercial operation date. Then we’ll monitor the plant for 60 days of reliable operation.
The GE 10B/1 is a single shaft heavy duty gas turbine designed with modular concepts to facilitate accessibility and maintainability. The unit consists of an 11 stage, high efficiency axial low compressor coupled to a three stage turbine. The nominal rotational speed is 11,000 rpm. There is air bleeding from the 4 th stage to buffer front and rear bearings and to cool exhaust casing. Air bleeding from the 7 th stage is used only during start-up and shut-down for anti-surge purposes.
The Dry Low Nox system utilizes the pre-mix combustion chamber to limit the firing temperature by the use of excess air. The turbine base plate supports the turbine, gearbox, enclosure and unit auxiliaries. The lube oil system will deliver the oil to the gas turbine bearings, generator bearings, gear box, and the starting system. The oil used is mineral oil customer provided fill. The lube oil fin fan cooler cools the lubricating oil. The electro-hydraulic start system starts the turbine. The air intake system uses filters to provide a clean, distortion free flow of air to the gas turbine inlet. Filter is equipped with a differential pressure alarm to warn of fouling or icing.
The epicyclic reduction gearbox converts the turbine shaft speed from 11,000 rpm to 1800rpm for the generator shaft. The turbine is coupled to the gearbox via a gear type high speed coupling. The generator is coupled to the gearbox via a flexible type low speed coupling. Aluminum coupling guards protect the couplings. The acoustic enclosure comes with a noise guarantee of 85 decibles at 3 feet. The unit has a simplex evacuated ventillation system with three air intake sections and one forced air ventilation outlet. There is a CO2 fire detection system which protects the entire package.
GE provides a 13.8kv, 3 phase, 4 pole generator inside a weather proof type 2 enclosure that is suitable for outdoor installation. The generator has class F insulation and a Class B temperature rise. A GE 90/70 PLC controls the package and the Mark 6 is used for fuel control. The controls is equipped with both Auto and Manual synchronization capability Solid state generator protection There is an off line water wash system. The engine must be periodically cleaned to remove dust, oil vapor, salt and other contaminants produced during operation or that pass through the filters. Lead Acid batteries, chargers, and racks are provided for dc control power and fire protection.
Additionally Drawings and documentation are provided - Access to project net, customer drawings, Operation and maintenance manuals – are available on CD Rom. The generator and engine will be static tested at the manufacturer’s factory. The contract includes ocean shipment (45-60 days) to a port on the west coast The unit will be packed for ocean shipment.
There were shipping options included in the May 2 nd proposal. Is the included ocean shipment sufficient or have you decided on one of the shipping options?
The list of drawings has been included in the manual. Please review and ask any questions. Included in the drawings you will receive are the unit general arrangement drawings, a lift plan, Flow and instrument diagrams
Also included is a generator one line and three line diagram of the generator metering, plan and elevation drawings and schematic diagrams.
