4. How we got here
• On-going discussion for over a decade
• Increasing strain on parking due to growth of the neighborhood
• Pilot parking policy in 2013
• Task force created that included WCA, WLCO, Alderman Burnett, Alderman
Ervin, former Alderman Fioretti, Former Alderman Solis, and CDOT to
evaluate parking policy going forward - 2014

5. How we got here
• Increased ride-share tax and metered parking in the Loop and West Loop
were proposed by the Mayor in the 2020 budget and adopted by City
Council in November 2019.
• Additional Residential Permit Parking was proposed by the community and
the Aldermen and passed in December 2019 (O2019-8685)
8. Assumptions(from 2017 Community Meeting)
• There is and will not be enough parking to meet current and growing demand for
parking in the West Loop
• Parking policy will be fluid and evolve as necessary
• Area of focus
• Randolph, I-290, Ashland, and Halsted
• For permit parking, we identified higher concentration of residents
• For metered parking, we identified commercial corridors
9. Objectives of new plan(From 2017)
• Take lessons from previous pilot program and create a better parking policy that
accommodates residents, businesses, office users, and guests
• No parking on selected streets from 1:30 – 3:30pm
• Cut down on parking for day trippers
• Top priority
• Increase parking availability for residents
• Create turnover of parking on commercial and arterial streets including Madison
• Allow for some parking for the growing number of office users and businesses
10. Recommendations from 2017
• Enact permit parking on certain streets between 7:00am and 9:00am
• One zone for all streets with new restrictions
• Current permitted streets would stay as-is with their current parking zone number
• Add metered parking on Madison street between Racine and Ashland where
possible
• Add metered parking on Carpenter, Aberdeen, and west side of Morgan between
Madison and Washington
• Eliminate rush hour parking on Madison Street
• Prohibit parking on Adams street between Racine and Throop from 3:00pm –
4:30pm

• Driven by TNP report to address congestion
• Report is available online
• New meters to be implemented in phases
• Rates increased from $2 to $4.50 per hour
• New meters are current law, with willingness to take community feedback
