Background
●   Cabinet of Ministers approved the
    policy to be implemented in
       –   Ministries
       –   Provincial Councils
       –   Departments
       –   District and Divisional Secretaries
       –   Local Government authorities
       –   Government Corporations, Statutory
            Bodies, and Companies fully owned
            by government
Timeframe
●   The policy was approved by the
    Cabinet of Ministers in 2009
●   It was expected to be implemented
    by all government organizations in
    3 years, ending in Dec 2012
What is in eGov Policy
●   There are 177 policy requirements
●   Government organizations were
    requested comply with at least
    most important 40 requirements
●   All organizations were requested to
    submit the their compliance levels
    at end of 2012 and were assessed
    accordingly
●   Lets see few policy requirements
ICT Unit

  Every Govt

should have an
  eGov Unit
Chief Information Officer

should appoint a
  CIO to lead
 eGov work of
the organization
Annual eGov Plan

     Every
  organization
 should have an

Sinhala in computers

  Sinhala Unicode

  • 2. Background ● Cabinet of Ministers approved the policy to be implemented in – Ministries – Provincial Councils – Departments – District and Divisional Secretaries – Local Government authorities – Government Corporations, Statutory Bodies, and Companies fully owned by government
  • 3. Timeframe ● The policy was approved by the Cabinet of Ministers in 2009 ● It was expected to be implemented by all government organizations in 3 years, ending in Dec 2012
  • 4. What is in eGov Policy ● There are 177 policy requirements ● Government organizations were requested comply with at least most important 40 requirements ● All organizations were requested to submit the their compliance levels at end of 2012 and were assessed accordingly ● Lets see few policy requirements

  • 6. Chief Information Officer Every organization should appoint a CIO to lead eGov work of the organization
  • 7. Annual eGov Plan Every organization should have an annual eGov plan
  • 8. Sinhala in computers Sinhala Unicode should be used for all computing work in Sinhala
  • 9. Involve ICTA ICTA should be consulted before implementing eGov projects of which cost is over Rs 2 mn
