Person 1: It is very subordinated. The essential reasons to motivate and keep our
colleagues in town are a good team, own responsibilty, fun to work in our

The UNESCO World heritage label is an effective potential, that can advance
urban developements in a wide spectrum: monument conservation and socio-
economic development.
The effects of the WH label for the urban developement are dependent on the
(local) actors‘s activities and the spatial, socio-economic context of a city. Due to
principal limitations, the effects of the WH label should not be overestimated.
Against this background, the opportunities to develop cooperations between
the local civil society, the private economy and the city‘s administration to
enhance the WH label, differ significantly in the specific spatial and socio-
economic contexts. While in peripheral cities the UNESCO label can stimulate
wide cooperations for protecting and using the WH label, that is not the case in
metropolitain cities. In a metropolis, civil-public cooperations should be pursued
and concentrated in the field of monument conservation and public relations.

Der Welterbestatus ist ein Potenzial, das einen Querschnitt an
Stadtentwicklungsthemen anspricht: Denkmalschutz und -pflege, soziokulturelle
und wirtschaftliche Entwicklung.
Die Wirkungen des UNESCO-Labels für die Stadtentwicklung sind - im Rahmen
des prinzipiell Möglichen - akteursabhängig und raumdifferenziert. Sie sind nicht
zu überschätzen (d.h. intrinsisch begrenzt auf eine maximal begleitende
Wirksamkeit).
Im Ergebnis ist die lokale Inwertsetzung des Welterbestatus, d. h. dessen Schutz
und/oder Nutzung, eine partizipative Querschnittsaufgabe. Für die Umsetzung
dieser Aufgabe können bestehende Verwaltungstrukturen und –instrumente
genutzt und durch wenige welterbespezifische Modifikationen angepasst
werden.

In my presentation I would like to link two topics, that are addressed by the forum‘s organizers: the socio-economic benefits of the WH title and the possible co-operation (partnership) of local actors for the enhancement of the World Heritage Conserving the WH title and taking advantage of its socio-economic potential in co-oporating locally is an essential topic. So weccan observe that often peripheral and socio-economically weak municipalities or regions try to get the UNESCO-label, because they expect to overcome the peripheral location, to afford better heritage conservation and to stimulate socioeconomic stability and development by the means of the WH label. Local cooperations are the base of these (bottom-up) initiatives (applications). At the same time, we can observe, that in metropolitain and socio-economically growing WH municipalities and regions, local cooperations enhance the WH label to strenghten the local monument conservation against too much development and to steer socioeconomic investments. In both cases (scenarios) – however – it is not clear, to what extent the WH label can fullfil, what the local people demand of it. Because up to now, there are significant lacks of knowledge concerning the socio-economic effects of the WH titel and the fields, structure and functioning of local partnerships, enhancing the WH label. Hence, in my presentation I would like to reveal briefly the socio-economic effects of the WHS for urban development, at first. Because historic cities are the focal points of development, conservation and cooperation processes. And secondly, I would like to address selected examples of local co-operations, that show the different fields of WH-enhancement and reveal essential challenges, that determine the success of cooperations.
Thereto, I base my presentation on results, that I have gained through investigating the three case studies St. Petersburg (Russia), Stralsund and Wismar in Germany. All these historic cities have inner cities, that are exentisively inscribed in the World Heritage List, but differ at the same time significantly with regard to their „economic-geographical situation“ and the „behaviour of their local city administrations“ , how to deal with the WH title. (Research methods for the case studies: expert interviews with local actors from the economic, civil and administrative sphere; standardized survey among local inhabitants; secondary statistical analyses) Furthermore, I base my statements (conclusions) on theoretical evidences of neighboured field of research as well as on interviews with designated, non-local experts,representing fundamental knowledge about the logics of private economy, civil society, UNESCO, ICOMOS etc.. ---- Im Vorgehen ist meine Untersuchung eine wirkungsorientierte Evaluationsstudie, die auf dem Fallstudienansatz basiert (multiple case study design, Yin 200X). Ich wählte die Fallstudien St. Petersburg, Stralsund und Wismar aus, weil … sie alle eine flächenhaft unter dem Schutz der UNESO stehende Innenstadt haben, sich aber wesentlich bezüglich der Variablen „Lage im Raum“ und „Aktivitätsniveau der Lokalakteure im Umgang mit dem Welterbestatus“ unterscheiden.
But let us turn to the first question: what can be the socio-economic benefits of the WH title? If we understand the WH titel as a label, i t is possible to derive the fields of urban development, that are potentially effected by the enhancement of the WH lable, from the „fundamental functions“, that labels fullfil. Thus the UNESCO-WH lable can be effective for marketing (communication), network (co-operation) and qualification purposes. In this way, - as shown by the figure - the UNESCO WH label can be used by the economic, civil and administrative local actors and hence effects on the urban economic development, the local quality of life as well as on the processes and results of local mounument conservation and urban planning. Hence, it is obvious, that the WH-label is a cross-sectroral topic of urban development, that can have positive and negative effects. Furthermore, it becomes clear, that I will talk explicitly only about the effectiveness of the WH label and not about the more or less well-known benefits of investments in heritage conservation in general! Following, I‘ld like to reveal, to what extent the WH label effected the socio-economic development in my three investigated case studies …
With regard to the importance of the WH label for the local quality of life, the results of my standardized poll reveal – among other data -, that …. the UNESCO WH-label provokes really „emotional concernment“ and „attachment to the living place (spatial identity)“ for around one quarter up to one third of the polled local people. Furthermore, - in Stralsund and Wismar - the WH label effects also positively the local quality of life, because it comes along with new cultural, learning and/or spare time opportunities (see „Betroffenheit“), like WH exhibitions, WH festivals, projects in schools and lectures. However the polls and expert interviews undeline also, that the WH label is especially for those city dwellers important, who have based already before their (personal) identity and place attachment strongly on the physical and historic characteristics of the space around them. That is especially true for people, who have lived already for a long time in place (vgl. Kontingenzanalysen, Christmann 2012). Hence, the WH label is only collaterally-positive effective, because … … it functions (only) in combination with other characteristics of the space and … it influences only a little share of local people. The WH label is not a topic, that can interest the majority or all of the city‘s inhabitants, as the quotation of a German practioner on the slight reveals (vgl. Tabellen und Zitat Ripp 2010, Christmann 2012 u.a.).
With regard to the possible , economic effectiveness of the UNESCO-Label, I‘ve investigated those economic sectors, for that I could suppose a certain importance of the label. The investigated sectors are … tourism (in Form lokaler Beherbungs- und Transportunternehmen und Veranstaltern) real estate (in Form der lokalen Immobilienmakler und Sanierungsträger) the building and construction sector, specialized in monument conservation and rehabilitation (in Form von Baufirmen und spezialisierten Planungsbüros) and enterprises and institutions with big shares of highly-qualified employees (des ingenieurtechnischen FuE-Bereichs, des Bildungs- und Gesundheitssektors)
One economically relevant question of my study was: (To what extent) Does the WH label influence the (residential) decisions of present and potential employees, that means to stay in or move to a city? The gist (quintessence) of local enterpreneurs‘ and external experts‘ experiences is: The WH label affects marginally or not at all the residential behaviour of employees (people) (vgl. Christmann, Mellander, Glasauer 2012): So the WH label can marginally support decisions of people to stay in place indeed , specifically the residential decisions of those few dwellers who are (strongly) attached by cultural and historic issues (vgl. Christmann). But the WH label is an irrelevant argument for employees (people) to move to a city (vgl. Christmann, Glasauer). For these important decisions other factors like the precise qualities of the new job as well as the quality of local housing, social and educational conditions for employee‘s familiy are crucial. Moreover the UNESCO-WH label does not transfer the connotation of „alternative and lively culture“, that is supposed to attract especially the so-called „creative class“ (vgl. Mellander, Christmann, Grabow).
Moreover, the results of my study show that the WH label supports the marketing, development and sale of products or services only of those economic sectors, whose (that?) products or services are related to the location (city) and its cultural heritage . = That applies especially to the touristic sector and – with servere reservations – also to the real estate sector. In this context, we should attentively distinguish between the use of the WH label for product or service markting purposes and its real effect on sales, that means its influence on the people‘s decisions, to buy a product or service ( see fig .) . With regard to the tourism sector – for example – the WH label is broadly used for marketing purposes in Stralsund and Wismar! The buying or traveling decisions of the tourists, however, are only collaterally-positively influenced by the fact, that these cities possess the UNESCO-WH label. That is shown by the experiences of the local enterpreneurs and external experts, as well as stressed by the statitstics and other studies . So we have on the one hand the so-called „hard WH tourists“, who travel explicitly to WH sites. But its share is only about 3-5% (vgl. Feige 2009, Quack 2012). On the other hand , there are the so-called „soft WH tourists“, who are more or less congruent with the well-known „soft cultural tourists“ and whose share is much bigger. However, for these „soft WH tourists“ the UNESCO-label functions only as a collateral argument in comibnation with further, dominant characteristics of the destination and travel service. By the way, up to now, there are no negative effects of the WH label in this field detectable .
With regard to the real estate sector , the WH label is absoultly irrelevant for purchasing decisions, what applies to owner-occupiers (?) as well as to investors. The UNESCO label can be – at the most – collaterally effective, when it creates a first positive perception (interest) for a region or city, that – geographically poor informed - commercial (?) and private investors haven‘t known before. In these selected/few cases, the WH label functions as an asset in a „positive marketing package“ , that comprises (communicates) all the positive characteristic of a region or city. However, the WH label does not influence the central question, if or if not to invest in a region or city. These decisions of commercial (?) and private investors depend on other, much more substantial arguments like the size and quality of the local real estate market and the safety of the investment respectively. These characteristics of location – however - are not influenced (changed) by the WH label of a city. Once again, up to now, there are no negative effects of the WH label in this field detectable.
With regard to the building and construction sector, specialized in monument conservation and rehabilitation , the WH label is – in my case studies currently– irrelevant for the marketing as well as for the sale of construction and planning services. (However, a building company, that wants and can become supra-regionally active, could use collaterally the WH label as positive asset for marketing purposes , and thus underline the sound and professional experiences of its building services. For buying decisions, however, the WH label won‘t be an argument!) Only with the introduction of the German Federal Investment Programm explicitly for conservation and rehabilitation measures in WH sites the Label became the first and last (?) time economically relevant for this sector (2009-2014?). Negative effects of the WH label for the building and construction sector become appearent up to now only rudementary in the case study of Wismar. Because until 2010 the city mayor was able to „manipulate“ (exploit) commitees, responsible for the local WH conservation [German ICOMOS Monitoring Group, Sachverständigenbeirat] , and to misuse the WH label in politcal and public discussions. In consequence, the assignment of building permissions seems to be arbitrary under the disguise (?) of the WH label. Consequently, two local architects are deterred to work in Wismar. = hence, collateral-negative effect of the UNESCO-Label and its related commitees
With regard to enterprises and institutions with big shares of highly-qualified employees , the economic effectiveness of the WH label depends on the questions, whether their products and services are related to cultural or historic issues. This precondition was not met by the enterprises and instititutions, investigated in my case studies. Notably the asked enterprises are acitive R&D in the sphere of technical engineering (including software development), university education and health care. [ weglassen: Especially for R&D companies in the sphere of technical engineering – the WH label is not at all important. (For Education and Health care – a relevance of the label is imaginabel for few, selected cases/exceptions, e. g. study of architeture, the running of health care ressorts )]
Beside these economic effects, I asked also, to what extent the WH label influences the local monument conservation and urban planning. At first , it is to say, that using the WH label as one argument – can result in more local and external financial support for the tasks of the local monument conservation and WH-related cultural and educational acitivities,. So I found in Stralsund and Wismar examples for Corporate Citizenship, honorary engagement and commitments for subsidies by national foundations/trusts, regional and federal administrations, that where influenced by the UNESCO label as argument and motivation. However, these benefits of the WH label should not be overestimated. Beacuse the label functions only as a collateral argument for subsidies and engagement in combination with further, dominant arguments. Moreover, the effectiveness of the UNESCO label could also be substituted by other arguments or factors, as – for example – by good personal networks of the local actors, asking for subsidies. The activity of local actors, using the WH label as one argument for mobilising support, is – in the end - the essential prerequisite!
Secondly, the investigation shows, that the WH label can provoke within the city administration new sectoral knowledge and expertise . So the application for the WH-label created in all case studies on the local level new professional knowledge in the sphere of monument conservation (= initiating of new thinking/learning processes). Furthermore, the WH label can (!) support the qualification of construction projects and other urban planning concepts, due to the intervention of expert committees, that come along with the WH label. These commitees are for example the German National ICOMOS Monitoring Group, the UNESCO-ICOMOS-Joint Missions in the case of conflicts as well as the permanent local Advisory Boards for Monument Conservation and Urban planning. However, the qualificatory effect of the UNESCO-WH label and its commitees is not at all guaranteed (warranted)! So the case studies reveal also examples, where the Label and its commitees did not or could not do such a good job, because … arbitrary misuse (exploitation) of the WH label and its commitees by the city administration (e. g. Mayor of Wismar) disempowerment of the local Advisory Boards, representing the WH interests, and isolation of the UNESCO-experts by the cits administration (e. g. St. Petersburg). But also …. (!): misjudgements (wrong advises) by ICOMOS experts (e. g. Wismar: Hafenspitze) to blockade the qualification of important building projects for non-professional reasons (!) by the German ICOMOS and to delay planning processes due to missing answers by the UNESCO in Paris (e. g. Stralsund: Ozeaneum, Quartier 17)
And finally, I want to emphasise, that the WH label can cause and support (new) approaches for participative and intergrative urban development within the city administration: The label can help to bring different urban players together, cooperating to conserve and/or use the WH label! Such first signs (!) for new integrative co-cooperations in urban development can be revealed especially for Stralsund: In Stralsund, it is for example the World Heritage manager , who sucessfully initiates and supports the participation of the local civil society and economy for socio-cultural WH-projects (, even so he can‘t manage – up to now – in the same, sucessful way the co-operation of the divers departments of the city administration). Moreover, the aims to use the WH label for the socio-economic urban development are written down in informal urban concepts (e. g. WH-Management plan) and supported by a local civil-administrative commitee, called „Welterbebeirat“. (In contrast to Stralsund, we can rarely (!!!!) observe such participative-integrative approaches in Wismar and St. Petersburg, where the WH label is dealt above all as a sectoral topic for the city administrations‘ monument conservation. Only recently – in both cities first attempts to support/allow more civil participation in this sphere!) However, also in Stralsund it is to underline, that the effectiveness of the WH label to cause and support approaches for participative and integrative urban development is only collateral . That means, that the above-mentioned approaches are based on (or only continue) sound participative-integrative „local traditions“ in the Stralsund city administration. And secondly, that the WH label and the new structures/commitees, that were locally introduced due to the label, do not function always efficiently (e.g. Welterbebeirat, Monitoring) and causes also new tensions and problems within the city admininstration (e. g. WH Manager).
Finally, comparing the investigated case studies among each other, it becomes appearant, that … The effects of the WH label are in general strongly (clearly) limited. The effects of the WH label are strongly dependent on the acitivities of the local actors in a WH city. The effects of the WH label are significantly dependent on the spatial context of a WH city , that means, whether it is a peripheral, socio-economically weak municipality or a metropolitain, socio-economically growing urban region.
With regard to the spatial context of WH city it is to say, that a WH city in a peripheral and socio-economically weak situation benefits in two respects relatively stronger from the UNESCO-WH label than a metropolitain World heritage city. Because at first , the intentions of the local players in the city administration, local economy and civil society, to protect and use the WH label for socio-economic development, are in peripheral WH cities significantly stronger pronounced than in metropolitain ones. That is because, the local players do – of course – perceive the local urban problems attentively and appreciate in consequence the WH label as one of the very limited opportunities of their city to socio-economically stabilise or develop.
Secondly, the visibility of the UNESCO-label from inside and outside is in peripheral WH cities stronger given than in metropolitain one. Because in a peripheral context the UNESCO label competes with less positive characteristics of the city than in metropilitain urban regions. (= That is a spatial advantage for the WH label as aspect of for marketing and communication activities.) Hence, the accessibilty of the local and external target groups by the WH label and consequently the effectivness of the label is in peripheral city better given. Due to relatively limited local ressources (financing, man power etc.) however, it is in peripheral WH cities particularly important to pay attention to efficient (marketing) activities, that keep the „principally limited effectiveness“ of the WH label in mind.
Because the possible effects of the WH label should not be overestimated! I have mentioned several times before, that the WH label is important (effective) only for a limited (small) target group and that the WH label functions within this group only collaterally in combination with other dominant characteristics of the city, product or service. Using the WH label socio-economically, means also to keep in mind the principle of „ diminishing marginal utility “ (see figure). (That means: more using acitivies does not result in continuously increasing effects.) [ weglassen: The allusion to the „principally limited effectiveness“ of the WH label is very important to me. Because up to now, impact-oriented WH studies mention – if at all - , that the effects of the WH label depends on the local actors behaviour and conclude: „WHStaus is, what you make of it!“]
Finally, the actors‘s activities to enhance the WH label are decisive, to what extent the UNESCO-WH label becomes effective – within its principal limits – for the urban development! Because without activities to bring the WH label into the public awareness, nothing can and will happen socio-economically! --- [weglassen] (Dass das lokale Akteurshandeln eine (zentrale) Bedingung für das Wirken des Welterbestatus ist, wird beispielsweise daran deutlich …. dass der Welterbestatus im Bereich von (Bau-)Projektenplanungen nicht per se qualifizierend, transparent und konfliktfrei wirkt. Denn wenn die welterbebezogenen Gremien lokal nicht transparent und frühzeitig in die Planungsprozesse einbezogen werden und das Label willkürlich für Partikularinteressen genutzt werden kann, dann kann der Welterbestatus auch abschreckend und negativ wahrgenommen werden (vgl. Wismar, SPB – ggf. Ergänzungsfolie: Standard. Befragung). )
According to the fundamental function of a label to support networking, I identified manifold examples of local cooperations, seeking to protect and use socio-economically the WH label. On the local level, some of these partnerships … … to use economically the WH label are: cooperations for the touristic marketing: e.g. in Stralsund and the „Upper Middle Rhine Valley “, where the touristic office (as private or public actor) cooperates with the public WH manager and unisversity and/oder private consultanting entreprises to create „new toursitic products“ and publicity campaign e. g. WH visting centre in Stralsund and Regensburg for local and external vistitors inform about the aims and measures of the UNESCO-WH-programme and the specific features of the local WH site: as co-operations between the local city administration including WH manager, local and external experts and federal subsidies (Bundesinvestitionsprogramm)
cooperations for the WH-related regional and city marketing: e. g. the WH-candidate Montanregion Ore Mountains as co-operation between the regional commitee, preparing the WH application, the regional agency for business development (financed by administration) and regional enterprises (see also Regensburg) cooperations in the sector of the specialized building and construction business: e. g. the so-called centre of expertise in Bamberg: as co-operation between the local university (?), city administration including WH manager, the local building companies and the local chamber of commerce and industry
Further local partnerships to enhance the sociio-cultural benefits of the WH label are – among others - …. co-operations in the cultural and educational sector: between the city administration (WH manager), the civil society and partially the private economy. Resulats are WH-relates projects at schools (supported by the international network of „UNESCO project schoolS), exhibitions, festivals and the international „WH Day“ Regarding the sector of monument conservation and urban planning, three prominent examples of partnerships are… the „advisory boards for urban planing and conservation“ in almost all German WH cities: as co-coperations between local and external experts and the city administration, in some cities also with the regular participation of German ICOMOS-representatives! Differences between the cities‘ advisory boeards are essential and explain among others, why the boards are differently effective. Hence, they differ in structure, manning, rights and obligations towards the city administration. the local and regular „WH monitoring“ (additional to the UNESCO-periodic monitoring): as co-operation between administration and civil society the „WH trusts“ e.g. in Regensburg and Bamberg, that aim to collect money for the conservation of the WH site: as co-operations between local and regional administrations, private economy and civil society
On closer examination, it becomes obvious that these cooperations had or has to manage some crucial challenges: A first challenge is to discuss open-minded among the potentially involved actors the differentiated aims, intentions and preferred approaches regarding the WH enhancement. That is to say … to reveal conflicts and analogies of interests and approaches (!) to take concerns and objections of involved players seriously. And finally to define together common aims and concrete measures (activities) to achieve the intended enhancement of the WH label Another challenge is to find the right way, when and how to formalise (institutionalise) the loose cooperations. Because common (collective) actions often need to define the structure of mutual rights and duties and explicit responsibilities (vgl. ARL-Wörterbuch)! That is especially true, when it is about difficult topic, for example … to define mechanisms, how to deal locally – step by step – with WH conflicts: What are the distinct right, duties and responsibilities of the city administration, the advisory board and/or the National ICOMOS concerned? to define explicitely the contents of the WH manager‘s work, in contrast to other, already existing administrative, economic and socio-cultural departments or institutions (furthermore, the burden of work should be administered evenly across the involved players, even so that constitutes often a problem (vgl. ARL-Wörterbuch)!) Furthermore a challenge is to evaluate critically your cooperation and its outcomes yourself! The benchmark could be the efficiency, especially against the background that the WH label should be within the cooperations – above all – only as collateral-positive asset (in broader context; siehe oben: intrinsische Wirkgrenzen).
But a very curcial challenge is to involve all relevant local players, especially those, who possess the resources to implement common measures. In many of the above-mentioned cooperations, the city administration is such an important and strong local player due to its financing, manning (staff) and institutional power. However, its general intentions to participate in local cooperation, addressing the enhancement of the WH label, differ significantly also in dependance on the spatial and socio-economic context of a citiy. As mentioned-before in peripheral WH cities , the representatives of the administration, but also some of the economic actors are highly motivated to enhance the UNESCO-label, due to their perception of the existing local drawbacks. Hence, cooperations in a wide thematic spectrum are „easier“ to develop! A task for the future, also for the UNESCO is, however, to investigate and introduce „good examples“, how to handel efficiently, participativly and integrativly with WH label (Stichwort: evaluation of management systems) In contrast to this, the motivations of administrative and economic actors (representatives) to deal with the WH label are in metropolitain WH cities quite weak, indifferent or even negative, due to the above-mentioned largly missing positves effects of the label for their affairs. These little motivations hamper cooperations for the economic use and protection of the WH label. In consequence, it is necessary to focus the efforts to create cooperations between the civil society and the city administration on the essential issues, notably the strengething and qualification of the local heritage conservation and urban planning as well as of the educational and cultural work about the WH idea. In this regard the present and future task for local actors , but also for the UNESCO , is to „make the advantages of the sucessful conservation of the WH label very clear“. Arguments are to keep and use the general advantages of the WH-label: marketing, network and qualification functions! [= to stay without international known conflicts, to qualify building projects, to improve the city image as historic and modern city; to keep a argument for public, national subsidies] Finally, it becomes clear, that different spatial contexts mean differentiated necessities and opportunities for local cooperations! in general: the motivation of actors is easier, when it is about concrete, terminable projects and when the personal advantages of the participation are evident.
Conclusion/ the message to take home: The UNESCO World heritage label is an effective potential, that can advance urban developements in a wide spectrum. However, the effects of the WH label for the urban developement are dependent on the (local) actors‘s activities and the spatial, socio-economic context of a city. Due to principal limitations, the effects of the WH label should not be overestimated. Against this background, the opportunities to develop cooperations (partnerships) between the local civil society, the private economy and the city‘s administration to enhance the WH label, differ significantly in the specific spatial and socio-economic contexts. While (?) in peripheral cities the UNESCO label can stimulate wide cooperations in a spectrum of collectively protecting and using the WH label, that is not the case in metropolitain cities , where the limited effectiveness of the label competes with a great number of other potential for development. In the metropolitain context, civil-public cooperations should be pursued and concentrated in the field of monument conservation and public relations and indeed with the active support of the international and national representatives of the UNESCO and ICOMOS.

Im Vergleich der Einzelfallstudien wird zudem deutlich, dass der Welterbestatus für Städte im metropolen Raumkontext prinzipiell eine andere Herausforderung und Chance für die Stadtentwicklung darstellt, als für Städte im peripher-wirtschaftsschwachen Raum. Denn sie unterscheiden sich sowohl die allgemeinen Bedarfe der Stadtentwicklung , als auch die prinzipiellen Wirkmöglichkeiten des Welterbestatus sowie die Absichten der Lokalakteure, proaktiv mit dem Welterbestatus umzugehen/ihn in Wert zu setzen. Aus meiner Sicht sollten daher … für metropole Welterbestädte das Ziel im lokalen Umgang mit dem Status sein, den „Nachhaltigen Schutz des (Welt)Erbe(Status)“ zu gewährleisten, ohne kategorisch Entwicklungen zu behindern. für periphere Welterbestädte = Ziel: „Nachhaltiger Schutz und Nutzung des Welterbestatus“. Denn Herausforderung ist der Schutz des Erbes durch Nutzung, d.h. durch Stabilisierung und ggf. Stimulierung soziokultureller und wirtschaftlicher Entwicklung.
Im lokalen Umgang mit dem Welterbestatus gibt es dabei –meines Erachtens – drei wesentliche Problempunkte bzw. Herausforderungen . Zum ersten das Problem: Die bauliche Entwicklung des Welterbegebietes (und dessen Umgebung) unter Wahrung des Welterbetitels hinzubekommen : Dazu ist es wichtig immer wieder zu betonen, dass der Welterbestatus grundsätzlich nicht das „alt bekannte“ Konfliktpotenzial zwischen Schutz- und Entwicklungsinteressen in einer Stadt verändert! Denn er bringt keine neuen rechtlichen Konsequenzen mit sich. Auch ist in keiner der Fallstudien nachweisbar, dass die lokalen Denkmalpfleger den Welterbestatus als zusätzlichen Qualitätsansporn für ihre Arbeit sehen und deshalb lokal „strenger“ agieren! Novum ist vielmehr zum einen , dass Konflikte zwischen Schutz und Entwicklungsinteressen durch den Welterbestatus u. U. mehr „überlokale Sichtbarkeit“ erhalten und sich dann u. U. die UNESCO mit ihren beratenden Gremium als überlokaler Akteur in Planungs- und Entscheidungsprozesse zu Bauvorhaben „einmischt“. Zum anderen – möglicher Missbrauch, auch aufgrund des geringen lokalen Wissens zur UNESCO, zu den welterbebezogenen Gremienstrukturen und ihren Verfahrensweisen. Die zentrale Aufgabe ist folglich die transparente und frühzeitige Einbindung der UNESCO bzw. ihrer Vertreter in lokale Kommunikationsprozesse zu Bau- und Planungsprojekten zu organisieren und umzusetzen. (= Konfliktvermeidungsstrategie) Ein Instrument dazu ist die Struktur eines „ Gestaltungsbeirates “ für Bau- und Planungsprojekte. Diese bestehen in vielen historischen Städten. Sie sollten in Welterbestädten sorgfältig nach folgenden Prämissen umgestaltet werden, z. B.: Besetzung : externe Experten = ICOMOS Vertreter neu, aber dennoch Gleichzahl zwischen Stadtentwicklern und Denkmalschützern (vgl. Wismar Reform); turnusgemäße Neuwahlen (inkl. Stralsund)) Vetorecht des Beirates gegenüber Stadtverwaltung bei Einstimmigkeit (vgl. SPB). Wenn Veto, dann in Gangsetzen eines lokal definierten Konfliktmechanismuses , der letztlich bei Nichteinigung die Meldung an das UNESCO-Büro zur Folge hat. Die UNESCO hat wiederum die Verpflichtung, zeitnah auf Eingaben zu reagieren! (vgl. Stralsund) Keine Vorherrschaft einer bestimmten Seite (Dsch oder Entwicklung) Keine Parallelstrukturen (Effizienz) zwischen dem Gestaltungsbeirat und der ICOMOS-Deutschland Monitoringgruppe
Ein zweiter Problempunkt, der für periphere Welterbestädte relevant ist, betrifft die Aufgabe, erfolgsversprechende Ziele und Maßnahmen zur sozioökonmischen Nutzung des Welterbestatus zu formulieren und gemeinsam umzusetzen. Bislang bestehen in den Fallstudien Probleme darin, dass … … Partikularinteressen und –aktivitäten zur soziokulturellen und/oder wirtschaftlichen Nutzung des Welterbestatus vor allem innerhalb der Verwaltung sowie zwischen Verwaltung und Privatwirtschaft und Zivilgesellschaft „unausgesprochen“ bleiben. … die ergriffenen Aktivitäten und Ideen zur Nutzung des Welterbestatus meist (!) weder kritisch reflektiert werden, noch auf konzeptionellen Vorüberlegungen und externer Expertise zu den tatsächlichen Wirkmöglichkeiten im konkreten Kontext basieren. (vgl. Zitat „Goldenes Kalb“ ) Ein Vorschlag, dem entgegenzuwirken = Etablierung von „ Kultur-“ und „Wirtschaftsgespräche“ als Dialogforen zw. Stadtgesellschaft, Verwaltung und Externen. Themen der Gespräche Ziele und Maßnahmen zur wirtschaftlichen bzw. soziokulturellen Nutzung des Welterbestatus und Ziele und Maßnahmen zur allgemeinen Wirtschaftförderung ( z. B. Stadtmarketing, Wirtschaftskonzeptnovellen) = Effizienz! Funktion als Umsetzungshilfe für die Maßnahmen (durch (a) neue bzw. gestärkte Kooperationen zwischen Verwaltung und Stadtgesellschaft, (b) durch sog. rotierende „Patenschaften“ in der Stadtverwaltung für einzelne Maßnahmenkomplexe (vgl. Regensburg)) Besetzung des (Welterbe)Kulturgesprächs bzw. (Welterbe)Wirtschaftsgespräch: der Oberbürgermeister, Vertreter der relevanten Stadtverwaltungsämter, der Welterbekoordinator und von den lokalen Unternehmensbranchen entsandte Vertreter bzw. lokalgesellschaftliche Stakeholder aus dem Kultur-,Sozial- und Bildungsbereich etc. Zur Beratung konkreter Fragen werden externe Wirtschaftsexperten aus Praxis und Wissenscha ft eingeladen bzw. Vertreter der regionalen und nationalen Ebene , die über Fördermöglichkeiten der diskutierten Ziel- und Maßnahmenvorschläge auskunftsfähig sind. Vorteile Nutzung der lokalen Akteursabsichten bzgl. der Welterbeinwertsetzung für die Beförderung übergeordneter lokaler Wirtschafts- bzw. Kommunikationsprozesse Qualifizierung der Welterbeziele und –maßnahmen durch die systematisch-konzeptionellen Diskussionen - und insbesondere durch die externen Expertenmeinungen Motivation/Mobilisierung der Lokalakteure zur Teilnahme an den Gesprächen : das Wirtschafts- bzw. Kulturgespräch ist eine Möglichkeit, die branchenspezifischen bzw. Interessensgruppenspezifischen Ziele zu verankern und umzusetzen, die informellen Netzwerke auszubauen und neue, fachliche Impulse durch den Austausch mit externen Experten zu erhalten. = An letzterem Punkt könnten die UNESCO und ihre nachgeordneten Institutionen aktiv werden, indem sie Good-Practice-Beispiele für die kommunikative Nutzung des UNESCO-Welterbestatus an die lokale Ebene aktiv weitergeben.
Eine wesentliche Herausforderung – insbesondere für Welterbestädte im peripheren Raum – besteht darüberhinaus darin, effiziente, d.h. mehrfach nutzbare Strukturen und Instrumente im lokalen Umgang mit dem Welterbestatus zu entwickeln und keine Parallelstrukturen aufzubauen. Denn teilweise deuten sich derartige Entwicklungen in den Fallstudien an. Daher sollten … ausschließlich mehrfach nutzbare Strukturen geschaffen werden (Ausnahme: Welterbekoordinator): z. B. sollen in den o. g. Kultur- und Wirtschaftsgesprächen und dem Sachverständigenbeirat nicht nur für Welterbethemen werden! für den Aufbau dieser Strukturen sollten bestehende Strukturen „nachgenutzt“ bzw. angepasst werden: z. B. die vorgeschlagenen Modifkationen der Gestaltungsbeiräte; z. B. Kultur-/Wirtschaftsgespräche – auf den Wurzeln von Leitbildprozessen u.ä. Aufgabenüberschneidungen und Überlastungen vermeiden, in dem verwaltungsinterne Bedenken zu Strukturreformen ernst genommen werden und die Aufgaben und Ziele neuer, welterbebezogener Strukturen transparent definiert, festgeschrieben zwischenevaluiert werden! ---- So sind einerseits zum Teil Aufgabenüberschneidungen zwischen neu geschaffenen Welterbeinstrumenten festzustellen (vgl. TZ + Welterbemanagement in Stralsund, Monitoring Welterbe + ISEK). Andererseits sind auch Überlastungen einzelner Lokalakteure durch fehlende Welterbestrukturen vorzufinden (vgl. Hwi und SPB - PR-Arbeit). Info: Der Welterbemanager/-koordinator , vorzugsweise angebunden bei der Verwaltungsspitze, koordiniert bzw. initiiert letztlich die welterbebezogene Ziel- und Maßnahmendefinition sowie das Welterbemonitoring und die Zwischenevaluationen. Er unterstützt organisatorisch und - so weit möglich fachlich - die verwaltungsinternen Bereichsgruppen bezüglich der explizit welterbebezogene n Ziele und Maßnahmen und ihrer Umsetzung. Er vertritt die Stadt zudem in überlokalen Welterbenetzwerken, wo es insbesondere ihm obliegt, den Welterbestatus als Potenzial für dauerhafte lokale und überlokale, finanzielle und fachliche Unterstützung für die bewahrende Stadtentwicklung zu nutzen. Er ist von außen und innen sichtbare, erste Ansprechpartner für Welterbethemen.
Mein Fazit: Der Welterbestatus ist ein Potenzial, das einen Querschnitt an Stadtentwicklungsthemen ansprechen kann. Die Wirkungen des UNESCO-Labels für die Stadtentwicklung sind jedoch - im Rahmen des prinzipiell Möglichen - akteursabhängig und raumdifferenziert. Sie sind keinesfalls zu überschätzen. Im Ergebnis ist die lokale Inwertsetzung des Welterbestatus, d. h. dessen Schutz und/oder Nutzung, eine partizipativ-integrative Querschnittsaufgabe. Für die Umsetzung dieser Aufgabe sollten vor allem bestehende Verwaltungstrukturen und –instrumente genutzt werden, die durch spezifische Modifikationen den wenigen, neuen Aufgaben angepasst werden, die mit dem Welterbestatus verbunden sind. (vgl. Ripp: neu bzw. spezifisch ist nur Monitoring, UNESCO-Einbindung, Welterbe-PR ) --- Anmerkung: Der Prozess der partizipativen Definition integrierter Ziele und Maßnahmen erfolgt dabei entweder im Rahmen bestehender, ggf. zeitlich versetzt zu novellierender Planungsinstrumente fachsektoraler und intergierender Art (z. B. in Deutschland ISEK, städtebaulicher Rahmenplan, Stadtmarketing- und Leibildprozesse oder in Russland Kulturkonzept, Denkmschuzstrategie, Sozioökonomische Konzeption und Generalplan, vgl. Ringbeck Berlin-Konferenz 2012, Wiese von Ofen), oder innerhalb eines Prozesses zur Erarbeitung eines integrierten Kulturerbemanagementplanes (vgl. HerO-Projekt).
Hintergrund der Forschung: hoher Veränderungsdruck auf europäische Städte und Regionen. Die Konkurrenz der Standorte macht es notwendig, die Attraktivität der Städte als Lebens- und Wirtschaftsstandorte – unter höchst unterschiedlichen Rahmenbedingungen – immer wieder neu zu bestimmen. Der UNESCO-Welterbestatus wird dafür als ein Potenzial postuliert. Allerdings bestehen wesentliche Kenntnisdefizite dazu, was das Potenzial ist und wie es erschlossen werden kann. Daher zielte meine Untersuchung darauf …. die Wirkungen des UNESCO-Welterbestatus für die Stadtentwicklung zu rekonstruieren und zu bewerten; die „Lage einer Welterbestadt im Raum“ sowie das „Handeln ihrer Lokalkteure“ als Bedingungen für das Wirken des Welterbestatus zu prüfen; Die Ansätze ableiten, wie der UNESCO-Welterbestatus für nachhaltige Stadtentwicklung in Wert gesetzt werden kann. ---- Kenntnisdefizite bezüglich … der Wirkungen des Welterbestatus im Querschnitt der stadtentwicklungsrelevanten Themenbereiche. der Wirkbedingungen des Welterbestatus sowie bezüglich praxisrelevanter Handreichungen/Ansätze zur Inwertsetzung des Welterbestatus für nachhaltige Stadtentwicklung
Zum methodischen Vorgehen – nur zwei kurze Anmerkungen: Meine wirkungsorientierte Evaluation zielt auf die „Feststellung und Bewertung der Wirksamkeit“. Es wird folglich im Vortrag weder um eine simple Input-Output-Analyse, noch um eine – wenn ernsthaft betrieben – höchst komplexe und beim aktuellen Stand der Forschung verfrühte Cost-Benefit-Analysis gehen. Dabei liegt das sozialwissenschaftliche Kausalitätsverständnis zu Grunde. D. h. der Kern der Studie ist nicht die statistische Prüfung repräsentativer Datenreihen zu den Fallbeispielen, sondern die „Rekonstruktion“ der Kausalität aus Akteurszielen , Akteurshandeln und ihren Rahmenbedingungen . Meine Wirkfeststellungen basieren auf lokalen Expertenaussagen, standard. Personenbefragungen und sekundärstatistischen Analysen, die durch „externe Experteneinschätzungen“ und „literaturgestützter Theoriebasierung“ bezüglich ihrer Plausibilität gegengeprüft werden. ---- Vorteile meines Vorgehens: Wirkaussagen für alle (!) stadtentwicklungsrelevanten Bereiche (Das ist bei reiner Statistik nicht möglich.) Beachtung der fallspezifischen Rahmenbedingungen und des lokalen Akteurshandelns als Voraussetzungen für praxisrelevante Empfehlungen theoriebasierte Auswahl der Fallstudien und Einschränkung der variierenden Rahmenbedingungen (nämlich „Raum“ + „lokales Akteurshandeln“) als Voraussetzung für die (eingeschränkte) Übertragbarkeit/Verallgemeinerung der Untersuchungsergebnisse (Theoriebildung) Zum anderen wird die Plausibilität von Wirkungen über Empirie gesättigte \\textit{Theorien mittlerer Reichweite} geprüft und argumentiert (Stichwort:causal theory). Beobachtete Resultate sind demnach plausible Wirkungen eines Evaluandums, wenn sie "`theoriebasierten Erwartungsbildern„‚
Insbesondere die standardisierte Personenbefragung in den 3 Fallbeispielstädten diente dazu, die Relevanz des Welterbestatus für die lokale Lebensqualität zu identifizieren: lokale Lebensqualität untersucht in Form „personaler raumbezogener Identität“ und „spezifischer Bildungs-, Kultur- und/oder Freizeitangebote“. Die Tabelle/Befragung verdeutlicht, dass … der Welterbestatus tatsächlich für ¼ bis 1/3 der befragten Lokalbevölkerung „emotionale Betroffenheit“ und „Ortsbindung/raumbezogene Identität“ bedeuten kann. Der Welterbestatus kann außerdem über „welterbebezogene Bildungs-, Kultur- und/oder Freizeitangebote“ für einen sehr kleinen Teil der Stadtbewohner positive Wirkung („Betroffenheit“) entfalten, z. B.: Welterbeausstellungen, Welterbetag/Festivität, Vortragsveranstaltungen und Schulprojekte. Allerdings ist dazu einschränkend zu betonen, dass … Der Welterbestatus nur/vor allem bei denjenigen Stadtbewohnern identitätsstiftend und ortsbindend wirkt, die bereits im starkem Maße die physisch-materiellen und historischen Besonderheiten des Raumes in ihre personale, raumbezogene Identität aufgenommen haben. Dies ist insbesondere bei Leuten mit langen Wohndauer am Ort und im hohen/reifen Alter der Fall (vgl. Kontingenzanalysen, Christmann 2012) d. h. begleitende Wirksamkeit des Welterbestatus (nur) in Kombination mit anderen Raummerkmalen! Außerdem wirkt der Welterbestatus nur auf einen kleinen Teil der Lokalbevölkerung und ist kein Thema/Inhalt, über das alle bzw. der Großteil der Stadtbevölkerung erreicht werden kann (vgl. Zitat Ripp, Christman 2012 u.a.). d. h. intrinsisch begrenzte Wirksamkeit/Relevanz des Welterbestatus!
Erfahrungsbericht aus Stralsund und Wismar: „Qualifizierungen im lokalen Denkmalschutz“ Erinnerung : Welterbe-Status per se keine Veränderungen/ Qualifizierungen des lokalen Denkmalschutzes und der Stadtplanung, da sich die Welterbe-Konvention ausschließlich auf die nationalen Instrumente (Gesetze und Finanzierung) für Denkmalschutz und Stadtentwicklung stützt. Hypothese baut vielmehr auf „unverbindliche Qualifizierungsansprüche“, die einerseits von außen seitens der UNESCO in Form von „Empfehlungen“ an die Stätten herangetragen werden, und andererseits vor Ort verinnerlicht oder Ansprüche die rein intern entwickelt werden können (durch die Akteure). In Folge dieser „unverbindlichen Empfehlungen/ Qualifizierungsansprüche der UNESCO“ = gab es institutionelle bzw. instrumentelle Veränderungen in den Städten = s. Abb. = „outputs“ des Status, aber entsprechend der Evaltheorie (Resultathierarchien) – nicht hinreichend, um o.g. Wirkungshypothesen zu diskutieren
d. h. -/+ stark an die Verwaltung angebundene Organisationsstrukturen für die Umsetzung / Durchführung des „Schutzes und der Verwaltung“ d. h. institutionelle bzw. personelle Verankerung des Welterbethemas Ergebnisse im Vergleich der deutschen Welterbestädte: große Unterschiede bezüglich der „Dichte an Institutionen mit Welterbebezug“ = hier Beispiele Bamberg ab 2004 und Wismar vor 2010 = stehen synonym für Regensburg vs. Lübeck, Goslar und Quedlinburg Info: Zeitangaben notwendig, da in den letzten Jahren (nach 2000) stärkere Veränderungen, die auch (!) im Zusammenhang mit dem ersten Periodic Reporting zu Deutschland (19XX?) stehen (s. DA Lotz 2007?) Aus den Abbildungen/Organigrammen wird deutlich: (fast) überall Beiräte außerhalb der Verwaltung zur Qualitätssicherung im Denkmalschutz, d. h. zur Beurteilung von größeren Vorhaben und Projekten im Welterbegebiet [= nicht Quedlinburg] größere Unterschiede: Verfahren bzw. Institutionen, um die nachhaltige Entwicklung des Welterbes jenseits von Sanierungs- und Bauprojekten zu thematisieren, z. B. um Projekte zur nachhaltigen Nutzung des Welterbestatus anzuschieben: siehe „Strategiegespräch“ [= strategisches Verständnis des Welterbetitels] größere Unterschiede bzgl. personeller und organisatorischer Verankerung der „Welterbe-Koordinations- und Ansprechpartner-Funktion“ in der Stadtverwaltung: konzentriert in einem „Zentrum für Welterbe“ bzw. in „Welterbekoordinator-Position“ vs. dispers als Zusatzleistungen für viele verschiedene Angestellte in der Verwaltung = 5 Mitarbeiter ZWB vs. kein einziger Mitarbeiter Annäherung: Bamberg steht für Regensburg, z. T. Stralsund (und Goslar?); Wismar steht für Lübeck und Quedlinburg
In der Gegenüberstellung der „Aufgaben“ der Welterbeverantwortlichen in den Verwaltungen wird deutlich: (fast) überall die Aufgabe der Öffentlichkeitsarbeit zum Welterbethema, aber Unterschiede im Detail, z. B. Frage der Leistungsfähigkeit angesichts bestimmter personeller und finanzieller Ausstattungen (z. B. tatsächliche Bedeutung des „Bildungsauftrages“) und angesichts sehr unterschiedlicher lokalpolitischer und administrativer Rückendeckung/ Unterstützung für die Welterbekoordinationsaufgabe (d. h. Macht- und Kompetenzbefugnisse; Einbindung in Entscheidungsprozesse; Unterstützung durch andere Institutionen wie Beiräte) größere Unterschiede bzgl. Aufgabenbereiche wie „internationale Vernetzung der Stadt“ und „Profilierung“ und „Projektinitiierung“ = Aufgaben, aus denen bereits ein strategisches Verständnis des Welterbestatus spricht, nämlich das Welterbe nachhaltig zu nutzen/ in Wert zu setzen [ergänzend:] [Bamberg Jahresbericht 2008/2009:8: „ Ein besonderes Anliegen des Zentrums Welterbes Bamberg ist es, erkennbar zu machen, welche Vorteile auch wirtschaftlicher Art der Welterbe- Titel der Stadt bringt, und zwar auch über den Erfolgsfaktor Tourismus hinaus. Dieser Gewinn ist eng mit den jahrzehntelangen Investitionen im Bereich Denkmalpflege verbunden.“]
In der Gegenüberstellung der „Aufgaben“ der Welterbeverantwortlichen in den Verwaltungen wird deutlich: (fast) überall die Aufgabe der Öffentlichkeitsarbeit zum Welterbethema, aber Unterschiede im Detail, z. B. Frage der Leistungsfähigkeit angesichts bestimmter personeller und finanzieller Ausstattungen (z. B. tatsächliche Bedeutung des „Bildungsauftrages“) und angesichts sehr unterschiedlicher lokalpolitischer und administrativer Rückendeckung/ Unterstützung für die Welterbekoordinationsaufgabe ( d. h. Macht- und Kompetenzbefugnisse; Einbindung in Entscheidungsprozesse; Unterstützung durch andere Institutionen wie Beiräte ) größere Unterschiede bzgl. Aufgabenbereiche wie „internationale Vernetzung der Stadt“ und „Profilierung“ und „Projektinitiierung“ = Aufgaben, aus denen bereits ein strategisches Verständnis des Welterbestatus spricht, nämlich das Welterbe nachhaltig zu nutzen/ in Wert zu setzen Fazit „lokale Verwaltungsstrukturen“: = große Unterschiede zwischen den Städten, die sich ergeben aus - den finanziellen/personellen Rahmenbedingungen der Kommunen, und/oder - der explizierten Wertschätzung (d. h. Wahrnehmung/ Verständis) des Welterbestatus als Potenzial für die Stadtentwicklung [z. B. Regensburg: „Wir machen das zu allererst für uns, die Verwaltung, und dann nebenbei für die UNESCO.“] d. h. St. Petersburg muss sich darin positionieren! … zweiter Punkt: „Qualitätssicherung und Monitoring“:
bzgl. „Qualitätssicherung“ von Denkmalpflege und baulicher Weiterentwicklung – siehe Organigramm und Ausführungen von vorhin: (fast) überall Beiräte außerhalb der Verwaltung zur Qualitätssicherung im Denkmalschutz + internationale Wettbewerbe Unterschiede im Detail: Sachverständigenbeiräte = externe Besetzung z. B. Einbindung der ICOMOS Deutschland und Landesdenkmalämter als direkter Kommunikator nach Paris; Verfahren der Beiratsberufungen ; Öffentlichkeit der Sitzungen ; Stufenmodelle für Konfliktmanagement etc. bisher keiner = die von Ringbeck empfohlenen „Welterbeverträglichkeitsprüfung“ (anhand Fragenkatalog und Einbindung bestimmter Institutionen); auch nicht bekannt: expliziertes „Konfliktmanagement“ (wie in Graz; Ähnlichkeiten: Sachsen-Anhalt = M-Plan-Erarbeitung im Gange) = bzgl. „Monitoring“ jenseits der „Pflichtübung für die UNESCO“, sprich das Periodic Reporting = größere Unterschiede bezüglich der … - Existenz eines indikatorengestützten und standardisierten Welterbe-Monitorings (Wismar, Stralsund, Regensburg) vs. keinem/ beliebigen Indikatorensystem (Bsp. ?) Zeitabständen der Berichterstattung (alljährlich (Wismar/Stralsund), zweijährig geplant (Lübeck), sporadisch (?)) „ Bewerten und Schlussfolgern“ aus den Monitoring-Daten im Sinne von handlungsrelevantem Wissen. Schwächen: keine (?) „Bewertungsgrundsätze“ lokal formuliert (siehe Ringbeck) [= „Schwellen“], ab wann die erfassten Veränderungen im Welterbegebiet „welterbeverträglich bzw. unverträglich“ sind [Info: dabei kein Problem der Daten: Daten zu „reinen Schutzzielen“ wie Sanierungszahlen, Leerstandszahlen etc. sehr gut erfasst!] selten operationalisierbare „Ziele und Maßnahmen“ bzgl. der „Vermittlungsaufgaben“ oder zur „nachhaltigen Nutzung des Status“ (z. B. XX% der Leute sollen Welterbestatus kennen…) = Zielerreichungsgrade schwierig! V. a. Mangel an der „aktiven Rückkopplung“ der Monitoringdaten an die Verantwortlichen!
Ausgestaltung des Welterbe-Monitorings und der Qualitätssicherung … vor allem auf Bestandsschutz bezogen; unzureichendes Monitoring und Qualitätssicherung bei „Vermittlung“des Welterbethemas; unzureichendes Bewerten der Monitoringdaten, um handlungsleitendes Wissen daraus zu gewinnen (Feedback)
2. Teil „Erfahrungsbericht“ : „Bindung und Anziehung von Stadtbewohnern und Stadtgästen“ durch den Welterbestatus? = weiteres Verständnis von Stadterneuerung: soziokulturelle und wirtschaftliches Thema (Stichworte: Ortsbindung und Identität, Tourismus) (a) Ergebnisse vorwegnehmen und kurz fassen: Bevölkerung Zum einen: Wissen zum Welterbestatus wird als hoch eingeschätzt (70 -80%), wenn auch oberflächlich Zum anderen: individuelle Betroffenheit der Bewohner durch den Status, z. B. in Form von Identität, Ortsbindung oder Nutzung Welterbe-bezogener Kultur- und Bildungsangebote insgesamt eher (sehr) gering: Stolz ja, aber Bindungsgefühle an den Ort und Reflexion des UNESCO- Status als Aspekt der „personalen, raumbezogenen Identität“ sehr wenig = scheint „ spezielle Gruppe “: häufig ältere, gut gebildete Personen (gekoppelt an Geschichtsinteresse etc.) Bedeutsam scheint, dass ein „emotionalerer und niederschwelligerer Zugang“ zum Welterbe-Thema, neben dieser „Spezialgruppe an Welterbefans“, eine breitere lokale Bevölkerung erreichen könnte. Zum Beispiel „Welterbefest 2003“ [keine Wiederholung, trotz Interesse] Touristen in den Aussagen der betroffenen (lokalen) Touristikern [als auch in den Tourismusstatistiken (vgl. auch BBR2007)] finden sich sehr wenige Aussagen, die den Zusammenhang zw. positiver Tourismusentwicklung und Welterbestatus belegen Zum einen: die „spezielle Gruppe“ der „direkten Welterbetouristen“, die den Welterbetitel als leitenden Reisemotiv wählen, als sehr gering bewertet (Zitat Stybel), so dass Produkt- und Kommunikationsaktivitäten in dieses Richtung nicht lohnen Zum anderen: auch die Gruppe der „indirekten Welterbetouristen“, d. h. wo Welterbe-Titel ein Reisemotiv von vielen, relative gering (16% Wismar 2008) + es werden keine „qualitativen Unterschiede“ zu normalen Kultur- und Städtetouristen gesehen, die man nicht ohnehin schon bewirbt Es ist also festzuhalten: lokale Touristiker wollen Welterbestatus keinesfalls missen, dessen quantitative und qualitative Wirkung für den lokalen Tourismus können und wollen sie aber nicht überschätzt sehen R 2007, Prud`homme 2008). Eine deutlichere Ausrichtung ihres Außenmarketings auf den Welterbestatus erachten sie als nicht notwendig und mit Blick auf den Auslandstourismus auch nicht als kommunal leistbar.
