MEMORANDUM ORDER NO. 2013-07
AUTHORIZING THE NATIONAL HOUSING AUTHORITY (NHA)
TO FILL UP ONE (1) REGULAR PLANTILLA POSITION
WHEREAS, the NHA has requested for authority to fill up one (1) regular
plantilla position, as an exemption from the pertinent provisions of Executive Order
(E.O.) No. 366, s. 2004 and its lmplementing Rules and Regulations (lRR);
WHEREAS, the Governance Commission for GOCCs (GCG) pursuant to
Republic Act No. 10149 (R.A. No. 10149) mandates the GCG to "evaluate the
performance and determine the relevance of the GOCC, to ascertain whether such
GOCC should be reorganized, merged, streamlined, abolished or privatized, in
consultation with the department of agency to which a GOCC is attached";
WHEREAS, the Commission has determined that it is in the best interest of
the State and the public to allow the NHA, as the primary authority to identify its
needs as a GOCC to fill up one (1) regular plantilla position as presented
hereunder,
NOW, BE IT -
RESOLVED, the request of the NHA to fill up one (1) regular plantilla position
is hereby APPROVED as follows:

RESOLVED FURTHER, that the authorization to fill up the abovementioned
position is SUBJECT TO THE FOLLOWING:
1. ln case the above position is excluded in the staffing pattern under
the approved NHA Rationalization Plan, the appointee to this
position shall exercise the options available under E.O. No. 366;
2. Funds for the purpose shall be taken fully from the corporate
funds of NHA, included in its Annual Corporate Operating Budget
as approved by its Board of Directors, and
3. The pertinent civil service, budgetary, accounting, auditing and
other applicable laws, rules and regulations shall be complied
with.
