BACKGROUND
ABOUT US
The Campaign for Safe Cosmetics is a national coalition of more than 170
organizations. Our mission is to protect the health of consumers, workers and the
environment by securing the corporate, regulatory and legislative reforms necessary to
eliminate dangerous chemicals linked to cancer, reproductive harm and other adverse
health impacts from cosmetics and personal care products.
WHY DO WE NEED TO TALK TO TARGET ABOUT
COSMETICS SAFETY?
The federal government does not adequately
regulate the safety of cosmetics and personal care
products and as a result, cosmetics such as lipstick,
lotions, and nail products often contain chemicals
linked to cancer, birth defects, infertility and other
chronic diseases. Retailers can play an important
role in protecting the public from exposure to
personal care products containing toxic chemicals
by creating safe cosmetics policies and practices.
HOW TO USE THIS ACTION KIT
1. Print out the comment card in this action kit
2. Fill out the comment card using the tips, sample comments, and talking points
provided in the action kit.
3. Bring the comment card to Target and put it in the comment box. Or, if you don’t
see a comment box, just leave it with one of the Target associates at the
customer service counter.
4. If you want to take it up a notch, ask to talk to a store manager about the
Campaign for Safe Cosmetics and voice your concern about toxic chemicals in
the cosmetics and personal care products you use every day.

Use the comment card below to tell Target that you want
them to make a storewide commitment to cosmetics
safety. We’ve provided some sample comments for you to
include in your comment card. Note: the top half is an
exact replica of a Target comment card, the bottom half
will provide the store manager with helpful information
about this issue. Fill out the card with your comment and
then take it to your nearest Target store. You can leave it
with a Target associate at the customer service counter or
drop it in the comment box.

WHY IS COSMETICS SAFETY IMPORTANT?
Personal care products—from baby shampoo to deodorant, lotion and mascara—contain
chemicals we inhale, ingest, and absorb through our skin. Many of these chemicals are linked to
cancer, birth defects, learning disabilities and other health problems epidemic in our society.
WHAT ARE WE ASKING TARGET TO DO?
Retailers like Target play a huge role in the public’s exposure to personal care products with
harmful chemicals. To better protect Target needs to:
 Create a storewide safe cosmetics policy
 Clean up its beauty aisle by getting toxic chemicals out of the cosmetics sold at Target stores
 Expand its selection of safer products
 Keep us informed of its progress
WHAT STEPS SHOULD TARGET TAKE FOR COSMETICS SAFETY?
 Adopt a list of chemicals that are banned from use in all products sold in Target stores. When
chemicals are eliminated due to health concerns, provide only safer alternatives as substitutes.
 Reformulate Target’s private label, Up & Up, to eliminate the chemicals of concern.
 Commit to an expansion of the sale of safer personal care products, i.e., products that are free
from chemicals linked to cancer, birth defects, developmental harm and other health
concerns.
 Practice the highest level of transparency by sharing the company’s safe cosmetics policy,
practices and progress on the website and in corporate
responsibility reports.
 Create a storewide safe cosmetics policy.

If you are feeling super inspired, hand your comment card directly to a manager and
tell her or him why this issue is important to you. Below are a sample script and some
talking points to help you sound like the safe cosmetics superstar you are!
SAMPLE SCRIPT
Thanks for taking the time to talk with me. I’m a regular customer and I really
appreciate that Target is a one-stop shopping center for all my needs. I’m concerned,
however, that a lot of the cosmetic and personal care products Target carries contain
harmful chemicals like parabens and formaldehyde releasing preservatives. Can you
pass along the message to corporate headquarters that customers like me want Target
to develop a policy that screens out these and other nasty chemicals from the
products you carry? I’m worried about the impact these chemicals may be having on
my health and the health of my family. Thank you.
TALKING POINTS
 Some of the cosmetic products you sell contain harmful chemicals like
hydroquinone in skin lighteners, which is a carcinogen and reproductive toxin.
 Other products on Target’s shelves contain chemicals linked to cancer, birth
defects and infertility such as oxybenzone in sunscreen, DMDM hydantoin in hair
relaxers, and triclosan in hand soap.
 I appreciate that Target carries many safer products but ALL the products you
sell should meet that same standard.
 If Target put in place a policy that screened for toxic chemicals, it would give me
peace of mind that the products I’m buying are safe for me and my family.
 Target has a responsibility to ensure the products it sells do not contain chemicals
linked to cancer or other adverse health outcomes.
TIPS FOR TALKING WITH A STORE MANAGER
 Be polite! Thank her or him for taking the time to talk with you.
 Tell your story! Express your concern with how difficult it is to find
safe and affordable products that are free of carcinogens,
hormone disrupters, and synthetic fragrances.
 Ask if she or he has heard about The Campaign for Safe
Cosmetics! Direct managers to the website if they have

 What they can do! Discuss the important role that retailers can
play in reducing the public’s exposure to harmful chemicals in

  • 2. BACKGROUND ABOUT US The Campaign for Safe Cosmetics is a national coalition of more than 170 organizations. Our mission is to protect the health of consumers, workers and the environment by securing the corporate, regulatory and legislative reforms necessary to eliminate dangerous chemicals linked to cancer, reproductive harm and other adverse health impacts from cosmetics and personal care products. WHY DO WE NEED TO TALK TO TARGET ABOUT COSMETICS SAFETY? The federal government does not adequately regulate the safety of cosmetics and personal care products and as a result, cosmetics such as lipstick, lotions, and nail products often contain chemicals linked to cancer, birth defects, infertility and other chronic diseases. Retailers can play an important role in protecting the public from exposure to personal care products containing toxic chemicals by creating safe cosmetics policies and practices. HOW TO USE THIS ACTION KIT 1. Print out the comment card in this action kit 2. Fill out the comment card using the tips, sample comments, and talking points provided in the action kit. 3. Bring the comment card to Target and put it in the comment box. Or, if you don’t see a comment box, just leave it with one of the Target associates at the customer service counter. 4. If you want to take it up a notch, ask to talk to a store manager about the Campaign for Safe Cosmetics and voice your concern about toxic chemicals in the cosmetics and personal care products you use every day. 5.   • 3. COMMENT CARD Use the comment card below to tell Target that you want them to make a storewide commitment to cosmetics safety. We’ve provided some sample comments for you to include in your comment card. Note: the top half is an exact replica of a Target comment card, the bottom half will provide the store manager with helpful information about this issue. Fill out the card with your comment and then take it to your nearest Target store. You can leave it with a Target associate at the customer service counter or drop it in the comment box. Personal care products—from baby shampoo to deodorant, lotion and mascara—contain chemicals we inhale, ingest, and absorb through our skin. Many of these chemicals are linked to cancer, birth defects, learning disabilities and other health problems epidemic in our society. WHAT ARE WE ASKING TARGET TO DO? Retailers like Target play a huge role in the public’s exposure to personal care products with harmful chemicals. To better protect Target needs to:  Create a storewide safe cosmetics policy  Clean up its beauty aisle by getting toxic chemicals out of the cosmetics sold at Target stores  Expand its selection of safer products  Keep us informed of its progress WHAT STEPS SHOULD TARGET TAKE FOR COSMETICS SAFETY?  Adopt a list of chemicals that are banned from use in all products sold in Target stores. When chemicals are eliminated due to health concerns, provide only safer alternatives as substitutes.  Reformulate Target’s private label, Up & Up, to eliminate the chemicals of concern.  Commit to an expansion of the sale of safer personal care products, i.e., products that are free from chemicals linked to cancer, birth defects, developmental harm and other health concerns.  Practice the highest level of transparency by sharing the company’s safe cosmetics policy, practices and progress on the website and in corporate responsibility reports.  Create a storewide safe cosmetics policy. SAMPLE COMMENTS Clean up your beauty aisle! Create a policy that would screen out harmful chemicals from the products you sell. Keep me and my family safe!   • 4. TALK TO A MANAGER If you are feeling super inspired, hand your comment card directly to a manager and tell her or him why this issue is important to you. Below are a sample script and some talking points to help you sound like the safe cosmetics superstar you are! SAMPLE SCRIPT Thanks for taking the time to talk with me. I’m a regular customer and I really appreciate that Target is a one-stop shopping center for all my needs. I’m concerned, however, that a lot of the cosmetic and personal care products Target carries contain harmful chemicals like parabens and formaldehyde releasing preservatives. Can you pass along the message to corporate headquarters that customers like me want Target to develop a policy that screens out these and other nasty chemicals from the products you carry? I’m worried about the impact these chemicals may be having on my health and the health of my family. Thank you. TALKING POINTS  Some of the cosmetic products you sell contain harmful chemicals like hydroquinone in skin lighteners, which is a carcinogen and reproductive toxin.  Other products on Target’s shelves contain chemicals linked to cancer, birth defects and infertility such as oxybenzone in sunscreen, DMDM hydantoin in hair relaxers, and triclosan in hand soap.  I appreciate that Target carries many safer products but ALL the products you sell should meet that same standard.  If Target put in place a policy that screened for toxic chemicals, it would give me peace of mind that the products I’m buying are safe for me and my family.  Target has a responsibility to ensure the products it sells do not contain chemicals linked to cancer or other adverse health outcomes. TIPS FOR TALKING WITH A STORE MANAGER  Be polite! Thank her or him for taking the time to talk with you.  Tell your story! Express your concern with how difficult it is to find safe and affordable products that are free of carcinogens, hormone disrupters, and synthetic fragrances.  Ask if she or he has heard about The Campaign for Safe Cosmetics!
