A review of various community feedback methods (ICE, Facebook,
emails, Twitter, etc.) for the month of February 2013 has identified the
following issues of general interest to the community. The purpose of
this brief is to provide further clarification to those issues.
• Issue 1: In the event of an evacuation for the high-rise quarters when the
elevators are unavailable, physically handicapped residents are unable to
evacuate in a safe manner. Why can’t handicapped residents be assigned
ground floor quarters? (Safety OFC or FES- Zama, DES)
• Issue 2: What is the current policy on signing for the visitors onto the post
and when they depart Camp Zama or SHA? The guards are giving different
instructions, and there should be an MP at the gate office to assist in issuing
passes.

• Issue 3: There are open toilets in the Camp Zama CDC toddler room that
have no privacy dividers between the toilets for the children potty training.
They need more privacy to learn to use the toilet. Also, are there any

CRF’s missions are shown on the slide. CRF has two faces. In the event of domestic contingency, CRF provides its unique units, such as only one Airborne, SOF, high capable anti- NBC units, to RAs to support RA’s mission accomplishment. First face is a Force Provider. CRF does not have AOR, CRF supports RA’s DR missions. CRF does not conduct DR missions by itself only except for nuclear disasters. On the other hand, CRF leads overseas missions with its high readiness posture toward international cooperation activities and accumulated experiences. The second face is a Force user in international missions. CRF units rapidly deploy and establish foundations for mission execution, once RA’s rotation dispatch has been on track, CRF units retreats from there and be ready for another future operations. It is very important to understand these two faces to understand CRF missions.
The Central Readiness Force ( 中央即応集団 , Chūō Sokuō Shūdan ) was recently established on March 28, 2007, following the upgrading of the Japanese Defense Ministry from the former Japanese Defense Agency. Based in JGSDF Camp Asaka in Nerima, Tokyo, the unit has the capability of responding to any situation in either Japanese or foreign soil. The unit can also be Japan's response to any combat operations in further peacekeeping missions as a rapid reaction force as a part of the Japanese government's National Defense Program Guidelines over the need to improve the JGSDF's capabilities to deal with new defense issues such as foreign peacekeeping operations and anti-terrorist operations. REASON FOR RELOCATIONS One of the agreements contained in the Defense Policy Realignment Initiative, 2005 Collocate major commands (e.g. ADC to Yokota, CRF to Zama) Improve bilateral interoperability Rethink training (e.g. more bilateral training outside of Japan, new skills for GSDF) Improve missile defense (e.g. establish the first ever THAADS presence overseas in Shariki, allow Japan to be the first foreign nation to produce bloc-3 Patriot missiles, convert MSDF and US fleets to AEGIS vessels Create other related structures in other places in the Pacific), and reduce our footprint (e.g. return a number of locations in Okinawa, relocate some Marines to Guam)
MWR Various MWR services available to JGSDF with some restriction. Possibility of waiting periods or non availability of services at Community Club and Bowling Center to current employees due to the increase of JGSDF personnel on Camp Zama Details provided in other page. AAFES Fast food restaurants (BK, Main Street Espresso, Popeye’s, Anthony’s Pizza, Subway, Special T’s) and 101 Cafeteria is open to JGSDF. If use by JGSDF personnel on Camp Zama impacts service to US personnel, then said use may be restricted to certain hours or possibly eliminated The main exchange, furniture store, shoppette, and MCSS and any other AAFES merchandise retail outlet facilities are limited by the US-Japan SOFA to SOFA personnel consistent with the international agreement (Chapter 6, AR 215-8). Morning Traffic Congestion USAG-J asked local government officials last November to change the traffic light timing to allow more vehicles to drive onto base to mitigate backups at Gate 1 along with adjustments the PMO recently made to allow about 4 more cars to leave the main road while waiting for ID checks. (status: the Zama Police are going to survey traffic patterns at the intersection now that those adjustments have been made). USAG-J will continue to monitor traffic congestion after the CRF relocation for any necessary adjustment we may have to make. .
Many JGSDF personnel will live off base and we expect them commute by vehicles till the Chapel Hill Housing is resided in 2016. On top of we are waiting for the housing completion, due to the tunnel road construction (completion on Mar 2014), JGSDF has shortage of parking spaces by their buildings. To resolve the shortage, USAG-J is providing designated parking space (blue on the map) by the Bldg 101 for their use with proper real estate agreement to prescribe specific conditions including termination clauses. We studies and confirmed we will still have plenty parking spots for current US/MLC employees. Request you for your understanding not to park these blue parking area. Once the parking is occupied by our employee, it may possible that JGSDF parks other available parking lots, which defeats our purpose of this agreement.

Certificates for “Babysitting Service” or “Petting Sitting/Walking Service.” These are just a few ideas you can put together to help get your creative juices flowing.
