Subsidized housing in Richmond has historically been concentrated in certain neighborhoods due to past practices of redlining. One such neighborhood was Fulton, which was a thriving community in the 1890s but by the late 1960s had fallen into disrepair and faced demolition, displacing over 3,000 residents and destroying the local history and community that had been built.
