4. How are the consultations framing
their questions?
• Mostly nationally or even
locally focused
• Biggest problems, biggest
dreams
• Human Rights Approach
revival in some countries:
Who is most affected?
Who is responsible?
• Some countries asked
about metrics and timing A call for 2.0 data monitoring: “What is
of change the point in this day and age of finding
out how things were two years ago?”
- Kosovo consultations
5. • Lack of jobs, especially for young
What priorities are • Mismatch between school and
emerging? available jobs, not modernized
schools “compared to TV”
• Integrity of government
processes
Interim reports • Intolerance, lack of solidarity,
submitted by: people want a fairer society
Albania • Migration: both as an aspiration
Turkey
and a challenge
Serbia • Poor quality health services
Kazakhstan • Clean drinking water, air
Moldova pollution, unauthorized garbage
Kosovo under SC 1244 • Women still feel less safe, less
listened to and less important.
• Some signs of family breakdown
6. Some highlights
“People don’t go to the doctor because they do not have money and
there is corruption. Therefore the health of the population is
deteriorating.” – Moldova
“So many times women gather to be trained in gender equality, but what
about the men? What difference does it make if I know my rights if my
husband does not know my rights?”
- Minority woman, Kosovo
20 years ago this was a beautiful place. When I see teachers who teach
ecology I ask them how they can look their students in the eye when they
teach their subject. Everything in the area is destroyed, the lake has
dried. Environmental degradation did not happen by itself. It is a result of
people’s attitude towards nature.
- Kazakhstan
7. Concluding points
• Process: A new
communicating complex
human development issues?
• Process: 20,000 new
development experts?
• Content: the social exclusion
‘missing middle ‘
• Process + Content: Raised
expectations on what will
change at national and global
levels
Hinweis der Redaktion
1st: UNDG priority: see this engaging this region in global development agenda in a way that didn’t happen for the MDGs. Invested UNDG and UNDP regional funds to get more countries on board.
In person here means: FGDs, town halls, student debates, citizen panels Online: people who have participated in an online survey, a facebook chat or a google hangout. Ie, not someone who has clicked on a webpage. Some form of engagement. Marginalized groups: people with disabilities, minorities, people living with HIV/AIDS, migrants
Metrics and Timing: How long it would take for people of Moldova to attain the desired level of welfare
Kosovo:Kosovans, without much hope imagine a world where public officials spend money justly and wisely, bureaocratic processes don’t depend on kickbacks or friendships, enforcement is reliable and even handed and most of all consultations actually result in change
Raisedexpections: UNCTs may need support and encouragement thinking about what happens after consultations conclude. How to support government follow up both as constituents in the GA and domestically? How to keep the momentum on decentralized, social media savy engagement as opposed to technocratic seminars?
