11. STATE TOURNAMENT DIRECTORS DUTIES IN DETAIL 1. Meet with Managers and Coaches a minimum of 1 hour before game start. A. Conduct coin flip (If not done at pre-tournament meeting) . B. Look over Medical Releases to make sure all are there and completed. C. Take possession of Eligibility affidavit and check for completion. D. Hand out and explain lineup cards. E. Go over pitching eligibility. 2. 30 minutes before game, visiting team warm-up on field for 10 minutes. 3. Pickup lineup cards for announcer and official scorer. 4. Check players and pitchers for eligibility (Prevent any problems before they happen). 5. 20 minutes before game home team warm-up on field for 10 minutes. 6. 10 minutes before game, announcement of players (first game played per team and championship game only). 7. Play national anthem (game 1 of each night only). 8. 5 minutes before game Umpires, Managers, and Coaches meeting at home plate to talk over ground rules and exchange lineup cards 9. START GAME ON TIME AS SCHEDULED. 10. At the end of the 3rd inning, or later, conduct local fund raisers (50/50 Drawing, Raffles, or other procedures). 11. At the 4th inning start over for the second game of the night, or 45 minutes before the expected start of the second game. 12. Do not start a game before the scheduled starting time.

Little League Baseball and Softball PRE-GAME ANNOUNCEMENT TO BE READ OVER PA BEFORE START OF GAME Ladies and Gentlemen: At this time we would like to remind you that you are NOT at a major league game. This is Little League. The adults working in this program have given many hours of their time developing their team and their leagues. We ask that you as Little League parents and fans do not criticize, boo, or use noisemakers, or try to belittle anyone concerned with the activity of today’s game. We would like for you to cheer and encourage your team and all good plays, as effectively as you can. SCOREKEEPER-ANNOUNCER BOOTH CHAIRPERSON ______________________ Purpose: There shall be of (Adult Age) - Official Scorekeeper, Scoreboard Operator, Announcer, and Tournament Director in the booth for each game. This is very important because of pool play, pitch counts, pitching changes, and mandatory play. No other persons shall be permitted in the booth. This slide is bad, there should not be real names/etc. Use anonymous names, phones and emails. Protests are not directly handled by District Staff. The tournament director and/or DA calls to Central Region NO ONE ELSE.
The last 5 bullet points are ‘nice’ but not necessarily doable. Not every district has the funds to provide a hotel room and not every district needs to provide a hotel room. This may be necessary for the area that is not around northern Illinois and should be a recommendation not a requirement.

Item 2 is the responsibility of the home plate umpire, the home plate umpire has the responsibility for what occurs on the field.
1A is done on the field by the home plate umpire, 1BC is done at the scorer’s table where the TD and/or DA verifies the information for each team before each game. IF there is missing information (invalid proof of residency, invalid birth information), the team may be allowed to play with the codicil that the information must be available before the next game (from Central region) 8 should have been done at the time the affidavit is turned in
