Educational Avenues for Children
with Developmental Disabilities
(COURSE II -1.5)

Definition
• Developmental disabilities are a group of
conditions due to an impairment in physical,
learning, language, or behavior areas. These
conditions begin during the developmental
period, may impact day-to-day functioning,
and usually last throughout a person’s
lifetime.
Educational Avenues
• a way of approaching the problem making
progress towards Education
Early childhood education
• Early childhood education consists of activities and/or
experiences that are intended to effect developmental
changes in children prior to their entry into elementary
school.
• Early Childhood Care and Education (ECCE) in the Indian
context is generally defined as the care and education of
children from birth to eight years. It includes:
a) Early stimulation programmes through crèches/homes
stimulation for 0-3 year olds.
b) Early childhood education (ECE) programmes for 3-6
year olds (as seen in anganwadis, balwadis, nurseries,
preschools, kindergartens, preparatory schools, etc.).
c) Early Primary Education Programmes as part of
schooling for 6-8 year olds.
• A play school is an informal type of school for
very young children where they learn things
by playing.
• Inclusive education means all children in the
same classrooms, in the same schools. It
means real learning opportunities for groups
who have traditionally been excluded – not
only children with disabilities, but speakers of
minority languages too.
Special School
• Special school concept is an accepted model of
education for persons with disabilities
throughout world. As on today, more than 3000
special schools and institutions for the disabled
children are functioning in India. Among them,
approximately 900 are institutions for hearing
impaired childre 400 for children with visual
impairment, 1000 for mentally retarded and
there maining 700 for children with other
physical disabilities (UNIISED Report 1999).
Govt. Service
• Sarva Shiksha Abhiyan (Hindi: सर्व शिक्षा
अशियान, lit. 'Education for all campaign'), or SSA, is
an Indian Government programme aimed at the
universalisation of Elementary education "in a time
bound manner", the 86th Amendment to
the Constitution of India making free and compulsory
education to children between the ages of 6 to 14
(estimated to be 206 million children in 2001)
a fundamental right (Article- 21A). The programme was
pioneered by former Indian Prime Minister Atal Bihari
Vajpayee. It aims to educate all children between the
ages 6 to 14 by 2010. However, the time limit has been
pushed forward indefinitely
