The document outlines Tennessee's new teacher evaluation system, which will rate teachers on a 1-5 scale. The rating is determined by 3 factors: 50% from qualitative observations in 4 domains, 35% from student growth measures like TVAAS scores, and 15% from other achievement measures chosen by the teacher. Observations will include both short and long observations for both professional and apprentice teachers. The TAP rubric was selected for qualitative evaluations due to its research base and training resources. All data will be compiled into an online evaluation system to determine the final teacher effectiveness rating.

Measures
To develop options for the 15% achievement portion of the teacher evaluation, the
Teacher Evaluation Advisory Committee (TEAC) recommended a menu of options for
State Board approval from which teachers may choose, in cooperation with their
administrator, for use in their evaluation. The chosen measures should reflect the
educator’s primary responsibility as directly as possible.
Measures are under review currently for appropriateness and scalability. Districts will
receive guidance for 2011-2012 on beginning on August 23.

7. Selection of the TAP Rubric for the
Tennessee Educator Acceleration Model
Research
– Over a decade of research and refinement, with large-scale implementations
– Research has shown positive correlation between TAP rubric ratings and student
growth.
– TN CRED survey results have been positive.
Resources
– TAP Training Portal with extensive videos and other instructional resources
– TAP has capacity to train all observers and evaluators; not train-the-trainer
– TAP able to administer certification tests for all observers
Meaningful, but Manageable
– Fewer indicators
– Less paperwork
