between President Andrew
Johnson and the Radical
Republicans had grown wide.

3. • The Radicals believed that the
Southern states were dragging
their heels in the Reconstruction
process and that Johnson was
allowing it to happen, including
encouraging states not to ratify
the 14 th Amendment.

4. • This was despite the presence
of carpetbaggers, Northerners
who went to the South trying
to profit on the tough times in
the South, and
scalawags, Southerners who
sided with the Republicans.

8. • Third, states were required to
allow eligible male
voters, including African
Americans, to vote in these
elections
• Fourth, those who had
supported the Confederacy
could not vote.

9. • Fifth, southern states had to
guarantee equal rights to all
citizens.
• Sixth, all states had to ratify
the 14 th Amendment in order to
be readmitted, which was the
only way it was approved.

11. • After President Johnson vetoed
this measure, and the
Radicals, led by Charles
Sumner and Thaddeus
Stevens, overrode it, they
decided that President Johnson
had worn out his welcome.
