The Sailor Career Toolbox identifies eleven online applications that Sailors need
to know:
1. Navy E-Learning (NEL)
• Delivers computer-based learning, designed to enhance professional and
personal growth. Courses may be completed in the connected
environment (provided by the internet) or in the disconnected environment
(provided by the shipboard NIAPS server). For more information, log in to

2. Navy Credentialing Opportunities Online (Navy COOL)
Navy COOL provides the ability to accomplish the following:
• Get information about civilian licensure and certification.
• Learn how to fill gaps between Navy training and experience and civilian
credentialing requirements.
• Discover resources that help gain civilian job credentials.
• Identify resources to fund credentialing exams, such as the Navy-funded
credentialing program, GI Bill, and DANTES. For more information, log in

3. United Services Military Apprenticeship Program (USMAP)
• USMAP is free, requires no off-duty hours and can use military
experience to grant up to one-half of required on-the-job training. For
example, Airframe Mechanic.
• Upon completion of the program, you become a registered apprentice
with the U.S. Department of Labor.

4. Sailor/Marine American Council on Education Registry Transcript (SMART)

3. • Documents college courses, degrees and certifications completed on
active duty through Tuition Assistance or the Navy College Program for
Afloat College Education (NCPACE), and all other college courses
completed at institutions accredited by a regional, national or
professional accrediting agency recommended by the U.S. Department
of Education.
• Provides recommended college credit for military occupational
experience and training.
• Recommendations are made by the American Council on Education
(ACE).

5. Sailor/Marine Online Academic Advisor (SMOLAA)
• Online tool that works in conjunction with SMART to help explore options

6. Electronic Service Record (ESR)
• Online version of the service record; replaces the paper service record
used in the past.

7. Electronic Training Jacket (ETJ)
• Provides a view of career information documented in Navy personnel
databases, such as training and education (including Navy E-Learning,

8. Official Military Personnel File (OMPF) and OMPF-My Record
• Consists of documents that reflect fitness for service, performance of
duties, and entitlements. OMPF - My Record (previously known as Web

print service record documents for personal and professional use. These
are the same documents reviewed by selection board members when
considering candidates for advancement and special programs.

11. Career Management System/Interactive Detailing (CMS/ID)
• Provides the ability to explore Navy job opportunities, identify career-
enhancing jobs that meet professional and personal goals, identify
specific skills and abilities required to perform the jobs desired, and

PTS/FLEET RIDE UPDATE
CVNs have experienced a backlog of Perform To Serve (PTS) applications to be
submitted stemming from insufficient bandwidth and cumbersome software
application requirements. PERS acknowledged problems, which will continue to
be addressed in a collaborative effort. Unanticipated data migration problem
caused unnecessary review of previously approved personnel. This was a one-
time anomaly and should not occur again. Late release of NAVADMIN 352/10
compounded the problems; however, it’s available now and should be
understood at all levels of the chain of command as the new ROE for PTS.
1. NAVADMIN 352/10 FR/PTS Highlights:
• Submit all E1-E6 Sailors with less than 14 years as early as 15 months,
but no later than 12 months prior to SEAOS.
• Special circumstances submitted regardless of EAOS, based on PRD,
OBLISERV for orders, SRB, etc.
• CO, XO and CMDCM will have access to command PTS reports in the
integrated PTS/Fleet Ride application. Reports show rack and stack
results and access to all command notification letters.
• Once OBLISERV is incurred for an approved PTS application, or a
period of 13 months passes since the quota was issued, the PTS quota
is considered expired and no longer valid. Once the quota is expired, the
Sailor will have to reapply.

5. • PTS quotas issued prior to 01 Oct 2009 are considered valid until 01 Mar
2011. Anything before that will need approval from the ECM.
• There is an entire page of when PTS approval is not necessary for
extensions based on MPM, NAVADMINS etc. Please review carefully.
• Algorithm update: Applicants will only be compared against other Sailors
in the same year group (used to be by zones) and a cumulative average
of the last 5 evals to include frocking, transfer, etc. are assigned to the
promotion recommendation. NOB evals must be included but will not be
factored into the Algorithm. The number of failures in the previous four

PAY/PERSONNEL UPDATE
A combined Pay and Personnel Services Delivery Symposium was held 25-28
Oct 2010 in Millington. Pay and personnel business process end-to-end
ownership is now directed by Undersecretary of the Navy, Robert O. Work, due
to a recognized fragmented organization and management of Navy Pay/Pers
policy, process and execution across multiple entities. CNIC has executed the
last of the planned EPA reductions of ~ 2115 billets (~500 billets per year) from
2008-2011 and has purchased 205 PS endstrength in POM-12 for O-CONUS
PASS and optimal manning reversals. Transformation and delivery of system
capability is acknowledged to be KEY prior to any future personnel cuts.
Specifically, the DoD System Defense Integrated Military Human Resources
System (DIHMRS) is an unfunded program and the Navy’s pay and personnel
Information Technology system (IT) initially designed to replace DIHMRS. The
Future Pay and Personnel System (FPPS) is now funded only to better design
requirements before pursuing an IT solution and is essentially a killed program.
Lastly, as E-Leave is now mandated ashore, there is a desire to roll-out this
capability afloat. NSIPS Web Afloat accounts must be established unique to
each platform. NSIPS web accounts established in boot camp will not work
when creating the Chain of Command/UIC tree required to approve E-Leave
afloat. Requisite PEO-EIS installed NSIPS software version 1.2.19 is needed
onboard each CVN in order to begin E-Leave afloat. CNAP is working with
USFF to release an NSIPS E-Leave afloat roll-out message. CNAP POC is

6. FOUR LOKO
Four Loko is a binge-drinker’s dream because the caffeine and other stimulants
allow a drinker to ingest larger volumes of alcohol without passing out. The four
main ingredients are caffeine, taurine, guarana and alcohol. Each 23.5 oz can
cost about $2.50, contains 2.82 ounces of alcohol, or 12 percent. A person will
have to drink almost six cans of Bud Light beer, or 67.2 ounces to get the same
amount of alcohol. The brand’s nine flavors — ranging from cranberry lemonade
to watermelon — often contain more than 60 grams of sugar and around 660
calories. Users of Four Loko have been hospitalized with alcohol poisoning. The
drink became popular with young drinkers over the past decade due to the
mixture staving off the sleepiness usually attributed to drinking alcoholic
beverages. Sailors need to be aware of the danger of this beverage.
SALTS (BATHSALTS)
Salt is a new alternative drug packaged and marketed as bath salts. The label
on the clear plastic jar reads: “Concentrated Bath Salts, for an invigorating,
energizing, and truly sensual experience.” The package states not for human
consumption. The substances which comprise “SALT” are currently unknown. It
is believed that the drug methylhexaneamine (AKA dimethylhexaneamine or
DMAA) might possibly be utilized in the chemical makeup. DMAA is frequently
marketed online as a legal substitute for cocaine.
NFAAS UPDATE
NAVADMIN 255/10 (DTG 41742Z AUG 10) outlines the objectives for influenza
vaccination. CNAF is currently 98% Influenza compliant as of 20 Dec 2010.
Commands or service members that have received the influenza vaccination
need to contact their NFAAS Commanding Officer Representative (COR) to
update the database.

IAMM UPDATE
New Business Rules for IAMM, Per NAVADMIN’s 332/333/334/10, include:
• Sailors will be exempt from a second IA tour for a three-year period upon
successful completion of any IA tour.

7. • Sailors must have an end of active obligated service (EAOS) at least 90
days beyond the estimated return from the IA.
• Sailors determined to be high-year tenure may volunteer for IA orders
provided that a minimum of four months transition exists between return
and mandatory separation date.
• Sailors who have submitted and have been approved for retirement may
volunteer for IA orders provided that a minimum of four months transition
exists between return and retirement date.
• Sailors must be E-3 or above at the time of administrative screening.
One of the CNO’s goals is to reduce the number of “non-core” individual
augmentations in the Middle East. Specifically, the enlisted IA requirements
received as “Any” will be reverted back to being a specific skill set requirement.
GSA UPDATE
GSA or (Global War on Terrorism Support Assignments) for enlisted personnel
has now been replaced by OSA or (Overseas Contingency Operations Support
Assignments). The goal of this change is to minimize the impact of IAs on fleet
readiness, remove complexity and improve family readiness. Here are a few of
the OSA changes taking place:
• No more PCS moves.
• Sailors who volunteer for an OSA will receive TEMADD orders.
• Upon completion of the OSA, Sailors will return to their current
commands for post-deployment screening, leave and subsequent
transfer to their next duty assignment.
• There will be no more purple/GSA type billets on CMS/ID.
• Sailors interested in applying for OSA billets will have to change their
preferences in CMS (this is done on the Special Programs section on the
Duty preference tab). Anyone interested in applying for an OSA billet
must have PTS approval and at least 13 months remaining until their
EAOS.
COMMAND IA COORDINATOR (CIAC). As of 29 Sep 2010, the PTS system
has merged with Fleet Rating Identification Engine (RIDE). Command Career
Counselors and CIACs should meet with IA Sailors and hold a Career
Development Board prior to deployment. CIACs should be the conduit for Sailor
career information as it relates to PTS to avoid unnecessary churn for returning
IA Sailors who may face separation due to inadequate or lack of PTS actions.
CIACs should ask the IA Sailor, “Do you have PTS approval in your current
zone? Will you need a PTS application during the IA assignment?” See
NAVADMIN 352/10 for new PTS/Fleet RIDE integration, policy, procedures and
points of contact.

POM-13 UPDATE
Fleet is taking a strategic pause in regards to POM-13. USFFC will promulgate
a strategy and a defined way ahead.
N121 Shore Installations/ CVNs
AMDs. Viewing an organization’s Activity Manpower Document (AMD) can be
done via the Total Micro Manpower Change Application (TMMCA) program. If
a command does not have access to the TMMCA program, it can easily be
accomplished by downloading the program from the BUPERS website. Once
the program has been installed, contact the CNAF N121 POCs for assistance.
TMMCA updates are conducted every last week of each month.
SMRD Schedule. The latest Shore Manpower Requirement Study (SMRD)
schedule was sent out to all commands last October. If a command has not
received a copy, please contact the N121 POCs for assistance.
CVN CAPSTONE/C5I Systems Upgrade. All CVNs going through RCOH or
DPIA will be receiving the new CVN CAPSTONE/C5I Systems upgrade. Over
134 NEC changes are associated with this new state of the art systems
upgrade. The latest CVNs to receive the upgrade were CVN 75 and CVN 71,
the next CVN to receive the upgrade will be CVN 68.
N122 CVW/Squadrons
AMD Change Requests. Per COMNAVAIRFORINST 1000.6, CNAF has a set
amount of Military Payroll Navy (MPN) that equates to billet authorizations. To
the maximum extent practicable, AMD change requests involving billet
authorizations must include direct compensation in the request, either from
within
the requesting activity or from within the Type Wing. Once a comprehensive
review of available assets and operational requirements have been conducted

9. and a determination made that the request warrants submission without
compensation, the Type Wing can forward the request to CNAF N12 as an
unfunded requirement (UFR). UFR requests must include a strong justification
and statement of operational impact. CNAF N12 will weigh these requests
against competing priorities and either reallocate the end-strength from within
CNAF’s claimancy or hold for submission as UFR in the Program Objective
Memorandum (POM) process. UFRs submitted via POM will only receive
funding if the requirement is of the highest operational necessity and will not be
available for two years. It is critical to submit UFRs for approval far in advance
to ensure authorizations are in place to meet operational requirements.
N123 Commercial Services Management
FRS/VX Admin Contractor Support. All administrative support requirements,
including Operations Admin and Central Technical Publications Librarian
(CTPL) duties, are now supported by contract. Technical Assistants (TAs) at
each squadron, appointed by the Commanding Officer, have been briefed on
contractor support requirements under a performance-based environment and
should be aware of contract requirements and do's and don’ts with regard to
contractor performance and situations that warrant overtime support by
contractor personnel.
Bi-weekly Conference Calls. Bi-weekly coordination meetings are held on
Tuesdays at 1100 PST with all Squadron and Wing personnel involved in
contractor support of line maintenance, plane captain duties, tool room control,
and administration support. The meeting is chaired by N123 and N422 and has
proven to be an excellent forum for keeping everyone abreast of current issues
facing TAs and Project Managers and resolution of contractor performance
questions.

validation (with support from the NAE CRT).
Respective Organizational AO and Readiness Manager will:
• Conduct a monthly PFOM export by the 5th day of each month.
• Remain in regular contact with TYCOM Personnel Readiness POCs
(N131) for training, support and action, as necessary.

Action:
In the event a P-Pillar's primary Capability/Mission Area (PRMAR: ASW,
AAW, MIW, etc) has a YELLOW or RED assessment in the score assigned:

Overview:
Where OPLAN readiness is affected or when unable to accomplish assigned
tasking in a major warfare area, unit commanders shall enter comments
under the appropriate Pillar's comments section. The following needs to be
included:
• Include a brief statement of the issue causing the degradation in
readiness.
• Briefly state the impact the issue is having.
• State the corrective action being taken as well as the expected date of
completion or the required assistance if it is needed.
• State the status of the implemented fix.
Changes in the P-Pillar data may occur daily or hourly and do not necessarily
constitute a requirement for submitting a new readiness assessment.

RESERVE BAH UPDATE
Back to Back Orders Reference: JFTR, Vol. 1, Chapter 10, U10428 A.
Active Duty Tour begins 06 Jan 2006 or later. An RC member called/ordered to
active duty for 30 or fewer days is authorized the RC rate (BAH-RC), except for

12. contingency operations as provided in par. U10428- B. Effective 06 Jan 2006,
a member called/ordered to active duty for more than 30 days, except a
member without-dependent during initial entry training, is authorized BAH/OHA.
An RC member initially on a tour of 30 or fewer days who receives an order
modification or assignment extension with a prospective (new) active duty
period of more than 30 days, receives BAH/OHA on the modification date. Do
not add periods of active duty previously served to obtain the more than 30-day
requirement (Tables U10E-16 and U10E-17 and par. U10428-D). What does
this mean? When two sets of orders are issued, they are considered separate
periods of active duty and cannot be combined to meet the 30-day requirement.
RESERVE ENLISTED AND OFFICER RECRUITING BONUS
The most recent recruiting incentive messages, NAVADMIN 294/10 for enlisted
and NAVADMIN 322/10 for officers, have been released. The messages
outline the basic qualifications for affiliation and accession incentives for new
SELRES members.
For enlisted, bonuses of up to $20,000 are available for qualifying skills. For
officers, lump sum bonuses of up to $10,000 are available for qualifying
designators.

INTERIM PERFORMANCE MANAGEMENT SYSTEM FOR GS
EMPLOYEES
The GS Interim Performance Management System (IPMS) period is effective
15 Aug 2010 – 30 Sep 2011. Fiscal Year 2011 Performance Plans are
mandatory for all federal civilian employees and were due (signed/dated by RO

13. and SRO) on 01 Nov 2010. Staff training and distribution of guidance and plan
format will be offered on a departmental level by N1C. Department of Navy’s
(DON) final Interim Guidance for the IPMS and a joint Fleet instruction for IPMS
procedures have been completed and issued.
CNAP CIVILIAN GROWTH HIRING FREEZE
Effective 18 Oct 2010, a civilian growth hiring freeze was imposed on all
requests for growth positions for either civil service or contracted personnel.
Routine actions which will be considered include the following: Reassignments,
promotions, straight-backfills, and existing contract renewals. Case-by-case
exemptions will be considered in order to sustain operations.
NSPS PERFORMANCE RATINGS/BONUS AWARDS
NSPS Performance Appraisals are currently being finalized by the Pay Pool
Manager/Performance Review Authority (PPM/PRA). Final ratings and
Performance Bonus Awards will be effective 02 Jan 2011 and paid out 21 Jan
2011.
