What is it?
• a working aid on common outcome
indicators in VSD with the aim to:
• support COOF and project implementers in
their programme management and reporting
• strengthen result orientation across SDC
• promote learning across SDC
• enable SDC to better report outcome internally
(divisions, management) and externally
(parliament, taxpayers)
• Foster alignment and harmonization

Why did we develop a COI working
aid?
• bottom up idea developed at the F2F 2011
• good example from PSD community (DCED
standard)
• similar endeavours within SECO and other
organisations and themes
• improved public reporting on education in
general using COI
• Top down support
• COI is a top management request in the
aftermath of the VSD portfolio evaluation

Definition: Gainful employment is defined as the sustained self- or
wage employment of the participants of VSD and/ or employment-
promotion programmes.
Common Indicators:
• No. of participants in employment
• No. of participants earning a net additional cash and/or in kind
income above a pre-defined and widely accepted national or
regional minimum level/threshold
• Return on investment: average numbers of months the
participants have to be gainfully employed to generate the initial
investment by the programme into their empowerment/ training.

Definition: change of the TVET- and/or labour market system
measured by the contribution of the project or programme to
selected areas of intervention and assessed by estimations of
persons and organisations involved in the programme.
Common Indicators:
Assessment of the contribution of the project or programme to the
following areas of intervention (only a selection is shown!):
• Legal framework
• Capacity development of Ministries, public administrations
• Decentralisation, centralisation and structural reform
• Cooperation with the private sector
• National qualification framework

Relevance of
Training
Definition: Relevance of training is defined as the extent to which
the training has taught the competencies, skills and attitudes which
are demanded by the labour market.
Common Indicators:
• Students pass exams (graduation, in % of trained people)
• Applicability and relevance of the competencies, skills and
attitudes learned in their job from the graduates’ perspective
• Skills, competencies and attitudes of the graduates are
assessed as adequate and relevant by the employers or
customers (for self-employed) respectively

Outreach/Scale
Definition:Outreach/Scale is defined
• number of the target group (trainees, trainers, institutions)
reached by a project or programme compared to the total target
group on regional and on national level (output level)
• extent to which replication and scaling-up take place (outcome
level).
Common Indicators:
• Students pass exams (graduation, in % of trained people)
• Applicability and relevance of the competencies, skills and
attitudes learned in their job from the graduates’ perspective
• Skills, competencies and attitudes of the graduates are
assessed as adequate and relevant by the employers or
customers (for self-employed) respectively

Status and how we will go on
• working aid: invitation to be used and
improve your M&E system but no official
guideline so far
• Alignment is very important!
• COI are currently applied for SDCs impact
monitoring regarding the “Botschaft
2013-2016”
• Finalisation of the instrument by the end of
this year. No further testing foreseen.
