3. THE HISTORY OF SUPERFUND

where the polluter was unknown until 1994 when the Republican controlled
Congress caved to corporate pressure and discontinued the Superfund tax.
๏ By 2003 the $3.8 billion that had remained in the fund had dried up.
๏ The E.P.A. now relies on $1.2 billion in tax dollars annually to keep up fund.
๏ The American Recovery and Reinvestment Act of 2009 will provide the
E.P.A. with $600 million in funding to accelerate ongoing cleanup activities
and initiate new construction projects at 51 Superfund sites.
6. BEHR DAYTON THERMAL SYSTEM VOC PLUME
Site Description:
The Site includes contamination
from current or former operations at
the facilities located 2 miles north of
downtown Dayton, Ohio.
Site Responsibility:
Four parties have been identified;
Chrysler, LLC; Behr Dayton
Thermal Systems; Aramark Uniform
Services; Gem City Chemicals,
Inc.
Threats and Contaminants:
Groundwater is contaminated along
with the air in some nearby
residences.
7. LAMMERS BARREL FACTORY, BEAVERCREEK
Site Description:
The Lammers Barrel property, now vacant,
is approximately two acres in size, located
in Beavercreek, Ohio and is bisected by the
Little Beaver Creek, which flows through
the site.
Site Responsibility:
This site is being addressed through
federal, state, and potentially responsible
party (PRP) actions.
Threats and Contaminants:
Contaminants include several volatile
organic compounds (VOCs), all of which
exceed federal drinking water standards in
residential wells. Soil on-site is also
contaminated with VOCs and heavy metals
such as lead.
8. THE MOUND, MIAMISBURG
Site Description:
The U.S. Department of Energy's
(DOE) Mound Plant (Mound) is
located in Miamisburg, Ohio, about
ten miles southwest of Dayton,
Ohio.
Site Responsibility:
This site is being addressed by the
US Department of Energy, with US
EPA and Ohio EPA support.
Threats and Contaminants:
Contamination includes the soil, as
well as the Buried Valley Aquifer, a
sole source drinking water aquifer.
9. NEW CARLISLE LANDFILL
Site Description:
The New Carlisle Landfill is located
1.5 miles south of city of New
Carlisle in Clark County, Ohio.
Site Responsibility:
This site is being addressed through
federal, state, and potentially
responsible parties' actions.
Threats and Contaminants:
The groundwater is contaminated
with VOCs and could potentially
migrate and affect approximately 15
residential wells within one-half mile
radius of the landfill.
10. NORTH SANITARY LANDFILL, DAYTON
Site Description:
Site occupies almost 102 acres in Dayton
and intersects the water table. Some of the
disposed waste included used oils, solvents,
scrap paint, lampblack, electrical
transformers, brake grindings containing
asbestos, and sewage. Numerous fires have
occurred at the site, both during active
disposal operations and after it closed.
Site Responsibility:
The responsible parties are conducting
studies and the OEPA and USEPA are
working together to oversee clean up.
Threats and Contaminants:
Groundwater and soil at the site are
contaminated with volatile organic
compounds (VOCs), also with heavy metals,
such as lead, mercury, cadmium, and
cyanide; and polychlorinated biphenyls
(PCBs).
11. POWELL ROAD LANDFILL SANITARY LANDFILL CO.
Site Description:
Former gravel pit that was converted into
a landfill in 1959, and operated until
1984. The current owner is Waste
Management of North America, Inc.
Site Responsibility:
The site is being addressed through
federal, state and potentially responsible
parties actions.
Threats and Contaminants:
Landfill gases are contaminated with
methane and volatile organic compounds
(VOCs), as are the shallow and primary
aquifers adjacent to the landfill. Some
nearby private wells are also
contaminated.
Site Description:
The 36-acre Cardington Road
Landfill Site (also known as the
Sanitary Landfill Superfund Site)
is a former solid waste landfill
located approximately one mile
south of the City of Dayton,
About 125,000 people draw
drinking water from wells
located within 3 miles of the site.

Groundwater and soil is
contaminated with solvents and
heavy metals including
chromium, copper, cadmium,
and lead.
