WE KNOW HOW BAD IT IS FOR THE PRESS...
- FOR EVERY $1 GAINED IN DIGITAL REVENUE, $16 IS LOST IN PAPER (PEW)
- MY FAVOURITE PAPER GUARDIAN LOST $70M (ON REV OF $300M) 2012..
WITH 4,591,357 READING GLOBALLY ON THE OPEN WEB.
IT’S GAINING “REACH”...BUT LOSING CASH.
IN SCOTLAND...
- SUNDAY HERALD: Between December 2011 and December 2013, it dropped from
28,800 to 24,900. At that rate... 000.0 in mid 2020’s (and gone before then)

WILL PURELY COMMERCIAL MODELS GUARANTEE A
DIVERSE AND FREE PRESS IN SCOTLAND? NO.
DO WE REGARD A DIVERSE AND FREE PRESS AS
NECESSARY TO THE FUNCTIONING OF DEMOCRACY?
YES.
IS AN VOLUNTEER ARMY OF CITIZEN BLOGGERS GOING
TO FILL THE GAP? NOT ON THEIR OWN.
BUT...

LIKE EDUCATION, OR HEALTH, OR THE ARTS, SHOULD
WE REGARD JOURNALISM AS “A PUBLIC
GOOD”?
IF SO, DOES JOURNALISM “NEED AN INSTITUTIONAL
STRUCTURE THAT COMPORTS WITH ITS NATURE AS A
PUBLIC GOOD”(ROBERT MCCHESNEY)
STRUCTURE HAS TO BE MORE PLURALTHAN A BBC OR
ITN...BUT UNDER OPEN WEB, HOW? WHAT?

7. Media Under Indy/Pat Kane
WHAT COULD A SCOTTISH STATE DO?
CITIZENSHIP NEWS VOUCHERS (MCCHESNEY)
PUBLIC/DELIBERATIVE FUND FOR JOURNALISM (HIND)
TAX BREAKS FOR NEWS FOUNDATIONS/NON-PROFITS
DIRECT PUBLICATION SUBSIDY (LIKE FRANCE, SCANDINAVIA)
McCluskey Report not best precedent for Scottish media
regulation...But we should investigate existing practice/poss
schemes. A “Media Commission” after a YES vote

“The migration of cultural content online goes on unabated.... The battle over
copyright and IP under IP rights, monetisation of the net and the tension between content creators and
