Gartner's Pace-Layered Application Strategy is a new methodology for categorizing, selecting, managing and governing applications to support business change, differentiation and innovation. Its visual display is an excellent way of communicating what is different about imperatives for investment in IT for major business strategies. It also highlights the changes to governance that need to occur when a business strategy is radically different than operations of the past. It is ideally suited to thinking about the sometimes-complementary but inevitably conflicting applications investment approaches faced by integrated delivery systems in 2012.
To optimize the health system's ability to respond quickly to different environmental situations, organizations can layer their structures and processes to focus on how to respond at a pace appropriate to the situation, balancing agility and flexibility with operational efficiency needs.
Gartner's Pace-Layered Application Strategy helps organizations segment their IT efforts to ensure that the demands from the business for differentiation and innovation are exposed. However, the system of record is the foundation that these higher-level systems rely on. It is intended to allow for different rates of change, depending on the type of application, providing slow change and high control for some, while a more agile and experimental approach for others. To get the whole benefit, health systems need a differentiated management and governance process that reflects how applications are used and their rate of change. Managing the interdependencies of process and data across application layers requires critical connective technology.
