• Ministry of Power sanctioned following PMDP distribution projects in Nov 2016:
• Subsequently, additional funds were sanctioned in Jun 21/ Aug 21 for completion of balance sanctioned work:

PIAs to expedite the works for
additionally sanctioned projects and
advised that the material for the
projects may be mobilized by PIAs on
the identified land for which the land
allotment has not been done formally by
the UT of J&K.

KPDCL:
• Major material like poles conductor, cable DTs are available and erection works are going
on. At present, KPDCL has achieved progress of around 6 % and It is expected that
substantial progress shall be achieved in October and November 2022. 90% Pole errection
has been completed
• Further Civil works are in full swing at 3 Nos 33/11kV Receiving Stations being
constructed by KPDCL. Expected completion by Dec-22
RECPDCL:
• 30-40% of the material has been mobilized for PMDP(U) – Addl. Scheme including Power
Transformers for the allotted lands.
• 2 Nos. of lands out of 5 Nos. of lands for construction of New 33/11 KV S/s has been
handed over in Jammu circle. Further, JPDCL has instructed to augment the capacity of Ex.
33/11 kV S/s instead of construction of the balance 3 Nos. of New 33/11 kV S/s.
• 3 Nos. lands out of 4 Nos. lands for construction of New 33/11 kV S/s is allotted in
Srinagar circle. 1 No. Land is under Court stay.
POWERGRID:
• Work under progress at all 9 new substations & 12/16 Augmentation substations. 8335
poles have been erected and 36kM stringing done in 185 villages. DT installation and
LT/HT stringing under progress in villages. Materials being delivered and erected.
• Issue raised by PGCIL : JPDCL has informed that it will not bear the state share of 3.5% PIA
charges. No PIA charges has been received for Addl PMDP works till date. CEA has already
sent letter dated 28.07.2022 to J&K and Ladakh for the release of PIA state share charges
JPDCL response is still awaited.

billing and collection efficiency of installed meters in J&K

Billing & collection efficiency increased to ~31% (Jammu) and
~13% (Kashmir) for billing months of July-2022 vs. July-2021 for
No. of consumers 18,302 (Jammu) & 11,828 (Srinagar)

CEO (RECPDCL) to prioritize the smart meter installation of
Lot A meters (3 lakh) in Kashmir region before November
2022, owing to the upcoming winter season.

Smart Meters supply will be increased from Sept-22 in Kashmir
region as compared to Jammu region to expedite installation of
Smart Meters in Kashmir.

Development of prepaid functionality for the installed
meters and integration with the new MDM system and
necessary testing to be completed by 30th of Aug-22.

1) System Integration Testing (SIT) between CCB & MDM systems
is in progress and expected to be completed by 30.09.2022.
2) After successful completion of SIT, the deployment and
integrations will be shifted to UAT. Further, UAT will be conducted
between 01.10.2022 to 07.10.2022.

over to RECPDCL. Remaining 3 No. Land at RS Pura(Barnota), Roopnagar
& Bhatindi(Sunjwan) are yet to be handed over.
KASHMIR RECPDCL
 Land has been identified for all proposed 4 New substations in Srinagar
Circle under PMDP(U) where RECPDCL is PIA. Further, KPDCL has
instructed to take up the works at 4 Nos. identified locations for new
33/11 kV S/s. However, 1 land at Tengpora is under Court stay ( District
court ).

Comparison of state share release(2/2)
As can be seen from above table of Fund Status for the Month of Dec-21 and September-22
a. State-share released amount for PGCIL has gone up from Rs. 13.05 cr (34%) in Dec-21 to Rs. 29.54 cr (77%) in
July 2022. However, there is no change in the month of September 2022.
b. State-share released amount for RECPDCL has gone up from Rs. 0 cr (0%) in Dec-21 to Rs. 8.49 (68%) in July 22
for PMDP (New Technology). However, there is no change in the month of September 2022.

  • 2. • Ministry of Power sanctioned following PMDP distribution projects in Nov 2016: • Subsequently, additional funds were sanctioned in Jun 21/ Aug 21 for completion of balance sanctioned work: PMDP-2015- Introduction Project Initial Sanction amount ( Rs in Cr) Urban Distribution Strengthening Projects Rs.1144.59 Crore Rural Distribution Strengthening Projects Rs.1157.75 Crore New Technology Projects Rs. 267.80 Crores Total Cost Rs 2570.14 Crores Project Additional Sanction amount Urban Distribution Strengthening Projects Rs.486.81 Crore Rural Distribution Strengthening Projects Rs.565.87 Crore New Technology works PIA charges Rs. 15.72 Crore Total Cost of Additional works Rs 1068.40 Crores
  • 3. S N Action Point Responsibility Action Taken 1 PIAs to expedite the works for additionally sanctioned projects and advised that the material for the projects may be mobilized by PIAs on the identified land for which the land allotment has not been done formally by the UT of J&K. All PIAs KPDCL: • Major material like poles conductor, cable DTs are available and erection works are going on. At present, KPDCL has achieved progress of around 6 % and It is expected that substantial progress shall be achieved in October and November 2022. 90% Pole errection has been completed • Further Civil works are in full swing at 3 Nos 33/11kV Receiving Stations being constructed by KPDCL. Expected completion by Dec-22 RECPDCL: • 30-40% of the material has been mobilized for PMDP(U) – Addl. Scheme including Power Transformers for the allotted lands. • 2 Nos. of lands out of 5 Nos. of lands for construction of New 33/11 KV S/s has been handed over in Jammu circle. Further, JPDCL has instructed to augment the capacity of Ex. 33/11 kV S/s instead of construction of the balance 3 Nos. of New 33/11 kV S/s. • 3 Nos. lands out of 4 Nos. lands for construction of New 33/11 kV S/s is allotted in Srinagar circle. 1 No. Land is under Court stay. POWERGRID: • Work under progress at all 9 new substations & 12/16 Augmentation substations. 8335 poles have been erected and 36kM stringing done in 185 villages. DT installation and LT/HT stringing under progress in villages. Materials being delivered and erected. • Issue raised by PGCIL : JPDCL has informed that it will not bear the state share of 3.5% PIA charges. No PIA charges has been received for Addl PMDP works till date. CEA has already sent letter dated 28.07.2022 to J&K and Ladakh for the release of PIA state share charges JPDCL response is still awaited. 2 PS (Energy, J&K) to expedite the pending land allotment of 5 substations to PIAs including the sub-station of Roopnagar in Jammu region. J&K J&K to respond Action taken from Last meeting- 18.08.2022

S N Action Point Responsibility Action Taken 3 PS (energy), J&K to expedite the release of state share of around Rs.4 Cr pending against ongoing New Technology (smart metering) projects to RECPDCL so that the matching central share can be released by MoP. J&K The State Share of Rs. 3.25 Cr. is approved by UT of J&K and is under remittance against the ongoing New Technology (Smart Metering) projects to RECPDCL. 4 CEO (RECPDCL) to provide the data regarding details of billing and collection efficiency of installed meters in J&K to MoP RECPDCL Billing & collection efficiency increased to ~31% (Jammu) and ~13% (Kashmir) for billing months of July-2022 vs. July-2021 for No. of consumers 18,302 (Jammu) & 11,828 (Srinagar) 5 CEO (RECPDCL) to prioritize the smart meter installation of Lot A meters (3 lakh) in Kashmir region before November 2022, owing to the upcoming winter season. RECPDCL Smart Meters supply will be increased from Sept-22 in Kashmir region as compared to Jammu region to expedite installation of Smart Meters in Kashmir. 6 Development of prepaid functionality for the installed meters and integration with the new MDM system and necessary testing to be completed by 30th of Aug-22. RECPDCL 1) System Integration Testing (SIT) between CCB & MDM systems is in progress and expected to be completed by 30.09.2022. 2) After successful completion of SIT, the deployment and integrations will be shifted to UAT.
