- This is the new Defense Information Systems Agency (DISA) Headquarters which will be completed on Fort Meade by the summer of 2011. The first employees will move in the new building in October of 2010. See the DISA slide in the briefing for more information.
- Taxpayers fund the BRAC Offices in Howard County and Anne Arundel County. Use our services! The pieces of the puzzle represent the complexity and interactive qualities of growth, BRAC or otherwise! The building drawing on the right is the new Defense Media Agency Headquarters. See the slide in this briefing for more information.
- Usually BRAC has a very negative connotation to Defense Communities. In the past it has been associated with base closings. This is not the case in Maryland today. Thanks to the work of “Team Maryland,” 5 installations are gaining jobs from the 2005 BRAC. They are: Aberdeen Proving Ground Fort George G. Meade Bethesda Naval Medical Center Andrews Air Force Base Fort Detrick
- What can we say about numbers? They all begin with facts and/or assumptions! Let us walk through this slide starting at the top and reading from left to right. Definitions: Direct jobs: Jobs on Fort Meade Indirect jobs: Jobs in support of Fort Meade, located off the installation; Defense contractor Induced jobs: Jobs created by Fort Meade growth. More teachers or retail job Growth Component : An organization on Fort Meade and growing or one moving to Fort Meade Current Jobs on Fort Meade: This includes military, civil service and contractors BRAC : Three agencies coming to Fort Meade by Sept 2011; DISA, DMA and Adjudication National Security Agency Growth : The NSA workforce is growing, 4,000 is a conservative number! Enhanced Use Lease (EUL): Government leases land to a private developer. According to the Environmental Impact Statement, up to 2,000,000 square feet would be constructed on Fort Meade for up to 10,000 employees, mostly contractors. After three years, this number looks to be a little aggressive, but remains our planning assumption. Cyber Command: No official announcement that they are coming to Fort Meade. It is a very strong planning assumption. The only number we have heard, came from Senator Mikulski and she said that it would bring 15,000 new jobs to Maryland. We do not know what the number break-out is, so we have made a planning assumption. If you have questions about these numbers or have access to better information, give us a call!
- The Fort Meade Regional Growth Management Committee is over 3 years old. The objective is to bring together the major regional stakeholders in order to more effectively identify the impacts and opportunities brought by Fort Meade growth. Bob Leib (410-222-1227) and Kent Menser (410-313-6521) are in DOD supported positions that help guide this organization.
- DISA is the largest of the three BRAC Agencies moving to Fort Meade by September of 2011.
- Defense Media Agency is the second BRAC Agency moving to Fort Meade.
- Adjudication Co-location is the third BRAC organization moving to Fort Meade.
- There is very little Federal, State or Local dollars available to meet the increased infrastructure requirements driven by Fort Meade growth. This drives the need for Transportation Demand Management (TMD). Basically we need to get more people in less vehicles. Today, over 35,000 cars a day enter and then depart Fort Meade. The average ridership is 1.09 persons per vehicle! If we do nothing during this growth period, the number of cars could jump from 35,000 to over 60,000 and that number will not be able to get on. TMD is the only option. The graph above illustrates how the time to drive through the 5 mile Meade Coordination Zone will steadily increase if no TMD goals are set for installation agencies. Blue: No change in policy, traffic just builds Violet: Implementation of Telework goals Yellow: Telework goals and mass transit initiatives Coral: Telework goals, mass transit initiatives and expanded peak arrival and departure times
- The core concept of the BBI is to document the Fort Meade Region defense contracting environment so that the conditions that define it are more transparent to the small and minority businesses that must function within it. This objective will be accomplished by tracking and documenting the actions of 20 small and minority businesses over a one year period (Jul 2009 to Jul 2010). These companies represent a cross-section of businesses in the RGMC, as they traverse the Fort Meade Region contracting environment. The results of this action will be continuously reported as they develop, and in formal In Progress Reviews (IPR), held every 6 weeks, for members of the BBI and the general public.
- Ok, what does the Matterhorn have to do with Defense Contracting? Here is the analogy. This is a beautiful picture and makes for a great conversation, but it is an entirely different matter to have to traverse the terrain!
- One of the primary objectives of executing the BBI is to identify and document the Defense Contracting “terrain” in the Fort Meade Region. 20 Test Companies are progressing through 5 TRACKS in order to accomplish this mission. Ideally, at the end of a one year period (July 2009 to July 2010) small and minority businesses will have more facts, less anecdotes and more transparency into Defense Contracting environment and therefore produce more effective business plans.
- Transparency leads small and minority businesses to the best route through the Defense Contracting terrain! Ok, we know that Defense Contracting will never be quite this tranquil!
- BBI Networking Group : This is a structured Networking Organization that currently consists of over 400 companies. Each member must submit contact information, a capabilities statement and the three products/services they buy and/or sell. This information goes into a data base that each member will be access. Members are required to respond to communications from other members. Additionally, members will be furnished with Fort Meade growth information, relevant consulting and meeting rooms, as appropriate. The goals are simply to encourage members to do business, partner and exchange information with each other.
