activities. Community concentration.
 Located at the Kenyan coast, east south of Nairobi
 East south of the capital, boarders the Indian ocean to the south
 Lamu has seven administrative divisions
 Amu
 Hindi
 Kiunga
 Faza
 Witu
 Mpeketoni
 Kizingitini
 Aproximately 100,000peopleare inhabitants of the county
 Over 65% of the inhabitants are non indigineous (kikuyus,
kambas, somalis, kisii, luos)
 35% arethe indigenous dominated by the Bajunis, wattas,
wasanye,wajoli,wabonipokomo and giriamas
 50% of entire county population leave in mpeketoni division
 This are dominated by the Kikuyu community doing farming and
other economic activities
 Main economic activity is farming
UnderstandPolitical diversity andaffiliations
Politics in the county plays a big role in the day to day activities of the inhabitants,
the political leadership is considered the epicenter of all the happenings in the
county. The nature of the politics in the county is reduced to pro indigenous
interest and pro (perceived) IDPS. Successivegovernments thathavefailed to
address the issues raised by the locals havealways struggled to have their
support. Currently;
 Lamu county has two constituency lamu west and lamu east
 Lamu westMP is Julius Ndegwa Kariukiof KNC
 Lamu east MP is Sharif athman ali
 Senator Lamu is Abu Chiaba,women rep shakilla Abdalla Mohamed(CORD)
 Governor Issa Timamy and hid deputy Eric Mugo
 Indigenous minority arepro opposition(CORD)
 Majority settlers(outsiders) are pro government(JUBILEE)

 The location of the county is proximal to boni forestthe extends
northwards to southern Somalia

 If perceived foreigners were subscribing to same religion believe as
locals ,it could help but they are on the contrary
 Forestcover that dominates the county
 The county is heavily surrounded by forestfor example the Pandaguo
that extends northward to join Boni that extends through Ijara in to
Somalia
 Proximity to Indian Ocean
 The county borders the Indian Ocean opening up its vulnerability of
being attacked from the sea, the sea also offers an excellent escape
route for attackers.
 Recently discovered oil
 Compensation is due to be made on owners of land surrounding the
areas to be explored. This creates scramblefor the areas due to
previously unknown owners of thelands emerging.
 Major economic projects (standard railway and Lapset)
 The LAPSET is meant to improve the economic status of the county
that is in terms of all the components that it entails, the railway, oil
pipeline, and the airport. If all this projects are successfully
implemented as projected then that can only mean economic
sustainability of the inhabitants, the locals are afraid that they may
not be part of the beneficiaries if the current trend of settlement
goes on.
Probable cause of the attacks
 Land resourceconflict
 Indigenous vs perceived foreigners –locals have a feeling that they
have been overlooked and special consideration has been done on
other communities that don’t originate there
 AS capitalizing on matters arising fromresourcebased conflict
 The AS capitalizing on the differences arising fromland conflicts,
religion (has promised to offer supportto their ‘brothers’),political
differences.(they help that it may offer to their brotherhood in faith
include, terror training, weapons and other need support.)
 Political affiliations
 Their affiliations are dependent on pro indigenous inhabitants and
pro perceived foreigners. Indigenous havealways found themselves
in opposition becausethe successivegovernments havenever
addressed their interest.
 Recently discovered oil
 Forthcoming disputes on compensation and employment of locals
 Scrambleto become beneficiary of major project (LAPSET )
 Compensation and employment on the projects
Effects of the attack
 Loss of life and property
 Currently over 100 lives lost and it continues, millions worth of
property lost with no foreseeable compensation.
 Destabilized peace
 The inhabitants have lost the faith in integration with all
communities on board, day to day business has been reduced to
leaving in fear indoors. Evenings arereceived in low tones.
 Disenfranchiselamu fromthe rest of the country
 Lamu has been isolated as the mostdangerous county in the country,
this has alienated the inhabitants in all spheres e.g. seeking jobs in
other counties and seeking refuge anywhereelse has been a
problem.
 Economic strains(occasioned by closed banks)
 This has been occasioned by interruptions of business and damaged
business properties
 Crippled education development
 supplies to schools have stalled since the attacks as they closed down
 Community in panic and fear mode
 Nobody trustthe other anymore,as evrybody tries to surviveon
there own.
Assessment (remedies of the attacks)
 Mpeketoni killings and other waves of insecurity along the coastillustrates
a country that is at war with itself and stands no chance against external
aggression.
 The blame game developed by both the governmentand the opposition
only offers the terror groups and gangs an opportuneplatform to plan and
stage more attacks.
 Accusation and counter accusation witnessed of members of parliament in
regards to security responsibilities, lapses and other factors only fuels
public anger and disappointments to the directly affected.
 The ongoing unrestat the county is likely to spread to other parts of the
country owing to the loyalty positions adopted by members of parliament
who have publically claimed their communities are the targets in the
conflicts
 Perceived threatened communities are likely to retaliate and likely among
the areas that may erupt in to chaos include Naivasha, Molo, kibera, Njoro
Eldoret, kisumu and Narok.
Recommendations
 Address perceived historical injustices on land resourceat the county.
 Political leaders to take responsibility of uneven statements they make.
 Governmentto evenly develop the Nation and offer equal to all citizens
 Make substantialinvestment in Intelligence. (training, collection)
 Proper distribution of security personnel
Conclusions
Time is of great essence for any positiveachievement to be attained. Personal
Security and safety of all citizens of this republic is fundamental and basic. All
inhabitants should be subjected to sametreatment by the government or they
will feel alienated and resolveto rebel or employ unwisestrategy to seek
attention and sympathy fromother citizens or even foreign organization with
terror affiliates. And this can have far reaching and irreversibleconsequences.
