There are 25 authorities and responsibilities specifically listed in the Command Master Chief
(CMC) Program instruction (OPNAVINST 1306.2F) that CMCs must do and 69 programs directly
supported by the CMC.
Listed in OPNAVINST 1306.2F are the following that CMCs must do on their watch:
(1) Actively involve in all operational aspects of the command (OPNAVINST 1306.2F
enl(2)para2)
(2) Other programs as directed by the commander or CO (OPNAVINST 1306.2F encl(2)para2)
(3) Provide leadership to enlisted force (OPNAVINST 1306.2F para1.1 & 4.1)
(4) Advise in dissemination and promotion of command policy and on enlisted matters that
support mission accomplishment (OPNAVINST 1306.2F para1.1 & 4.1)
(5) Uphold and enforce highest standards of professionalism and integrity (OPNAVINST 1306.2F
para1.1)
(6) Enhance active communications at all levels (OPNAVINST 1306.2F para1.1)
(7) Advise and provide input in formulation, implementation and execution of policies concerning
morale, welfare, job satisfaction, discipline, utilization, family support, and training of enlisted Sailors
(OPNAVINST 1306.2F para1.2)
(8) Provididing input and advice in matters affecting mission and operations (OPNAVINST
1306.2F para1.2)
(9) Developing Sailors and enforcing Standars (OPNAVINST 1306.2F para4.1)
(10) Remain responsive, aligned and well-connected to both leadership and Sailors (OPNAVINST
1306.2F para4.1)
(11) Conduct themselves in a consistently professional, ethical, and traditional manner
(OPNAVINST 1306.2F para4.1)
(12) Must set the tone for the command through active involvement in the professional and
personal development of Sailors.(OPNAVINST 1306.2F enl(2)para2)
(13) Provide solicited and unsolicited advice and deckplate perspectives to the Chain of Command
as well as to their respective Fleet, Force and ISIC Command Master Chiefs. (OPNAVINST

(14) Demonstrate institutional and technical expertise and hold the Chief Petty Officer Mess to the
same high standards of professional excellence. (OPNAVINST 1306.2F enl(2)para2)
(15) Actively teach, uphold and enforce standards.(OPNAVINST 1306.2F enl(2)para2)
(16) Provide leadership to enlisted Sailors and assist in the growth and development of junior
officers. (OPNAVINST 1306.2F enl(2)para2)
(17) Provide sound guidance to junior officers and advice to command leadership.(OPNAVINST

(18) Promote the internalization of the Navy Ethos and Navy Core Values in all Sailors. Inspire
and motivate CPO messes to embrace and teach MVGP. (OPNAVINST 1306.2F enl(2)para2)
(19) Assist Commanders and Commanding Officers in all matters pertaining to welfare, health, job
satisfaction, morale, utilization, and training of Sailors in order to promote traditional standards of
good order and discipline.(OPNAVINST 1306.2F enl(2)para2)
(20) Advise Commanders and Commanding Officer on formulation and implementation of
changes in policy pertaining to enlisted personnel.(OPNAVINST 1306.2F encl(2)para2)
(21) Actively promote and ensure ceremonies honoring command Sailors and/or related to
heritage and tradition are embraced and executed.(OPNAVINST 1306.2F encl(2)para2)
(22) Ensure heritage and tradition are key components of training plans and Sailor development
efforts. (OPNAVINST 1306.2F encl(2)para2)
(23) Acitively lead, develop and focus the CPO Mess on the development of character,
pride and professionalism in Sailors.(OPNAVINST 1306.2F encl(2)para2)
(24) Ensure basic and traditional communication practices (Sailor-led GMT; Quarters for Muster,
Instruction and Inspection) are executed within the command.(OPNAVINST 1306.2F encl(2)para2)
(25) Actively communicate with and support Navy family members.(OPNAVINST 1306.2F encl(2)
para2)

MALLO SUBJECT: WHAT CMCs DO AND PROGRAMS THEY SUPPORT DATE: 11 OCT 2011 There are 25 authorities and responsibilities specifically listed in the Command Master Chief (CMC) Program instruction (OPNAVINST 1306.2F) that CMCs must do and 69 programs directly supported by the CMC. Listed in OPNAVINST 1306.2F are the following that CMCs must do on their watch: (1) Actively involve in all operational aspects of the command (OPNAVINST 1306.2F enl(2)para2) (2) Other programs as directed by the commander or CO (OPNAVINST 1306.2F encl(2)para2) (3) Provide leadership to enlisted force (OPNAVINST 1306.2F para1.1 & 4.1) (4) Advise in dissemination and promotion of command policy and on enlisted matters that support mission accomplishment (OPNAVINST 1306.2F para1.1 & 4.1) (5) Uphold and enforce highest standards of professionalism and integrity (OPNAVINST 1306.2F para1.1) (6) Enhance active communications at all levels (OPNAVINST 1306.2F para1.1) (7) Advise and provide input in formulation, implementation and execution of policies concerning morale, welfare, job satisfaction, discipline, utilization, family support, and training of enlisted Sailors (OPNAVINST 1306.2F para1.2) (8) Provididing input and advice in matters affecting mission and operations (OPNAVINST 1306.2F para1.2) (9) Developing Sailors and enforcing Standars (OPNAVINST 1306.2F para4.1) (10) Remain responsive, aligned and well-connected to both leadership and Sailors (OPNAVINST 1306.2F para4.1) (11) Conduct themselves in a consistently professional, ethical, and traditional manner (OPNAVINST 1306.2F para4.1) (12) Must set the tone for the command through active involvement in the professional and personal development of Sailors.(OPNAVINST 1306.2F enl(2)para2) (13) Provide solicited and unsolicited advice and deckplate perspectives to the Chain of Command as well as to their respective Fleet, Force and ISIC Command Master Chiefs. Inspire and motivate CPO messes to embrace and teach MVGP. (OPNAVINST 1306.2F enl(2)para2) (19) Assist Commanders and Commanding Officers in all matters pertaining to welfare, health, job satisfaction, morale, utilization, and training of Sailors in order to promote traditional standards of good order and discipline.(OPNAVINST 1306.2F enl(2)para2) (20) Advise Commanders and Commanding Officer on formulation and implementation of changes in policy pertaining to enlisted personnel.(OPNAVINST 1306.2F encl(2)para2) (21) Actively promote and ensure ceremonies honoring command Sailors and/or related to heritage and tradition are embraced and executed.(OPNAVINST 1306.2F encl(2)para2) (22) Ensure heritage and tradition are key components of training plans and Sailor development efforts.
