Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. Das Bundeskriminalamt
Das Bundeskriminalamt, kurz .BK genannt, steht für moderne,
bundesweite Kriminalitätsbekämpfung und ist national sowie
international Ansprechpartner für polizeiliche Kooperationen.
Es untersteht der Generaldirektion für die öffentliche Sicherheit
(Sektion II) im Bundesministerium für Inneres und hat im Jahr 2003
seine operative Tätigkeit aufgenommen.
Ende 1956 wurde im Innenministerium der Bereich Kriminaltechnik
eingerichtet. Die Wurzeln der Kriminaltechnik reichen in Österreich
aber wesentlich weiter in die Vergangenheit zurück.
Das .BK unterstützt als Zentralstelle in Österreich alle Landes-
kriminalämter und nachgeordneten Polizeidienststellen durch
Assistenzdienste, Supportleistungen und Controlling.
3. Geschäftseinteilung des Bundeskriminalamtes
Das Bundeskriminalamt besteht aus 7 Fachabteilungen:
Abteilung II/BK/1 - Kriminalstrategie und zentrale Administration
Abteilung II/BK/2 - Internationale Polizeikooperation und Fahndung
Abteilung II/BK/3 - Ermittlungen, Organisierte und Allgemeine Kriminalität
Abteilung II/BK/4 - Kriminalanalyse
Abteilung II/BK/5 - Kriminalpolizeiliche Assistenzdienste
Abteilung II/BK/6 - Forensik und TechnikAbteilung II/BK/6 - Forensik und Technik
Abteilung II/BK/7 – Wirtschaftskriminalität
Die einzelnen Abteilungen gliedern sich in Büros wie z.B.

In den jeweiligen Büros befinden sich dann die jeweiligen Fachreferate wie
Referat 6.2.1 Chemie
5. Abteilung II/BK/6 - Forensik und Technik
Das Büro 6.1 ist die Zentralstelle für die Bereiche der Datenermittlung und Auswertung
zur unmittelbaren Identifizierung von Menschen aufgrund ihrer besonderen
Merkmale und zur Aufklärung von Straftaten. Hier werden erkennungsdienstliche
Daten wie Fingerabdrücke und DNA erfasst und in den nationalen und
internationalen Datenbank verglichen. So können mutmaßliche Täter
ausgeforscht und überführt werden und die Auswertung von daktyloskopischer
Tatortspuren und DNA-Profilen.
Das Büro 6.2 ist zuständig für die Durchführung wissenschaftlich-technischer
Untersuchungen aller Arten von Spuren und Beweisgegenständen, soweit sie zur
Klärung von gerichtlich strafbaren Handlungen und im Rahmen der Sicherheits-
polizei dienen.
Das Büro 6.3 ist die Zentralstelle für allgemeine Tatortangelegenheiten, hat die
Fachaufsicht über die Sicherheitsbehörden- und Dienststellen in Angelegenheiten
der Tatortarbeit und Spurensicherung. Weitere Agenden sind das
Tatortmonitoring, führen der Spuren- Verwaltungsdatenbank und der Police
Elemination Database (PED); die Speicherung abgängiger Personen und
unbekannter Leichen, etc. Ein wesentlicher Teil ist jedoch das Referenzlabor
Daktyloskopie, welches als Referat geführt wird.
6. Willkommen nun in der Welt der
Kriminaltechnik und Forensik
Am Tatort zählt jedes Detail. Fingerabdrücke, zerbrochene Gläser,
Fasern von Textilien, Haare und Blutstropfen können den Täter
überführen. Deshalb müssen unbedingt alle Spuren gesichert und in
den Labors untersucht werden.
Ein Fall für die Mitarbeiterinnen und Mitarbeiter der Abteilung
Forensik und Technik.
Die Kriminaltechnik erbringt durch technische und wissenschaftliche
Methoden Sachbeweise zur Klärung strafbarer Handlungen. Sie ist
ein interdisziplinäres Fach, das auf die Erkenntnisse der Physik,
Chemie, Biologie und Technik zurückgreift.
Alle diese Bereiche werden auch zur Leistung von Tatortarbeit bei
Großereignissen, Straftaten von besonderer Bedeutung und bei
Fällen die besondere technische Spezialkenntnisse erfordern
herangezogen.
7. Fachbereich CHEMIE
Der Fachbereich Chemie ist für die chemische Analyse forensischer
Proben zuständig. Ein großer Anteil macht hierbei die qualitative und
quantitative Bestimmung von Suchtgiften aus.
Ein weiterer Schwerpunkt betrifft die Analyse und Vergleich von Lacken
und Kunststoffen, die oft bei Unfällen mit Kraftfahrzeugen und bei
Untersuchungen von Einbrüchen auftreten. Auch Brandschutt wird in
diesem Fachbereich nach Brandlegungsmitteln, wie zum Beispiel KFZ-
Benzin untersucht, um eine mögliche Brandstiftung zu bestätigen.
8. Weitere zu analysierende Materialien sind Sprengstoffe, unbekannte Pulver,
Metalle und Gläser. So wurden zum Beispiel Proben der Saliera auf ihre
Echtheit untersucht. Für diese Aufgabenstellungen werden modernste
Verfahren wie Fouriertransformations-Infrarot-spektroskopie, Gas-
chromatographie, Massenspektrometrie, Mikroröntgenfluoreszenzanalyse,
Hochleistungsflüssigchromatographie und induktiv - gekoppelte Plasma
Emissionsspektrometrie (ICP-OES) herangezogen.

11. Fachbereich PHYSIK
Der Fachbereich Physik setzt sich aus drei unterschiedlichen
Disziplinen zusammen:
Die Mitarbeiter des Sachgebietes Brand- und
Explosionsursachenermittlung untersuchen die Ursache von Bränden
und Explosionen bei Großereignissen und auch bei besonders
schwierigen Fällen, Unfälle durch CO-Vergiftungen, Elektrounfälle und
führen diverse Geräteuntersuchungen durch.
12. Schusswaffenuntersuchung
• Im Aufgabengebiet Schusswaffentechnik werden mechanische
Funktion und Spuren von Waffen, hinsichtlich einer möglichen
strafbaren Handlung untersucht. Die forensische Ballistik behandelt
Spuren an Geschossen und Patronenhülsen, sowie die
Leistungsfähigkeit und Präzision von Patronen und Schusswaffen.
Der Zentrale Schusswaffenerkennungsdienst vergleicht Tat- oder
Beschussmunition mit Munitionsteilen der zentralen
Tatortmunitionssammlung, um mögliche Zusammenhänge zu
erkennen.
15. Fachbereich URKUNDEN und HANDSCHRIFTEN
Dieser Fachbereich befasst sich mit der Untersuchung von Dokumenten
(z. B. Reisepässe, Personalausweise, Führerscheine, Geburtsurkunden,
etc.) und der forensischen Vergleichsuntersuchung von Handschriften.
Ein weiterer urkundentechnischer Schwerpunkt liegt in der forensischen
Untersuchung von Schreibmitteln, Strichkreuzungen, Schreibmaschinen-
schriften, Druck- und Kopiererzeugnissen sowie latenten Eindruckspuren.
Zur Analyse werden chemische Trennverfahren, optische Verfahren mit
Stereomikroskopen und Bildanalysesysteme mit unterschiedlichen
Lichtquellen und Sperrfiltern sowie das ESDA (electrostatic detection
apparatus) Verfahren herangezogen.
16. Fachbereich URKUNDEN und HANDSCHRIFTEN
Für die Identifizierung des Urhebers einer Handschrift werden
allgemeine und individualtypische Schriftmerkmale, die oft nur im
mikroskopischen Bild feststellbar sind, verwendet. Die Aussage zur
Schrifturheberschaft erfolgt auf Grund der erhobenen Befunde unter
Berücksichtigung der tatsächlichen, behaupteten oder vermuteten
Entstehungsbedingungen.
21. Fachbereich BIOLOGIE und MIKROSKOPIE
Hier werden hauptsächlich tierische, pflanzliche und mineralische Spuren,
textile Fasern und anorganische Partikel von wenigen Mikrometern Größe
untersucht.
Diese Mikrospuren sind von hohem forensischen Beweiswert, da ihre
Übertragung vom Täter praktisch nie vollständig vermieden werden kann.
Die Untersuchungen mit verschiedenen mikroskopischen Techniken wie
Polarisation, Fluoreszenz, Interferenz und Laserabtastung erfolgt
weitgehend zerstörungsfrei, so dass das Spurenmaterial für weitere
Untersuchungen erhalten bleibt.
22. Fachbereich BIOLOGIE und MIKROSKOPIE
Die Mikro-Elementanalyse und die Untersuchung von extrem kleinen
oder sehr detailreichen Proben erfolgt im Elektronenmikroskop.
Routinemäßig werden Haar- und Faseruntersuchungen (nach
Gewaltdelikten, zur Lenkerfeststellung nach Verkehrsunfällen, etc.),
Schusshandbestimmungen (durch Analyse der Schmauchpartikel),
Glühlampenuntersuchungen (Verkehrsunfälle) und die Beurteilung
tierischer, pflanzlicher und mineralischer Spuren durch-geführt (z.B.
vorgetäuschte Wildschadensfälle, Heu-Selbstentzündung, usw.).
27. Fachbereich DAKTYLOSKOPIE
Das Referenzlabor DAKTYLOSKOPIE und die Tatortlabore
des Assistenzbereiches Tatort in den Landeskriminalämtern
befassen sich mit der Sicherung und Sichtbarmachung von
daktyloskopischen Tatortspuren.
28. Fachbereich DAKTYLOSKOPIE
Der Zuständigkeitsbereich des Referenzlabors bezieht sich auf
Wissenschaftliche Forschung und Methodenentwicklung im
Zuständigkeitsbereich, Entwicklung und Validierung von Methoden zur
Sichtbarmachung von latenten daktyloskopischen Tatortspuren,
Sicherung und Sichtbarmachung von daktyloskopischen Tatortspuren
im Einzelfall nach konkreter Beauftragung und Leistung von
Tatortarbeit bei Großereignissen, Straftaten von besonderer Bedeutung
und bei Fällen, die besondere technische Spezialkenntnisse erfordern.
29. Sichtbarmachung von daktyloskopischen Tatortspuren
Fingerspuren / Handflächenabdrücke
Der Zuständigkeitsbereich der Tatortlabore in den Landeskriminalämtern
bezieht sich auf die Sicherung und Sichtbarmachung von daktyloskopischen
Tatortspuren.
30. Fachbereich ZENTRALER ERKENNUNGSDIENST (ZED)
Der ZED ist die Zentralstelle für die Bereiche der Datenermittlung
und Auswertung zur unmittelbaren Identifizierung von Menschen
aufgrund ihrer besonderen Merkmale und zur Aufklärung von
Straftaten.
Hier werden erkennungsdienstliche Daten wie Fingerabdrücke und
DNA erfasst und in den nationalen und internationalen Datenbank
verglichen. So können mutmaßliche Täter ausgeforscht und
überführt werden.
Die Hauptaufgabe des Erkennungsdienstes ist die Vergleichs-
untersuchung von daktyloskopischen Fingerabdrücken und Spuren
und wird in 3 Referaten durchgeführt.
Der Bereich DNA-Untersuchungen ist vertraglich geregelt mit den
Gerichtsmedizinischen Instituten in Österreich z.B. GMI Innsbruck,
GMI Wien, DNA-Labor Mödling der NÖ LK-Holding, …
31. Warum nun Akkreditierung
nach der ISO 17025 ?
Die Akkreditierung ist eine notwendige Grundlage für eine
erfolgreiche Teilnahme am internationalen Vergleich und bezieht
sich im Fall der Kriminaltechnik auf einen EU-
Rahmenbeschluss aus dem Jahr 2009/905/JI vom 30.11.2009
der besagt, dass sich Anbieter kriminaltechnischer Dienste,
welche Labortätigkeiten mittels bestimmter Methoden
durchführen.
33. Mittlerweile haben ein Großteil der dztigen EU – Länder in
deren Kriminaltechnischen Instituten in zuvor genannten
Bereichen ein ISO 17025 – Akkreditierung.
Die Kriminaltechnik Österreich hat mittlerweile 51
Prüfverfahren welche nach der ISO/IEC 17025 akkreditiert
sind.
Die erstmalige Akkreditierung fand im Jahr 2010 statt –
damals noch 31 Prüfverfahren, danach sukzessive
Erweiterung im Zuge der Wiederholungs-Begutachtungen
und der Reakkreditierung Jahr 2015 – speziell Fachbereich
Daktyloskopie in Form einer Multistandortakkreditierung.
34. Projektlaufzeit: 5 Jahre – Beginn im Jahr 2009

10 Standorte beziehen sich auf die Bundesländer (NÖ 2 Standorte)
und 1 zentraler Standort – das Bundeskriminalamt.
