2. The old model of commissioning, and the drift towards
increasingly centralised forms of commissioning, is in
danger of undermining local communities, co-production
and the development of genuine social innovation. A
modern and fair society needs to shift power back to
citizens and to local communities. New solutions need to
be crafted around local needs and assets.
