Goals and Objectives
• Seeking a prospective Tenant to:
– rehabilitate and maintain the historic integrity of
Hangar One and the historic district;
– eliminate NASA’s operating and maintenance cost for
the airfield;
– leverage the expertise of the real estate industry;
– provide net financial proceeds to the Government;
– obtain best value to the Government, through an open,
public competition.

Authority
• Section 111 of the National Historic
Preservation Act (NHPA)
– Allow for adaptive use for historic properties
– Reuse will be market driven but consistent with
applicable laws
– Ensure preservation of historic property
– Lease proceeds used to defray costs of administration,
maintenance and repair of NASA historic properties

Transaction Overview
• Long-term lease with NASA
• CA Air National Guard property excluded
– 50-year permit in place
– CANG remain a user of airfield
• Existing and future agreements
– Assigned or end at current term
– Tenant can re-negotiate terms
– Tenant can sub-lease
• Tenant assumes all costs
– Direct – through agreements with providers
– Indirect – fully reimburse NASA for provided services

• Navy to remain responsible for cleanup of
contamination from its former use
• Tenant’s re-siding effort to be coordinated
