The Bill overhauls the existing Consumer Protection Act -1986
It brings within its radar – online customers
Enhancement of pecuniary jurisdiction of commissions at district, state & national level
For district INR 1 Cr (formerly INR 20Lac); for state INR 10 Cr(formerly INR 1cr); for
national > INR 10 Cr (formerly at > INR 1Cr)
Constitution of Central Consumer Protection Authority ( Central Authority/ CCPA)
Focus on Mediation
The Bill brings within its fold “ advertisement” including “ endorsement”
Any colorful advertisement or endorsement which if construed as “misleading” or contrary
to principles of consumer rights shall attract penal measures
The Central Authority/CCPA can impose penalty on the manufacturer or an endorser up
to INR 10Lakh for false or misleading advertisement ; for repeated contravention up to
INR 50Lakh
Ban on endorser for 1 year and in case of repeated contravention up to 3 years

Key Highlights of Amendment in The Legal Metrology ( Packaged
Commodities) Rules 2017
The amended rules which got effective from January 1, 2018 requires e-commerce
entities to display mandatory label which normally appears in a pre packed label to be
shown on the digital and electronic network used for e-commerce transactions
Marketplace based model of e-commerce as per Rule 2 defined
Exemptions:
Package > 25 kg or 25 litre
Cement, fertilizer and agriculture farm produce sold in bags > 50 kg
Packaged commodities meant for industrial consumers or institutional consumers
Marketplace based model of e-commerce to ensure that the declarations are displayed
while correctness should be ensured by manufacturer/ seller/ importer/dealer
