This document discusses evaluation of counseling programs. It states that evaluation is critical for program improvement and accountability. 2. ï¶ Evaluation as the process for professional and
program improvement
ï¶ Evaluation is a critical component of a
developmental guidance and counseling program
and ensures accountability.
ï¶ The purpose of the evaluation is to determine the
value of the program, its activities and staff in order
to make decisions or to take actions regarding the
future.
ï¶ The evaluation will measure the delivery of services
(the process evaluation) and outcomes (product
evaluation).
ï¶ This ongoing process provides information to
ensure continuous improvement of the guidance
program and gives direction to necessary changes.
3. Evaluation is a process which
includes eight steps
1. Stating the evaluation questions
2. Determining the audience/ uses for the
evaluation
3. Gathering data to answer the questions
4. Applying predetermined students
5. Drawing conclusions
6. Considering the context
7. Making recommendations and
8. Acting on the recommendations
4. ï¶ Counselors and counseling program plays a vital
role in assisting teachers and other staff in the
integration of all school objectives with other
instructional goals and objectives.
Basis of evaluation
ï¶ The program definition and design provides
clear standard for evaluation both the program
and the staff who conduct it.
ï¶ The program definition identifies the students or
other person and groups served by the program,
identifies the competencies acquired as the
result of participation in the program, and
describes how the program is organized to help
students and learn use their competencies.
5. Principles of evaluation
ï¶ Establishment of predetermined goals or objectives,
against which evaluation is done
ï¶ Making evaluation more meaningful by setting up valid
criteria.
ï¶ Application of the evaluation criteria, which make use of
appropriate tools and techniques necessary.
ï¶ Involvement in all stakeholders (such as students, peers,
parents, teachers, school management, etc). in guidance
ï¶ Proper feedback and follow âup to improve and develop
guidance program.
ï¶ Continuous evaluation to rectify the weakness in the
problem
ï¶ Establishment of credibility and confidentiality so that
students, parents and peers share the information
willingly with the counselor.
6. Methods of evaluation
Evaluation of guidance and counseling program
may be done using methods such as survey, case
study and experiment.
7. âą1. Case study method
ï¶ The progress made by an individual in achieving the desired
modification after receiving the guidance and counseling program is
recorded.
ï¶ Case study method is individualistic and time consuming, but it can
provide in-depth information about the progress made due to
intervention.
ï¶ Issues that can be studied using case study approach
ï¶ Potential drop outs
ï¶ Under-achievers
ï¶ Talented and gifted students in all areas
ï¶ Disadvantaged students
ï¶ First generations learners
ï¶ Economically backward students
ï¶ Mentally retarded
ï¶ Physically handicapped
ï¶ Student with highly specialized interests.
Careful analysis of data obtained through this method may provide
sufficient information for the formulation a hypothesis.
8. 2. Survey method
It is used in evaluation study when data are required to be obtained
from the large group of stakeholders such as students, parents,
teachers etc
Following are the major steps required to conduct survey
ï¶ Identify the objectives of evaluation of guidance and counseling
program
ï¶ Form the guidance committee to help counselor to obtain data
from the stakeholders
ï¶ Identify the sample size and population
ï¶ Select the tools
ï¶ Administer the tools and obtain data
ï¶ Compile and analyze the data
ï¶ Generalize the data
ï¶ Formulate the recommendation
Some of the drawbacks of survey method are subjectivity in
responses, tendency of students to give socially responses, selection
of true sample etc.
9. 3. Experimental method
ï¶ Experimental method is the most appropriate
method to determine the worth and effectiveness of
program activities and in improving guidance and
counseling program.
ï¶ This method is planned attempt to study the effect
of intervention on one or more groups of students/
individuals.
There are 2 designs that are usually followed by
experimenters
1. Pretest â post test design
2. Experimental control group design

11. External evaluation association
An external evaluation is conducted by an evaluator
who is not an employee of the organization.
