Listening to the Voices of 
      Rural Manitobans:
Using Consumer Input to Inform Mental 
 Health Planning at the Regional Level

Context
 Interlake Regional Health Authority (IRHA) 
 & South Eastman Health (SEH)
   Large population to serve 
   across vast geographical area 
   with limited availability of mental health 
   services
 How can we better meet the mental health 
 needs of individuals in these rural regions?
Method
 Developed survey to gather info about:
   Adults’ preferences for accessing MH supports and 
   services, esp’ly various forms of ‘stepped‐care’ options, 
   such as books, websites, groups
   Barriers & facilitators to accessing services
 Distributed to 5000 households in each region 
   #’s proportional to each mail delivery route 
   One individual 18 or older in each household to 
   complete survey
   South Eastman region included French version on 
   reverse, and German option
   Notices posted in local newspapers and websites

     Over‐representation of women, older adults, those not working and 
     those with a higher level of education
 Strengths:
   Stratified random sample
   Many similarities across regions 
      Especially re % respondents who have NOT had any MH concerns
      Despite a 6 page (IRHA) vs 3 page (SEH) survey
   Greater than usual representation from smaller districts
   Largest community input to date re MH programming in both 
   regions

Summary & Implications
 Respondents largely interested in familiar routes of 
 MH service delivery (1‐on‐1 tx, medication) 
    Need for “knowledge translation” step in order to 
    successfully implement new services, including info re 
    documented efficacy, advantages and disadvantages, 
    opportunity for demo, etc. 
 Family members, friends, & GPs key MH care partners
    Need to formally incorporate into system resources 
    aimed both at “identified client” and relevant natural 
    support systems
    Need to ensure family doctors are well informed about 
    available resources
Summary & Implications
 Most frequent barriers: 
    Want to manage problems on own
    Concerns re cost
    Concerns re others’ perceptions

     Findings point to the need to ensure residents have 
    accurate info re:
       Actual cost of services
       Confidential nature of these services
       Location of services and how to access
       Nature of MH and illness and appropriate help‐seeking
Summary & Implications
 Most frequent facilitators: 
   Able to contact service provider directly
   Provider located in same community
   Having some positive prior contact with provider 
   Provider has a relevant degree

    Equally important that providers are well informed 
   about local mental health resources, as well as 
   reputable books and websites 
Summary & Implications

 Need for integration into system of self‐directed 
 services that can be accessed in home or community
    May reduce stigma concerns
    May also enhance the use of existing services (smaller 
    caseloads) and allow for a better client‐service fit
 Importance of region‐specific planning
    For example in SEH, religious/spiritual resources much 
    more prominent thus key for MH system there to 
    collaborate with them
Future Directions
 Gather health provider input (recently completed)
 Develop regional plan to implement 
 recommendations stemming from survey findings
   Engage residents not well represented in the survey
   Focus groups to aid in the development of non‐
   traditional services (i.e., computer‐based, telehealth)
   Promote non‐traditional services
   Educational efforts to reduce stigma

  • 3. Context Interlake Regional Health Authority (IRHA)  & South Eastman Health (SEH) Large population to serve  across vast geographical area  with limited availability of mental health  services How can we better meet the mental health  needs of individuals in these rural regions?

Method Developed survey to gather info about: Adults’ preferences for accessing MH supports and  services, esp’ly various forms of ‘stepped‐care’ options,  such as books, websites, groups Barriers & facilitators to accessing services Distributed to 5000 households in each region  #’s proportional to each mail delivery route  One individual 18 or older in each household to  complete survey South Eastman region included French version on  reverse, and German option Notices posted in local newspapers and websites

Limitations & strengths of sample Limitations:  Low response rate Sample characteristics  Over‐representation of women, older adults, those not working and  those with a higher level of education Strengths: Stratified random sample Many similarities across regions  Especially re % respondents who have NOT had any MH concerns Despite a 6 page (IRHA) vs 3 page (SEH) survey Greater than usual representation from smaller districts Largest community input to date re MH programming in both  regions

Summary & Implications Respondents largely interested in familiar routes of  MH service delivery (1‐on‐1 tx, medication)  Need for “knowledge translation” step in order to  successfully implement new services, including info re  documented efficacy, advantages and disadvantages,  opportunity for demo, etc.  Family members, friends, & GPs key MH care partners Need to formally incorporate into system resources  aimed both at “identified client” and relevant natural  support systems Need to ensure family doctors are well informed about  available resources
