The present study examines the savings-growth-inflation nexus in Asia through panel data approach for the period 1981 to 2011. The inter-relationship between saving and economic growth is found to be significant and unidirectional running from saving to economic growth. Economic growth negatively and significantly affects inflation but inflation positively and significantly affects saving which supports Deaton’s hypothesis. The variables such as saving, trade openness and population growth are found to be significant determinants economic growth. Except GDP, variables such as real interest rate, inflation, dependency ratio and literacy rate are found to be significant determinants of saving rate. Similarly, variables such as money supply, growth rate and real interest rate are found to be the major determinants of inflation. No country specific effects has been found for explaining growth rate of per capita real GDP but in case of saving rate and inflation rate, many countries exhibit individual effects which are modeled as fixed effects in the panel data framework. As contrary to the time invariant country fixed effects, there is no consistent country invariant year fixed effect on real GDP per capita growth rate and saving rate, while there is highly significant negative effect on inflation. As saving affects GDP per capita growth positively and significantly, policies should be framed in such a way that encourage savings in Asian economies which in turn may lead sustained higher GDP per capita growth.

Attracting Investment: Governments’ Strategic Role in Labor Rights Protection1 Autumn Lockwood Payton Alfred University and Byungwon Woo Oakland University What is the relationship between respect for labor rights and foreign direct investment (FDI)? This study explores this connection with an emphasis on the strategic role of governments in attracting FDI. We present a formal model demon- strating that governments can do so by setting the level of labor rights protection and, as a consequence, investors will choose to invest in the face of tough labor regulations or cease investing, anticipating that the costs of abiding by these regulations will be too high. The model also suggests that governments will have an incentive to implement labor regulations when enforcement costs are sufficiently low or the profits from investment are sufficiently high. Using data from developing countries across time, error correction models test the dynamic nature of these hypotheses and find support for them: strict labor laws tend to decrease inflow of FDI, but more FDI tends to encourage better labor practices. On International Workers’ Day 2012, President Benigno Aquino of the Philippines gave a celebratory speech in front of labor union and business association leaders. Per- haps the most notable part of the address was his response to the 125 Peso minimum wage increase demanded by labor unions earlier in 2012. Against the wishes of union leaders, President Aquino rejected the demand on the grounds that the proposed increase, about $3 a day, added to the current daily minimum wage of $9 to $12, would make the minimum wage in Philippines too high to attract and retain foreign investment, given that peer Southeast Asian nations, such as Indonesia, Vietnam, and Cambodia, maintain minimum wages far below $5 a day. He warned that the wage increase could turn away foreign investors as well as increase inflation and unemployment (Aquino 2012).2 The dynamics that pit labor unions against pro-business groups are at play in many developing and emerging economies, and a government often finds itself in the dif- ficult position of balancing between appeasing local workers and attracting foreign businesses for economic development. The illustration above raises familiar questions, namely what is the relationship between respect for labor rights and foreign direct investment (FDI)? How does the strength of labor protections affect the flow of FDI into a host country and, in turn, how do FDI inflows affect the enforcement of labor regulations? To a large degree, the relationship between human rights and FDI has been examined within the broader context of the linkage between human rights and economic globalization. Climate change perceptions and perceived risk in the United States has become increasingly partisan, with increased belief in and support for climate change and regulation among democrats, but decreased belief and support among republicans. These divergences are partly attributable to increasingly partisan news outlet viewership and coverage. We inhabited a game theory model to recognize optimal climate change communication strategy through news media outlets. Actor strategies included whether to converse with pro- and/or anti-climate change new outlets, and to emphasize regulation, renewable energy, whether climate change is real, man-made, and/or causes harm to the United States Payoffs consisted of change in public opinion for each of the candidate topics actors can chose to emphasize. Solutions to games where players have a continuous choice about how much to pollute, games where players make decisions about treaty participation, and games where players make decisions about treaty ratification, are examined. The implications of linking cooperation on climate change with cooperation on other issues, such as trade, are examined. Cooperative and noncooperative approaches to coalition formation are investigated in order to examine the behavior of coalitions cooperating on climate change. One approach to accomplish assistance is to design a game, known as an apparatus, whose equilibrium corresponds to an optimal outcome.

: This paper investigates the relationship between budget deficits and economic growth in Liberia. The study employed: the Classical Ordinary Least Squares Technique (OLS); The Augmented Dickey Fuller (ADF) and Phillip Perron unit root tests for stationarity; the Co-integration test using Engle-Granger Two-Step procedure (EGTS); and a parsimonious Error Correction Model of the relationship between Budget deficit and economic growth in Liberia. It is evident from the analysis that there exists a long run relationship between Budget deficit and economic growth in Liberia. There also exists a positive and significant relationship between Budget deficit and economic growth in Liberia. Therefore, a 1.0 percent increase in deficits will result in an increase of approximately 0.42 percent in economic growth in Liberia. The study recommends that government, policy makers and the monetary authorities should ensure an appropriate mix of monetary and fiscal policies such that would deliberately and strategically maximize the growth potentials of deficits in Liberia. In the author’s proposal to keep the funding open, the author proposes the acceptance of Bernie Sanders’ “Keeping Our Social Security Promises Act,” which the author suggests would removes the payroll tax cap. In as much as the author makes a good point on the percentage of rich people that donated to campaign, the author failed to state how much the rich get in payroll tax cap since that is a major part of the authors argument. The authors failed to indicate how an increase in tax rate would affect people making less than the current tax cap which is $132,900. To sum it up, the author failed to expand and give more numeric evidence to support the argument. In addition, to provide a guideline in eliminating payroll tax cap, the author suggested a bill introduced by Bernie Sanders called, Keeping Our Social Security Promises Act. The bill according to the author seeks to remove the cap placed on payroll taxes. The author further stated the bill will help Solvency to expand for 75 years without increasing taxes for those who earn less than $250,000, the only people who will see a change are those earn more than $250,000. According to the Congressional Research Service as stated by the author, removing the cap would eliminate 84% of the projected shortfall. The author stated that, the top 200 CEOs would have to contributed $341,291,106 towards Social Security when the tax cap is removed. In addition, the author stated that, removing the cap would eliminate 84% of the projected shortfall. The author proposes an increase in the taxable payroll from 12.40% to 12.83% to keep it solvent.
