Overview
The United States Department of Education requires all states to submit an annual assessment of educators’
technology competencies and the Schools and Libraries Program of the Universal Service Fund, commonly
known as “E-Rate,” requires all schools and districts to have a technology plan. For example, in Texas, the
Texas Campus STaR Chart was developed to help campuses determine their progress toward meeting both
the Texas Long-Range Plan for Technology and district technology goals. It was designed around the four key
domains of the Texas Long-Range Plan for Technology, 2006-2020: Teaching and Learning; Educator
Preparation and Development; Leadership, Administration, and Instructional Support; and Infrastructure for
Technology.
In this week’s assignment you will use your state’s data as reported to the United States Department of
Education to complete a technology data assessment and review your school or district’s technology plan.
You will practice using a Web 2.0 tool to reflect on your learning and create a slide presentation using
Microsoft PowerPoint or Google Presentation to introduce and present the Schools and Libraries Program of
the Universal Service Fund and share your campus or district technology plan with the faculty. In Part 5 of the
assignment you will select the technology/leadership book, blog, or articles that you will read and summarize
as part of your Week 4 assignment.

Week 2 Assignment, Part 1: Campus Technology Assessment Data Analysis
Federal and state law mandates that states report progress toward technology excellence. For example, Tthe
Texas Campus STaR Chart can be used to evaluate a campus’ progress toward meeting the goals of the
Long-Range Plan for Technology. The chart can also be used for technology planning, budgeting for
resources, and evaluation of progress in local technology projects.
To complete this part of the assignment, you may use the Texas Campus STaR Chart OR your state’s
technology data as reported to the U. S. Department of Education if you do not reside in Texas. If you are not
from Texas and unable to locate your state’s technology date you may select a Texas district then select a
Texas campus.

According to the STaR Chart, the campus greatest strength is Educator Preparation &
Development. I do not agree with this assessment because I feel that we (teachers) have not
received the proper training or preparation. There are many aspects of technology that I am not
familiar with, and would greatly benefit from. There are little to no opportunities for technology
training.

According to the STaR Chart, the campus greatest weakness is Infrastructure for Technology. I
definitely agree with this assessment. Even though I have seen improvement there is more than
can be done. The lack of rich media such as video streaming. The lack of video streaming has
made it difficult to access other resources. Other rich media such as podcasts and applets are
non-existent.

The STaR Chart area I would choose to introduce to other members would be Teaching and
Learning. The reason I chose Teaching and Learning is because the campus has gradually
increased its efficiency. It has been a learning process, and it has been the area in which we
have made a conscious effort to improve. I feel I have the knowledge of introducing this area to
other members.

For the next part of this week’s assignment, you will complete three postings to your blog.
Blog Posting #1 – Technology Assessments
Leading change and implementing technology often go hand in hand. The key to success in both is a
thorough, inclusive planning process. To realize the benefits of technology, schools must develop a plan for
integrating technology into the curriculum. An effective technology plan is based on the shared vision of
educators, parents, community members, and business leaders who have technological expertise. It
ensures that technology strengthens existing curricula and supports meaningful, engaged learning for all
students. It also specifies how the technology will be paid for and how its use will be supported.
The technology planning team begins by building a knowledge base in regard to the learning process.
Team members must understand how students learn, what skills students need to succeed in the
workplace, and how technology can be used to improve education. Implementing technology in education
requires team members to become familiar not only with learning research but also with research on the
most promising ways of using technology to improve student achievement, condition of facilities, available
technology (including cost), and professional development opportunities and requirements.
In week one, you completed several technology self-assessments. In Part 1 of this week’s assignment, you
looked at one state’s example of a campus technology assessment tool. These assessments help identify
staff and student technology skill levels and their perceived needs. These instruments also tell how
technologically literate both groups are.

The Schools and Libraries Program of the Universal Service Fund, commonly known as "E-Rate," is
administered by the Universal Service Administrative Company (USAC) under the direction of the Federal
Communications Commission (FCC), and provides discounts to assist most schools and libraries in the
United States to obtain affordable telecommunications and Internet access. Schools, school districts, and
libraries that want to apply for "E-rate" must have a technology plan. The plan must contain the following

research, development, and innovation.

Google Presentation, is used to communicate ideas or information through text, images, animations, audio and
video.

In Week 4 your assignment will be to create a summary that should note highlights, major themes,
and concepts or information you deem relevant to educational technology, leadership, or trends.
You have 3 choices to use as resources for this assignment. This week you will identify whether
you will read a Technology/Leadership book, follow an educational technology blog, or find 5
articles related to a technology concept or trend.
The Technology/Leadership Book List has been compiled by your course professors. The list can
be found in the Resource section of the courseware. You may select a book from this list, or a
book that has been recommended by a respected leader (e.g., a Principal, Technology Director,
or Superintendent). Many of the books on the list are available from university libraries and from
many public libraries. You may also be able to borrow one of the books from a colleague, or you
may decide to purchase a new or used copy.
The Educational Technology/Leadership Blog list has also been compiled by your course
