Overview
The United States Department of Education requires all states to submit an annual assessment of educators’
technology competencies and the Schools and Libraries Program of the Universal Service Fund, commonly
known as “E-Rate,” requires all schools and districts to have a technology plan. For example, in Texas, the
Texas Campus STaR Chart was developed to help campuses determine their progress toward meeting both
the Texas Long-Range Plan for Technology and district technology goals. It was designed around the four key
domains of the Texas Long-Range Plan for Technology, 2006-2020: Teaching and Learning; Educator
Preparation and Development; Leadership, Administration, and Instructional Support; and Infrastructure for
Technology.
In this week’s assignment you will use your state’s data as reported to the United States Department of
Education to complete a technology data assessment and review your school or district’s technology plan.
You will practice using a Web 2.0 tool to reflect on your learning and create a slide presentation using
Microsoft PowerPoint or Google Presentation to introduce and present the Schools and Libraries Program of
the Universal Service Fund and share your campus or district technology plan with the faculty. In Part 5 of the
assignment you will select the technology/leadership book, blog, or articles that you will read and summarize
as part of your Week 4 assignment.
This assignment is due no later than 11:59 p.m. on the seventh day of week 2.

Week 2 Assignment, Part 1: Campus Technology Assessment Data Analysis
Federal and state law mandates that states report progress toward technology excellence. For example, Tthe
Texas Campus STaR Chart can be used to evaluate a campus’ progress toward meeting the goals of the
Long-Range Plan for Technology. The chart can also be used for technology planning, budgeting for
resources, and evaluation of progress in local technology projects.
To complete this part of the assignment, you may use the Texas Campus STaR Chart OR your state’s
technology data as reported to the U. S. Department of Education if you do not reside in Texas. If you are not
from Texas and unable to locate your state’s technology date you may select a Texas district then select a
Texas campus.


Directions if using the Texas Campus STaR Chart:
    •   Access the Texas Campus StaR Chart by entering the following address in your web address bar:
        http://starchart.esc12.net/
    •   Click on “Texas Campus STaR Chart,” and read the article to review STaR Chart scoring.
    •   Click on “Statewide Summary Data.” Click on 2008-2009 Summary Statistics. Print out the Statewide
        Data Summary.
    •   Click “Campus Data Search.” Choose the year from the drop-down box. Then type in the name of your
        selected district (without “ISD”). For example, for Beaumont ISD, you would only type in Beaumont. Do
        not type in a campus. Click “Simple Search.” A list of campuses in your district will appear. If you are
        not from Texas, to complete this portion of the assignment, select a Texas district then select a Texas
        campus.
    •   Click on your selected campus, and the STaR chart will appear.
    •   Print out the most current three years of STaR Charts for your selected campus.

What did the data show as your campus’ greatest strength? Do you agree with that assessment? Explain.

     According to the STaR Chart, the campus greatest strength is Educator Preparation &
     Development. I do not agree with this assessment because I feel that we (teachers) have not
     received the proper training or preparation. There are many aspects of technology that I am not
     familiar with, and would greatly benefit from. There are little to no opportunities for technology
     training.

    Explain.

     According to the STaR Chart, the campus greatest weakness is Infrastructure for Technology. I
     definitely agree with this assessment. Even though I have seen improvement there is more than
     can be done. The lack of rich media such as video streaming. The lack of video streaming has
     made it difficult to access other resources. Other rich media such as podcasts and applets are
     non-existent.

2) In an online learning community interaction, which key classification area would you choose to introduce to
    the other members? What data supports your choice?

        The STaR Chart area I would choose to introduce to other members would be Teaching and
        Learning. The reason I chose Teaching and Learning is because the campus has gradually
        increased its efficiency. It has been a learning process, and it has been the area in which we
        have made a conscious effort to improve. I feel I have the knowledge of introducing this area to
        other members.

Week 2 Assignment, Part 3: Blog Posts
For the next part of this week’s assignment, you will complete three postings to your blog.
Blog Posting #1 – Technology Assessments
    Leading change and implementing technology often go hand in hand. The key to success in both is a
    thorough, inclusive planning process. To realize the benefits of technology, schools must develop a plan for
    integrating technology into the curriculum. An effective technology plan is based on the shared vision of
    educators, parents, community members, and business leaders who have technological expertise. It
    ensures that technology strengthens existing curricula and supports meaningful, engaged learning for all
    students. It also specifies how the technology will be paid for and how its use will be supported.

    The technology planning team begins by building a knowledge base in regard to the learning process.
    Team members must understand how students learn, what skills students need to succeed in the
    workplace, and how technology can be used to improve education. Implementing technology in education
    requires team members to become familiar not only with learning research but also with research on the
    most promising ways of using technology to improve student achievement, condition of facilities, available
    technology (including cost), and professional development opportunities and requirements.

    In week one, you completed several technology self-assessments. In Part 1 of this week’s assignment, you
    looked at one state’s example of a campus technology assessment tool. These assessments help identify
    staff and student technology skill levels and their perceived needs. These instruments also tell how
    technologically literate both groups are.

    •   Compose a 250-word opinion piece on the value of accessing educators’ technology leadership
        knowledge and skills as well as accessing the knowledge and skill of student technology skill levels
        and their perceived needs? What are the pros and cons of technology assessment? The opinion piece
        should include supporting details and/or examples.

Blog Posting #2 – School or District Technology Plan
    The Schools and Libraries Program of the Universal Service Fund, commonly known as "E-Rate," is
    administered by the Universal Service Administrative Company (USAC) under the direction of the Federal
    Communications Commission (FCC), and provides discounts to assist most schools and libraries in the
    United States to obtain affordable telecommunications and Internet access. Schools, school districts, and
    libraries that want to apply for "E-rate" must have a technology plan. The plan must contain the following
    five elements:

        •   Goals and realistic strategy for using telecommunications and information technology

        •   A professional development strategy

        •   An assessment of telecommunication services, hardware, software, and other services needed

        •   Budget resources

        •   Ongoing evaluation process

    On March 5, 2010 the U.S. Department of Education released a draft of the National Educational
    Technology Plan: Transforming American Education: Learning Powered by Technology.” The Plan
    describes how information and communication technologies can help transform American education. It
    provides goals to inform state and local educational technology plans, and recommendations to inspire
    research, development, and innovation.
            •   Assess the draft plan at http://www.ed.gov/sites/default/files/NETP-2010-final-report.pdf
            •   Review the Plan.
            •   Compose a 250-word executive summary and reflection of the Draft Plan. In your summary
                include the goals and what the plan says with respect to teaching and learning as well as

Week 2 Assignment, Part 4: Creating and Posting a Slide Presentation
As an instructional leader, you must be able to effectively share information with the faculty. You must also be
able to talk confidently to those you lead. Throughout this Application Assignment, you will expand your
knowledge and practice using technology tools. Presentation software, such as Microsoft PowerPoint and
Google Presentation, is used to communicate ideas or information through text, images, animations, audio and
video.
In Part 3 of the Application assignment, you will create a slide presentation to introduce the The Schools and
Libraries Program of the Universal Service Fund, commonly known as "E-Rate," and share your campus or
district technology plan with the faculty. After you create your slide presentation you will post your presentation
to your blog.

        To share a Microsoft PowerPoint presentation in your blog, you must first upload the presentation to a
        Web-based service, such as SlideShare.net, SlideBoom.com, authorSTREAM.com, or Scribd.com, that
        will convert the file to a format that can be embedded into your blog.
        Directions for SlideShare:
              1. Go to www.slideshare.net and click “SIGNUP” (at the top of the page) to set up a FREE
                 SlideShare account.
              2. Click “UPLOAD”
              3. Click “Browse and select files” and select your saved Powerpoint presentation.
              4. After your file is uploaded, you will be asked to choose settings for your file. You have the
                 option to share publicly or privately (viewable only to you).Once you have selected your
                 settings, click “Publish All”.

            5. After a while your file will be converted. The conversion may take a few minutes depending on
               the size of your file. Click “here” to view status of the file conversion.
            6. When conversion is complete, click on your presentation.
            7. Select “Blogger” from menubar below your presentation.
            8. When the Google Accounts Access Request Screen appears, click “Grant Access”.
            9. On the next screen:
                    a. Select a title for the blog post (example: Campus Technology Plan Presentation or
                       something a bit more creative.)
                    b. Then, enter the text for the post, i. e. the executive summary of your presentation.
                    c. Confirm the “Post To” information is correct. This should be the Name and URL of your
                       blog.
            10. Finally, click “Blog this!”.
                (Note: You may need to change the Zoom Level to be able to click “Blog this”)
        Directions for authorSTREAM:
            1. Go to www.authorSTREAM and click “JOIN NOW” from the menu at the top of the page to set
               up a FREE SlideShare account.
            2. Select “Upload PowerPoint” (from menu across top of screen).
            3. From the drop-down menu, select “Single File Upload”.
            4. Click “Browse…” to select your saved PowerPoint file.
            5. Complete the “Title information” and select “Private”
            6. Next select “Upload PowerPoint”
            7. After you receive the message your file has uploaded, select “Your Stuff” from the menu
               across the top of the screen.

                       something a bit more creative.)

                       <Enter>.
                    c. Next, select the “Edit HTML” tab across the top of the text box.
                    d. Paste the code you copy in step 3 in the text box. Press <CTRL V>.
                    e. Select “Preview” to preview your post.
            6. Finally, click “Publish Post”.


Tip: In addition to SlideShare and authorSTREAM another option is SlideBoom (www.slideboom.com ) to post
your presentation to your blog. Many times SlideBoom is much faster. Also, if you have difficulty posting try
using Mozilla Firefox instead of Microsoft Internet Explorer. Sometimes Firefox works better than Internet
Explorer.

Week 2 Assignment, Part 5: Technology/Leadership Book Selection
In Week 4 your assignment will be to create a summary that should note highlights, major themes,
and concepts or information you deem relevant to educational technology, leadership, or trends.
You have 3 choices to use as resources for this assignment. This week you will identify whether
you will read a Technology/Leadership book, follow an educational technology blog, or find 5
articles related to a technology concept or trend.


The Technology/Leadership Book List has been compiled by your course professors. The list can
be found in the Resource section of the courseware. You may select a book from this list, or a
book that has been recommended by a respected leader (e.g., a Principal, Technology Director,
or Superintendent). Many of the books on the list are available from university libraries and from
many public libraries. You may also be able to borrow one of the books from a colleague, or you
may decide to purchase a new or used copy.
The Educational Technology/Leadership Blog list has also been compiled by your course
professors. This list is in the Resource section of the courseware. You may use one of these
blogs or find one of your own. If you choose one of your own, please request permission from
your course professor.
If you choose to read articles, please indicate the title of the articles and cite the references.

There are many aspects of technology that I am not familiar with, and would greatly benefit from.
