Colombia CO4
collaborative innovation
programme

1.CONTEXT
1.1 What is collaborative innovation?
 It is a process for accelerating the innovation processes by doing it with
partners
 It is a tool that allows developing solutions for solving real and concrete
challenges for enterprises.
It is the process in which two partners generate innovation in a joined
manner in order solve problems and take advantage of opportunities,
sharing risk as well as benefits.
 “Give|get” is the fundamental principle for establishing agreements for
collaborative projects
 One of its objectives is to establish a “win – win” situation between
enterprises and solvers. Both partners explore new solutions to problems in
order to generate growth in both organisations
1.2 How does collaborative innovation work?
a. Companies identify challenges that are difficult to resolve with their own
knowledge, resources and/or internal capacities.
b. These companies connect with the world, searching for outside solutions,
aware of the fact that they “do not know everything.”
c. Enterprises find solutions in external organisations (i.eS SMEs,
entrepreneurs, universities) that have innovative responses to challenges
d. This connection between partners generates new relationships (and
businesses!!).
e. Generate new collaborative relationships and profit among enterprises
and companies that offer innovative solutions

1.7 Case background: The pilot programme of open Innovation for
hydrocarbon and mining sectors –PIAHM.
PIAHM was Innpulsa’s first prototype of Open Innovation in which we demonstrated
that it is not only competition but also alliances that promote growth.
We helped Ecopetrol, Tipiel, Argos and Independence to find collaborative solutions
to their challenges, which are currently in the implementation stage.
This demonstrates that Colombia is full of initiatives, people and enterprises
breaking traditional barriers and that are moving towards collective growth.
The country is ready to create alliances in which a win-win situation is a reality.
1.8 Why Colombia CO4?
Because…
 We want Colombian companies and others to work together to find solutions
to their challenges in order to achieve sustained growth using innovation as
the main tool.
 We are certain that COOPERATION is a key factor in this process: it is about
working together; not about finding people for solving our problems and
working in an isolated manner.
 We believe in CO-CREATING amongst enterprises and solvers. And in creating
solutions that will benefit enterprises and solvers in an environment that
increases productivity.
 We are certain that CO-INNOVATION is the tool to be used and the strategy
is collective working. Innovation requires multiple efforts and stakeholders
to achieve extraordinary results.
The most successful companies in the world are finding that collaborative innovation
is a growth strategy, overcoming challenges found inside their organisations that are
solved by external collaborators, in a trusting relationship.

1.9 How does Colombia CO4 work?
1.We invited leading enterprises to be part of the programme.
2.We received 83 requests from organisations from all over the country and
from all business sectors which were willing to participate in the programme
as challenge holders.
3. We selected 11 with high potential to present their challenges
4.We identified challenges for each of them.
5.We opened a web platform.

This platform explains all aspects of the challenges and provides the channel for
submitting proposed innovative solutions as well as giving a broad conceptual
content in a library aninformation about the leading companies and their
programmes.
Colombia CO4 will open important virtual spaces for sharing learning, solve
theoretical challenges and exchange opinions and knowledge, not only among the
leading companies and solvers, but also between those who wish to be part of a
wider community.
6.There is a selection process for the best candidates for each challenge. We
are looking for 3 preselected solutions that stand out because of a high level
of innovation, practicality and potential.
7.Finally we select one solution for each challenge. An innovative solution
that could transform the problem into a growth opportunity.
8.We suggest the terms of an agreement between the partners in order to
implement solutions based on principles that include shared rewards and
risk.
9. Once collaborative agreements are signed, a new project for
implementation will be planned depending on the details and scope of the
solutions.

10. We help to implement the innovative solution for each of the leading

1.11 Why these companies?
These companies were selected because they meet the necessary conditions to
establish valuable connections with solvers from all regions and socio-economic
sectors.
 They are receptive to starting collaborative innovation.
 They count on transforming internal challenges for sustained growth.
 They believe in the value of cooperation as a strategy to generate long-
lasting and extraordinary solutions.
 They believe in making the change from competition to cooperation.
1.12 Which is the role of iNNpulsa and SENA in this programme?
iNNpulsa Colombia believes that the extraordinary growth through innovation
generates development and progress for the companies and our country.
Colombia CO4 makes part of a group of tools for extraordinary development in
search of generating value and to strengthen capacities in Colombian companies
through innovation.

Therefore, partnering in collaboration with the team at SENA, iNNpulsa Colombia
designs, operates and implements this programme as a special project of the
national Government.
SENA and iNNpulsa are the nodes for the whole process, from which spaces and
required strategies will be offered in order to establish results and new business that
result from establishing effective connections between leader companies and
solvers.

2. GLOSSARY
 Solver: Person or company who presents a proposal in order to solve any of
the challenges published by the participating companies (challenge holders).
 Challenge: It is an opportunity or a problem that challenge holders have and
for which they require help in finding solutions as they do not have the
internal capacities they need.
 Unsatisfied need. A specific situation that requires assistance from a
solution. The unsatisfied need is the central axis of the challenge and might
be based in an internal requirement of the companies or a requirement from
their consumers, either actual or potential.
 Basic attribute: Typical quality or characteristic of a solution (product,
process or service) which is also an essential part of its nature. (i.e. If a car is
considered to be economic in its functioning, an innate attribute is the “low
fuel consumption”, without this attribute the condition of being economic
could not be met.)
 Distinguishing attribute: Characteristic that sets a distance between the
solution (product, process or service) that supplies the same need as others
already existing. (i.e. Five different types of sweets could meet the condition
of “functional food”, could be low cost and could have a variety of flavours.
One of them displays a special attribute: useful life span is five times higher
than the average.
 Concrete Result: Refers to a tangible and/or measurable product that
results from the actions brought up in the proposal. (i.e. The “technical
datasheet” of the new food conservation system is a concrete result in one
of the final stages of technological development process. Same way, it could
also be the result from the reports of fruit conservation tests and the
detailed design of the process to be used in mass production of the applied
technology. These examples correspond to different stages of the proposal
and they have as a common factor the physical evidence of
accomplishment).
 Verification source. Correspondent to a tangible element that demonstrates
concrete results and verifiable indicators. For example a document that
contents technical data sheet of the new products or a written report of the
lab tests that were performed.
 Stage: Corresponds to each of the general phases of action outlined by the
solver in order to develop the proposal. (i.e. A solver proposes five stages for
the development of a software: establishing requirements, platform design,
programming, field testing and adjustment. Each of the stages might involve
activities.)

 Risk. Possibility of an event to happen altering the good execution of the
project or the results to obtain. There are technical, social, environmental
and economic, among other risks, which could alter the successful
development of the project.
 Intellectual Property. Meaning the right a state gives to a company or
person to use the creation of human minds for industrial and/or commercial
purposes.
 Development of an idea before conceptual development or test. A
theoretical approach of what the solution could be, not having a conceptual
foundation or not having proved tested in fact. It could also be proposed as a
theoretical speculation or a theoretical proposal resulting from experience,
but missing conceptual foundations.
 Conceptual approach based on theory. A solution or proposal that has not
been physically developed or tested, but it has been founded on theoretical
approaches previously developed by the solver, or found in specialized
literature.
 Preliminary prototype that functions under controlled conditions and
allows testing of basic attributes. It is, an initial version of a product, process
or service that does not have all of the expected final characteristics, but
incorporates attributes that are fundamental to the process of development.
The accomplishment of basic attributes could be tested under conditions
that the developer can control. (i.e. A solver wants to develop a machine that
applies fertilizers not on the surface but to a certain depth in the ground. An
attribute he wants to test is the velocity to open the holes in which the
fertilizer will be deposited. For this purpose, the solver develops a prototype
that will only make holes in the ground.) For testing purposes the solver
arranges different types of grounds with diverse materials.
 Prototype that functions under the real environmental conditions in which
the solution would be implemented. This is a concept that moves one stage
ahead compared to the one mentioned previously. On this stage we find the
initial development of the solution with basic attributes to test, but testing is
not done under controlled conditions by the solver, it is brought to the actual
place where the solution would be applied. (i.e. Two basic attributes of a
new appliance need to be tested, on the aspects of power efficiency and
portability. Three prototypes are placed in three different homes with
different socio-economic level and then, information is gathered weekly to
be evaluated.
 Solution tested, with all of its attributes included and in real functioning
conditions. At this stage of development the prototype already has the
expected final attributes and its behavior has also been tested. (i.e. A new

“special flavored grease “ with all of its attributes: density, size, flavor,
packing and wrapping. This article has been placed on a stand in three
different stores, in three convenient stores and in five big supermarkets.
Also, functioning test has been implemented in 25 schools, with children of
different ages.
 Solution, totally implemented by a user which functions successfully. At this
stage the solution is not a prototype, it has been completely developed and
functions without a problem in the market. (i.e. A metal mechanic company
required devices for lowering the noise of the engines. After eight months of
testing different prototypes, the company found a solution that has been
incorporated to 87% of the working engines. The solution was implemented
3 months ago and its results are totally satisfactory).
 Complementary development. Refers to changes, adjustments, investment,
improvements or similar that company needs to perform on their processes,
products or services in order to incorporate the solution to the challenge
that is shared with the solver. It has a condition of complementary, as it is a
support developed for the solution itself. (i.e. The leader company was
looking for a new repair/maintenance system for the equipment that has
been sold to their clients for the last five years. The solution to be
incorporated is based on an integrated system of information and technical
assistance, that is in need of the following complementary developments: a)
development of physical structure in order to store equipment to be bought;
b) training on basic techniques of post-service for the equipment in
maintenance, c) generation of a publicity campaign for the knowledge of the
user).
 Efficiency indicators. An amount that expresses the level in which a solution
covers an unsatisfied need or the mandatory attributes that are brought up
for its coverage. (i.e. that a product sample lasts over time regardless of
environmental conditions.
 Union Temporal. A partnership between 100%Open of the UK and
Corporación Enlace of Colombia who are expert consultants in collaborative
innovation and who were hired by iNNpulsa Colombia to develop the
programme Colombia CO4. They will be named in this document as “the
consultants”.

3. PURPOSE OF THE INVITATION.
To select potential solvers for the challenges of leading companies in Colombia that
are taking part in the Colombia CO4 programme, looking to establish the necessary
agreements for implementing the solutions in a win-win situation for both partners
(leading company and solver) through a process of collaborative innovation.
4. LEGAL TERMS.
4.1 Applicable Legal Regime
The actual process of selection is subject to the “norm of the Private Legal Regime of
Colombia”.
4.2 Veracity of the submitted information
The solver is responsible for the accuracy of the information submitted during pre-
selection and selection processes. According to the article 83 of the Political
Constitution, all of the information turned in by the solver for the developing of this
invitation is true and corresponds to reality. Nevertheless, the Programme of
Collaborative Innovation Colombia CO4 holds the right to verify all submitted
information.
4.3 Reserve Clause
The Programme of Collaborative Innovation Colombia CO4, holds the right to close
in advance the actual invitation or reject either or all of the submitted proposals.
5. INSTRUCTIONS FOR SOLVERS
5.1 Studies to Participate in the invitation.
All solvers are responsible for studies or verifications required for the formulation of
the solution proposal offered through this invitation, assuming that all expenses,
cost, taxes and risk involved will not be reimbursed, under special case or concept.
5.2 instructions for presenting a proposal
1. Get familiarized with the challenges that each of the leader companies
using the following link:

and identify the one you can get involved in.
2. Register and download details of the challenge you would like to respond
to.
3. Design your solution:
a. Prepare yourself: Read complete details of the challenge you have
chosen. Before starting to design your solution, read carefully all
success details and criteria you should take into account in order to
make a competitive solution. All challenges are different, reason for
making sure you are clear about the requirements of the leading
company.
b. Design your proposal: Make sure you read all of the available
information that could help you having a clear concept of the solution
proposal you are going to submit. You will find the following
documents (Invitation Document to present proposals for solution to
challenges in leading companies in the Programme of Collaborative
Innovation Colombia CO4, “Format of proposal request, i.e.)
4. Send your proposal: Complete your proposal in
http://www.innpulsacolombia.com/colombiaco4/ under the section “Design
your Proposal”. Upload required files – not over 10MB. Save the draft and
send your proposal.
Please take into account that the proposal for solution and its related documents
should be presented in Spanish, and only through the platform.

Presenting a proposal involves acceptance from the solver to all conditions and
obligations established in the actual document.
5.3 Who could be solvers
a) Any person or company who has a good proposal for the published
challenges.
b) One who submits a solid, coherent and relevant proposal for one or
several of the published challenges.

c) One who can demonstrate experience, skills and/or specific knowledge for
the development of the proposed solution.
d) One with the required technical and financial capacity to contribute with
knowledge, infrastructure, human talent, supplies, laboratories or any other
kind of resource to develop the solution.
e) Complete all requirements established in the present invitation.
5.4 Required documentation for presenting the solution proposal
The evaluation of the proposals will be performed once the process of application to
solution proposals is closed, during the day indicated in the timetable of each
challenge invitation.
The solver should present the following documentation.
The proposal should include the following documentation in the specified order:
1. Cover letter of the proposal, according to annex No.1, should include:
a. Acceptance of invitation conditions.
b. All information included by the solver should be truthful.
c. Declaration by the solver in the sense of not knowing circumstances that
could cause interest conflict for the presentation of the solution proposal.
You may write, sign and upload your letter to the platform as an attachment.
2.Format for proposal presentation, completely filled in and uploaded in the
platform http://www.innpulsacolombia.com/colombiaco4/ with its
respective annex (if applies).
5.5. Coverage
Ordinary and judicial, citizens or foreigners (aliens) persons may present their
Solution proposals.

January 14 February 6
1. The consultants on collaborative
Innovation will revise each of the
proposals and will also give feedback to
the author (preselected solver) in a 2 hour
virtual meeting. A format will be given to
them (the solver) with the purpose of
building a presentation that should involve
key elements in the characterization
document of the challenge to which he is
presenting a solution proposal. After the
meeting the consultants will discuss what
to do with the intellectual property, the
project development, etc. An email will be
sent to the author (solver) including the
recommendations.
2. The author (solver) will prepare a first
draft presentation in a week; will be
allowed to send as many e-mails with
questions as he considers necessary. A
confidentiality agreement will be signed, if
needed. During this period the consultants
will contact the leading companies in case
of having questions.
3. A second virtual meeting will be
performed, in which the authors (solvers)
will present the first draft of their
presentation. The consultants will give
feedback and will present to the author
(solver) the information obtained from the
leading company.

4.The consultants will send their presentations to
the legal assessor of Collaborative Innovation, for
further comments. The consultants will give
feedback with their comments to the authors
(solvers), by e-mail.

  • 2. 2 1.CONTEXT 1.1 What is collaborative innovation?  It is a process for accelerating the innovation processes by doing it with partners  It is a tool that allows developing solutions for solving real and concrete challenges for enterprises. It is the process in which two partners generate innovation in a joined manner in order solve problems and take advantage of opportunities, sharing risk as well as benefits.  “Give|get” is the fundamental principle for establishing agreements for collaborative projects  One of its objectives is to establish a “win – win” situation between enterprises and solvers. Both partners explore new solutions to problems in order to generate growth in both organisations 1.2 How does collaborative innovation work? a. Companies identify challenges that are difficult to resolve with their own knowledge, resources and/or internal capacities. b. These companies connect with the world, searching for outside solutions, aware of the fact that they “do not know everything.” c. Enterprises find solutions in external organisations (i.eS SMEs, entrepreneurs, universities) that have innovative responses to challenges d. This connection between partners generates new relationships (and businesses!!). e. Generate new collaborative relationships and profit among enterprises and companies that offer innovative solutions

FOR GROWING COMPANIES BY INNOVATING IN PARTNERSHIP. 1.2 For those who have the solution, helps with…  Gaining new partnerships, alliances and clients.  Finding new markets.  Growing as never imagined before, through innovating and creating new business. 1.3 For companies that promote their challenges in public, it will:  Resolve their challenges in a shorter period of time, lowering cost and risk.  Develop better new products, services and/or business models.  Initiate a cultural transformation that will include collaborative innovation as a permanent strategy for growth 1.4 In Colombia, it will ……  Improve competitiveness through developing collaborative innovation.  Start a deep transformation in the mindset of the entrepreneur and solvers community that will lead to open processes of innovating in which risks and benefits are shared.  Include regions, people, companies and organisations that, irrespective of their geographical location are willing to grow by innovating.  Learn that economic growth is worth it when achieved collectively and sharing challenges and solutions: we are stronger together  Job opportunities opening, development and prosperity included, in which the ideas that count are those that innovative.
  • 4. 4 1.7 Case background: The pilot programme of open Innovation for hydrocarbon and mining sectors –PIAHM. PIAHM was Innpulsa’s first prototype of Open Innovation in which we demonstrated that it is not only competition but also alliances that promote growth. We helped Ecopetrol, Tipiel, Argos and Independence to find collaborative solutions to their challenges, which are currently in the implementation stage. This demonstrates that Colombia is full of initiatives, people and enterprises breaking traditional barriers and that are moving towards collective growth. The country is ready to create alliances in which a win-win situation is a reality. 1.8 Why Colombia CO4? Because…  We want Colombian companies and others to work together to find solutions to their challenges in order to achieve sustained growth using innovation as the main tool.  We are certain that COOPERATION is a key factor in this process: it is about working together; not about finding people for solving our problems and working in an isolated manner.  We believe in CO-CREATING amongst enterprises and solvers. And in creating solutions that will benefit enterprises and solvers in an environment that increases productivity.  We are certain that CO-INNOVATION is the tool to be used and the strategy is collective working. Innovation requires multiple efforts and stakeholders to achieve extraordinary results. The most successful companies in the world are finding that collaborative innovation is a growth strategy, overcoming challenges found inside their organisations that are solved by external collaborators, in a trusting relationship.
  • 5. 5 1.9 How does Colombia CO4 work? 1.We invited leading enterprises to be part of the programme. 2.We received 83 requests from organisations from all over the country and from all business sectors which were willing to participate in the programme as challenge holders. 3. We selected 11 with high potential to present their challenges 4.We identified challenges for each of them. 5.We opened a web platform. http://www.innpulsacolombia.com/colombiaco4/ where the challenge details are shared. This platform explains all aspects of the challenges and provides the channel for submitting proposed innovative solutions as well as giving a broad conceptual content in a library aninformation about the leading companies and their programmes. Colombia CO4 will open important virtual spaces for sharing learning, solve theoretical challenges and exchange opinions and knowledge, not only among the leading companies and solvers, but also between those who wish to be part of a wider community. 6.There is a selection process for the best candidates for each challenge. We are looking for 3 preselected solutions that stand out because of a high level of innovation, practicality and potential. 7.Finally we select one solution for each challenge. An innovative solution that could transform the problem into a growth opportunity. 8.We suggest the terms of an agreement between the partners in order to implement solutions based on principles that include shared rewards and risk. 9. Once collaborative agreements are signed, a new project for implementation will be planned depending on the details and scope of the solutions.

We help to implement the innovative solution for each of the leading enterprises. 1.10 Which companies are the challenge holders?  ALDOR  BELCORP  CONCONCRETO  COTECMAR  EMCALI  FINAGRO  FUNDACIÓN CARDIOVASCULAR  HACEB  LEVAPAN  SERVIENTREGA  BANCOLDEX 1.11 Why these companies? These companies were selected because they meet the necessary conditions to establish valuable connections with solvers from all regions and socio-economic sectors.  They are receptive to starting collaborative innovation.  They count on transforming internal challenges for sustained growth.  They believe in the value of cooperation as a strategy to generate long- lasting and extraordinary solutions.  They believe in making the change from competition to cooperation. 1.12 Which is the role of iNNpulsa and SENA in this programme? iNNpulsa Colombia believes that the extraordinary growth through innovation generates development and progress for the companies and our country. Colombia CO4 makes part of a group of tools for extraordinary development in search of generating value and to strengthen capacities in Colombian companies through innovation.
  • 7. 7 Therefore, partnering in collaboration with the team at SENA, iNNpulsa Colombia designs, operates and implements this programme as a special project of the national Government. SENA and iNNpulsa are the nodes for the whole process, from which spaces and required strategies will be offered in order to establish results and new business that result from establishing effective connections between leader companies and solvers.

GLOSSARY  Solver: Person or company who presents a proposal in order to solve any of the challenges published by the participating companies (challenge holders).  Challenge: It is an opportunity or a problem that challenge holders have and for which they require help in finding solutions as they do not have the internal capacities they need.  Unsatisfied need. A specific situation that requires assistance from a solution. The unsatisfied need is the central axis of the challenge and might be based in an internal requirement of the companies or a requirement from their consumers, either actual or potential.  Basic attribute: Typical quality or characteristic of a solution (product, process or service) which is also an essential part of its nature. (i.e. If a car is considered to be economic in its functioning, an innate attribute is the “low fuel consumption”, without this attribute the condition of being economic could not be met.)  Distinguishing attribute: Characteristic that sets a distance between the solution (product, process or service) that supplies the same need as others already existing. (i.e. Five different types of sweets could meet the condition of “functional food”, could be low cost and could have a variety of flavours. One of them displays a special attribute: useful life span is five times higher than the average.  Concrete Result: Refers to a tangible and/or measurable product that results from the actions brought up in the proposal. (i.e. The “technical datasheet” of the new food conservation system is a concrete result in one of the final stages of technological development process. Same way, it could also be the result from the reports of fruit conservation tests and the detailed design of the process to be used in mass production of the applied technology. These examples correspond to different stages of the proposal and they have as a common factor the physical evidence of accomplishment).  Verification source. Correspondent to a tangible element that demonstrates concrete results and verifiable indicators. For example a document that contents technical data sheet of the new products or a written report of the lab tests that were performed.  Stage: Corresponds to each of the general phases of action outlined by the solver in order to develop the proposal. (i.e. A solver proposes five stages for the development of a software: establishing requirements, platform design, programming, field testing and adjustment. Each of the stages might involve activities.)
  • 9. 9  Risk. Possibility of an event to happen altering the good execution of the project or the results to obtain. There are technical, social, environmental and economic, among other risks, which could alter the successful development of the project.  Intellectual Property. Meaning the right a state gives to a company or person to use the creation of human minds for industrial and/or commercial purposes.  Development of an idea before conceptual development or test. A theoretical approach of what the solution could be, not having a conceptual foundation or not having proved tested in fact. It could also be proposed as a theoretical speculation or a theoretical proposal resulting from experience, but missing conceptual foundations.  Conceptual approach based on theory. A solution or proposal that has not been physically developed or tested, but it has been founded on theoretical approaches previously developed by the solver, or found in specialized literature.  Preliminary prototype that functions under controlled conditions and allows testing of basic attributes. It is, an initial version of a product, process or service that does not have all of the expected final characteristics, but incorporates attributes that are fundamental to the process of development. The accomplishment of basic attributes could be tested under conditions that the developer can control. (i.e. A solver wants to develop a machine that applies fertilizers not on the surface but to a certain depth in the ground. An attribute he wants to test is the velocity to open the holes in which the fertilizer will be deposited. For this purpose, the solver develops a prototype that will only make holes in the ground.) For testing purposes the solver arranges different types of grounds with diverse materials.  Prototype that functions under the real environmental conditions in which the solution would be implemented. This is a concept that moves one stage ahead compared to the one mentioned previously. On this stage we find the initial development of the solution with basic attributes to test, but testing is not done under controlled conditions by the solver, it is brought to the actual place where the solution would be applied. (i.e. Two basic attributes of a new appliance need to be tested, on the aspects of power efficiency and portability. Three prototypes are placed in three different homes with different socio-economic level and then, information is gathered weekly to be evaluated.  Solution tested, with all of its attributes included and in real functioning conditions. At this stage of development the prototype already has the expected final attributes and its behavior has also been tested. (i.e. A new
  • 10. 10 “special flavored grease “ with all of its attributes: density, size, flavor, packing and wrapping. This article has been placed on a stand in three different stores, in three convenient stores and in five big supermarkets. Also, functioning test has been implemented in 25 schools, with children of different ages.  Solution, totally implemented by a user which functions successfully. At this stage the solution is not a prototype, it has been completely developed and functions without a problem in the market. (i.e. A metal mechanic company required devices for lowering the noise of the engines. After eight months of testing different prototypes, the company found a solution that has been incorporated to 87% of the working engines. The solution was implemented 3 months ago and its results are totally satisfactory).  Complementary development. Refers to changes, adjustments, investment, improvements or similar that company needs to perform on their processes, products or services in order to incorporate the solution to the challenge that is shared with the solver. It has a condition of complementary, as it is a support developed for the solution itself. (i.e. The leader company was looking for a new repair/maintenance system for the equipment that has been sold to their clients for the last five years. The solution to be incorporated is based on an integrated system of information and technical assistance, that is in need of the following complementary developments: a) development of physical structure in order to store equipment to be bought; b) training on basic techniques of post-service for the equipment in maintenance, c) generation of a publicity campaign for the knowledge of the user).  Efficiency indicators. An amount that expresses the level in which a solution covers an unsatisfied need or the mandatory attributes that are brought up for its coverage. (i.e. that a product sample lasts over time regardless of environmental conditions.  Union Temporal. A partnership between 100%Open of the UK and Corporación Enlace of Colombia who are expert consultants in collaborative innovation and who were hired by iNNpulsa Colombia to develop the programme Colombia CO4. They will be named in this document as “the consultants”.
  • 11. 11 3. PURPOSE OF THE INVITATION. To select potential solvers for the challenges of leading companies in Colombia that are taking part in the Colombia CO4 programme, looking to establish the necessary agreements for implementing the solutions in a win-win situation for both partners (leading company and solver) through a process of collaborative innovation. 4. LEGAL TERMS. 4.1 Applicable Legal Regime The actual process of selection is subject to the “norm of the Private Legal Regime of Colombia”. 4.2 Veracity of the submitted information The solver is responsible for the accuracy of the information submitted during pre- selection and selection processes. According to the article 83 of the Political Constitution, all of the information turned in by the solver for the developing of this invitation is true and corresponds to reality. Nevertheless, the Programme of Collaborative Innovation Colombia CO4 holds the right to verify all submitted information. 4.3 Reserve Clause The Programme of Collaborative Innovation Colombia CO4, holds the right to close in advance the actual invitation or reject either or all of the submitted proposals. 5. INSTRUCTIONS FOR SOLVERS 5.1 Studies to Participate in the invitation. All solvers are responsible for studies or verifications required for the formulation of the solution proposal offered through this invitation, assuming that all expenses, cost, taxes and risk involved will not be reimbursed, under special case or concept. 5.2 instructions for presenting a proposal 1. Design your solution: a. Prepare yourself: Read complete details of the challenge you have chosen. Before starting to design your solution, read carefully all success details and criteria you should take into account in order to make a competitive solution. All challenges are different, reason for making sure you are clear about the requirements of the leading company. b. Design your proposal: Make sure you read all of the available information that could help you having a clear concept of the solution proposal you are going to submit. You will find the following documents (Invitation Document to present proposals for solution to challenges in leading companies in the Programme of Collaborative Innovation Colombia CO4, “Format of proposal request, i.e.) 4. Send your proposal: Complete your proposal in http://www.innpulsacolombia.com/colombiaco4/ under the section “Design your Proposal”. Upload required files – not over 10MB. Save the draft and send your proposal. Please take into account that the proposal for solution and its related documents should be presented in Spanish, and only through the platform. http://www.innpulsacolombia.com/colombiaco4/ Presenting a proposal involves acceptance from the solver to all conditions and obligations established in the actual document. 5.3 Who could be solvers a) Any person or company who has a good proposal for the published challenges. b) One who submits a solid, coherent and relevant proposal for one or several of the published challenges.
  • 13. 13 c) One who can demonstrate experience, skills and/or specific knowledge for the development of the proposed solution. d) One with the required technical and financial capacity to contribute with knowledge, infrastructure, human talent, supplies, laboratories or any other kind of resource to develop the solution. e) Complete all requirements established in the present invitation. 5.4 Required documentation for presenting the solution proposal The evaluation of the proposals will be performed once the process of application to solution proposals is closed, during the day indicated in the timetable of each challenge invitation. The solver should present the following documentation. The proposal should include the following documentation in the specified order: 1. Cover letter of the proposal, according to annex No.1, should include: a. Acceptance of invitation conditions. b. All information included by the solver should be truthful. c. Declaration by the solver in the sense of not knowing circumstances that could cause interest conflict for the presentation of the solution proposal. You may write, sign and upload your letter to the platform as an attachment. 2.Format for proposal presentation, completely filled in and uploaded in the platform http://www.innpulsacolombia.com/colombiaco4/ with its respective annex (if applies). 5.5. December 7 December 15 6 2nd Filter Preselection of solvers Each proposal will be evaluated according to the criteria and percentages explained in numeral 8 of each characterization of the challenge document to which the solution proposal is presented, as follows: a. Capacity of the presenter to provide the solution. b. Quality of the proposal (clear and cohesive) c. Efficiency of the solution according to the unsatisfied need d. Easiness of implementation for the solution. e. Innovative degree of the solution.

December 16 January 12 The list of preselected solvers will be published in the website on January 12, 2015 http://www.innpulsacolombia.com/colombiaco4/ 7 Airlock 1: Process of support to possible preselected solvers The preselected solvers will take part in this activity (preselection of solvers, filter) 2)The process goes as follows: January 14 February 6 1. The consultants on collaborative Innovation will revise each of the proposals and will also give feedback to the author (preselected solver) in a 2 hour virtual meeting. A format will be given to them (the solver) with the purpose of building a presentation that should involve key elements in the characterization document of the challenge to which he is presenting a solution proposal. After the meeting the consultants will discuss what to do with the intellectual property, the project development, etc. An email will be sent to the author (solver) including the recommendations. 2. The author (solver) will prepare a first draft presentation in a week; will be allowed to send as many e-mails with questions as he considers necessary. A confidentiality agreement will be signed, if needed. During this period the consultants will contact the leading companies in case of having questions. 3. A second virtual meeting will be performed, in which the authors (solvers) will present the first draft of their presentation. The consultants will give feedback and will present to the author (solver) the information obtained from the leading company.
  • 17. 17 4.The consultants will send their presentations to the legal assessor of Collaborative Innovation, for further comments. The consultants will give feedback with their comments to the authors (solvers), by e-mail. No. ACTIVITY PROCESS DESCRIPTION STARTING DATE CLOSING DATE 7 Airlock 1: Process of support to possible preselected solvers 5.A third call will be made (or meeting if necessary) in which the authors (solvers) will present the second draft of their presentation to the Consultants whole team. Comments will be made and inmediate feedback. January 14 February 6 6. The authors (solvers) will have one more week to care for the given feedback and adjust their presentations for final comments and suggestions. 8 Airlock 2:Entrevistas entre empresas líderes y solucionadores preseleccionados At the last phase of the selection there will be a presence interview (PITCH format) between preselected solvers and the leading company, in which the solvers will present their proposal within 25 minutes and then exchange questions and answers for 20 minutes. All of the above will be coordinated by the Consultants. iNNpulsa Colombia will be the guarantor in the process. February 9 February 13 9 Selection of solvers Each of the leading companies will define their final selection process Analysis tools will be applied to the solvers, based on the “5 pillars” that are found in the application format for the proposal. February 16 February 20 10 Identifying interests (towards a collaborative agreement) Concrete points to be covered among the two members (leading company and solver) through previous interview done by the consultant in an isolated manner to each of them and an agenda will be established to cover those aspects. Expectation management will be included from each of the parts. February 23 February 27 11 Establishing Collaboration agreements: Definition of final conditions of interaction between leading companies and solvers. A detailed agreement concerning the steps to follow in the development of the innovation in the form of a project plan. Will not be a final legal contract, or an agreement of Intellectual Property or any other formal agreement in society. These contracts will be subjected to future negotiations.
