3.  Let us open Outlook in safe mode and check. Follow
the steps:
 1. Press the Windows + R key on the keyboard.
 2. Type Outlook /safe (leave a space after Outlook) ->
Click OK.

4.  If you are able to open Outlook 2013, then disable the
add-ins and check if it helps. Follow the steps disable
the add-ins:
 1. Click on File -> Go to Options.
 2. Click on Add-ins -> select COM Add-ins under
Manage ->Click Go
 3.Select the add-ins to disable -> Click OK.

5.  I had a problem with Outlook 2013 being stuck at the
loading profile screen (after an Office update), and the
solution was as follows:
 1) Stop the dwm.exe process
 2) Start Outlook (it should load now without a problem)
 3) Go to File > Options > Advanced
 4) Tick "Disable graphic acceleration"
 5) Close Outlook
 6) log off / log on windows session
 7) start outlook
