SM/PSU to corresponding carriers, utilized handoff matrix data and local geography to determine and map cluster

• Corrected packet pipe blocking issues; engineered packet pipe widths for every cell to be able to support the amount of
available CE’s and desired traffic mix requirements at the base station; prevented blocking and insured network availability
during peak and off peak hours.
• Improved 3G to 2G hard handoffs / hand downs; redistributed 3G1X channel elements and correctly setup 3G1X traffic
biasing through out the network; configured Cells with F1 and F2 carriers with (3G1X on F1 only), Cells with F3 and F4
carriers with (3G1X on F1 and F2 only), One BTS with (3G1X on all carriers); created layers of continuous 3G1X coverage
and handing down only when and where necessary; reducing the potential risk of loosing calls.
• Planned and corrected system wide service interruptions by reconfiguring the distribution of routine cell diagnostics (test
times) to sporadically occur during the maintenance window; between 2:00 AM to 4:00 AM through out the entire network;
used the PN offsets as a cell separation guide; effectively eliminating customer service related issues.
• Redistributed channel elements to eliminate blocking; monitored CE utilization, tracked inventory, recovered, added and
redeployed resources for all cells in the network, preventing blocking and potential system bottlenecks.

• Researched under-utilized T1s and carriers; identified turn down opportunities; initiated decommissioning or redeployment
process to maximize equipment efficiencies and recovered capacity budget dollars.
