I will present a 3 step plan to make UP Manila a financially sustainable component of the UP System that will help the university be one of the highly ranked university with its human resources and government subsidy as its strength and its ability to utilize and generate resources as the means with steadfast commitment to its mandate of providing Filipinos subsidized high quality education and access to medical services
Big portion of our budget is for personnel services. The MOOE (Maintenance and other expenses) is minimal and decreasing. The seaming increase in the total budget is due to government mandated increase in salary and increasing cost of utilities.
Better illustration of how we allocate our resources. A quarter of our MOOE is spent on Janitorial and Security services making our personnel services account to 85% of our entire budget. We only have 10% of our budget to run the various offices, research and training facilities of our institution
Increase UPM income for the improvement of existing facilities and offices and to enhance research and development programs. By the virtue of the UP charter of 2008, we have the greater flexibility in the development of UP assets in line with President Pascual’s leadership direction of establishing public private partnerships to increase our Income. Any increase inn our income has to be earmarked to a particular program or improvement since our government subsidy for our existing operations should be maintained or increased.
Tap our alumni iskolar ng bayan to create an unrestricted endowment fund with partner financial institutions here and abroad. By keeping the fund in these banks, we are tapping their expertise in managing the funds and giving the donor the assurance of how the fund is managed with the option for them to use the funds after a prescribed time or to keep it in the endowment fund. The income from this fund will help the university in its infrastructure development particularly asset preservation and improving the quality of infrastructure facilities to make us more competitive in our region. Development of Science and technology is the engine for our country's growth.
