5. Why the changes?
•
To further ensure that teacher preparation programs remain current and reflect
a rigorous course of study that is aligned to State and national standards, the
State Board of Education, in consultation with the Board of Governors of The
University of North Carolina, shall ensure students preparing to teach in
elementary schools (i) have adequate coursework in the teaching of reading
and mathematics; (ii) are assessed prior to certification to determine
that they possess the requisite knowledge in scientifically based
reading and mathematics instruction that is aligned with the State
Board's expectations; (iii) continue to receive preparation in applying
formative and summative assessments within the school and classroom setting
through technology-based assessment systems available in North Carolina
schools that measure and predict expected student improvement; and (iv) are
prepared to integrate arts education across the curriculum.

Exams
• Importance of ensuring strong foundational skills
in math and reading in grades K-5.
• Rigorous teacher preparation needed to support
statewide initiatives to improve K-5 student
achievement.

Curriculum for NC Exams
• Effective July 1, 2014,
– IHE Program/Licensure Completers must pass the
exams to be recommended for Elementary (K-6) &/or
Special Education: General Curriculum (K-12)
licenses.
– Out of state teachers must also pass the exam if
applying for a NC license in those areas.

Adopted by the SBE in December 2012, effective July 1, 2014 the tests on the screen will be required for Elementary Education and Special Education: General Curriculum licenses. Out-of-state elementary & special education: gen curriculum teachers will also have to pass the test. If less than 3 years experience, they must pass the test prior to employment.If more than 3 years of experience, they can work for 1 year in NC while meeting the testing requirement.Lateral entry teachers who complete licensure requirements after July 1, 2014 will not be subjected to double testing. Their Praxis II scores will be accepted.
Fall/Winter 2013 and Spring 2014 graduates/completers are not impacted by this test. Only those who complete program/licensure requirements on/after July 1, 2014. For many IHEs the Fall/Winter 2014 graduates will be the first cohort to fall under this testing requirement.Passing scores will be determined in Summer 2014 with NC and MA data.
